The UN Security Council unanimously adopted resolution 2091 to extend the mandate of the Panel of Experts on the Application of Sanctions to the Sudan until 17 February next year. The resolution expressed concern that the provision, sale or transfer of technical assistance and support to Sudan could be used by the Government to support military aircraft Violates the relevant Security Council resolutions. Commenting on this, the Sudanese ambassador to the United Nations, Dafallah al-Haj Ali Osman, said that the item is an incorrect assumption, and we confirm that it is a misplaced assumption that the Government of the Sudan uses aviation only in administrative and logistical tasks
The Security Council resolution called on the Government of Sudan to remove all bureaucratic restrictions and obstacles imposed on the work of the Panel of Experts on the Application of Sanctions to the Sudan. The Security Council resolution also expressed regret that some individuals associated with the Government of the Sudan and the armed groups in Darfur continue to commit acts of violence against civilians and impede the peace process. The resolution stated that the Council intended to impose targeted sanctions against individuals and entities to which the established standards applied

أصدر مجلس الأمن الدولي بالإجماع القرار رقم 2091 لتمديد ولاية فريق الخبراء المعني بتطبيق العقوبات على السودان حتى السابع عشر من فبراير من العام المقبل وأعرب القرار عن القلق من أن توفير أو بيع أو نقل المساعدة والدعم  التقنيين إلى السودان يمكن يستخدم من قبل الحكومة لدعم الطائرات العسكرية بشكل ينتهك قرارات مجلس الأمن ذات الصلة. وتعليقا على ذلك قال السفير السوداني لدى الأمم المتحدة دفع الله الحاج على عثمان ، إن ذلك البند يعد افتراضا غير صحيح ، ونحن نؤكد أنه افتراض في غير محله إذ إن حكومة السودان تستخدم الطيران في المهام الإدارية واللوجيستية فقط

وكان قرار مجلس الامن دعا حكومة السودان إلى إزالة جميع القيود والعراقيل البيروقراطية المفروضة على عمل فريق الخبراء المعني بتطبيق العقوبات على السودان. كما أعرب قرار مجلس الأمن عن الأسف لمواصلة بعض الأفراد المرتبطين بحكومة السودان والجماعات المسلحة في دارفور في ارتكاب أعمال عنف ضد المدنيين وإعاقة عملية السلام. وذكر القرار أن المجلس يعتزم فرض عقوبات محددة الأهداف ضد الأفراد والكيانات الذين تنطبق عليهم المعايير الموضوعة
