UN report: Baghdad is alive and can reach $ 300 million
State organization is still active in Iraq and Syria

UN Secretary-General Antonio Guterich said on Monday that the organization of the state still poses a threat as a "global organization under central command," despite its transformation into a secret network in both Iraq and Syria.
This came in the eighth report on the threat posed by Da'ash to international peace and security, presented by the Secretary-General to the Security Council during the session held at the permanent headquarters of the International Organization in New York.
"Abu Bakr al-Baghdadi continues to lead the terrorist organization, and there is a scattered group of members of the organization that carries out a number of basic tasks," the secretary-general said.
"More than 3,000 armed fighters are still active in Iraq, and the remaining threat in Iraq is reportedly sourced from the remaining local elements of the organization and fighters crossing the border from Syria," Guterich said in his report.
The report added that the organization "continues to pose a threat as a global organization under the central command, and contribute to the return of foreign terrorist fighters, transporters or released to increase the severity of this threat."
"He continues to have access to financial reserves of between $ 50 million and $ 300 million a year, which he expects to be able to continue," the report said.
According to the report, "Da'ash" is still under his command "between 14,000 and 18 thousand fighters in Iraq and Syria, including about 3,000 foreign terrorist fighters."
"It is believed that there are about a thousand other foreign terrorist fighters of different nationalities, sometimes unspecified, in detention in Iraq, in addition to an estimated currently about a thousand fighters in custody in northeastern Syria."
It should be noted that Iraq, following the ongoing military campaigns with the support of the US-led coalition, announced in December 2017, the restoration of all its territory from the grip of the "state", which has taken control since the summer of 2014 on vast areas of one third of the country's total area.
The state still retains dormant cells in several parts of the country and gradually returns to its old style of pre-2014 guerrilla attacks.

أعلن الأمين العام للأمم المتحدة، أنطونيو غوتيريش، اليوم الاثنين، أن تنظيم الدولة لا يزال يشكل تهديداً باعتباره "تنظيماً عالمياً بقيادة مركزية"، رغم تحوله إلى شبكة سرية في كل من العراق وسوريا.
جاء ذلك في التقرير الثامن عن التهديد الذي يشكّله "داعش" للسلام والأمن الدوليين، الذي قدمه الأمين العام إلى مجلس الأمن خلال الجلسة المنعقدة بالمقر الدائم للمنظمة الدولية في نيويورك.
وأوضح الأمين العام أن "أبو بكر البغدادي لا يزال يقود التنظيم الإرهابي، وأن هناك مجموعة متناثرة من أعضاء التنظيم تضطلع بعدد من المهام الأساسية".
وذكر غوتيريش في تقريره أن "أكثر من 3 آلاف من مقاتلي التنظيم المسلحين ما زالوا ناشطين حالياً في العراق، وتفيد التقارير بأن التهديد المتبقي في العراق مصدره العناصر المحلية المتبقية من التنظيم، والمقاتلون الذين يعبرون الحدود قادمين من سوريا".
ولفت التقرير إلى أن التنظيم "لا يزال يشكل تهديداً باعتباره تنظيماً عالمياً بقيادة مركزية. ويسهم المقاتلون الإرهابيون الأجانب العائدون أو المنتقلون أو المفرج عنهم في زيادة حدة هذا التهديد".
وذهب التقرير إلى أن "داعش ما زال بإمكانه الوصول إلى احتياطيات مالية تتراوح بين 50 مليون دولار، و300 مليون دولار سنوياً، ما يتوقع معه أن يكون قادراً على مواصلة عملياته".
وأشار التقرير إلى أن "داعش" ما زال تحت إمرته "عدد يتراوح بين 14 ألفاً و18 ألف مقاتل في العراق وسوريا، بما في ذلك نحو 3 آلاف من المقاتلين الإرهابيين الأجانب".
وأضاف: "يُعتقد بأن هناك حوالي ألف آخرين من المقاتلين الإرهابيين الأجانب من جنسيات مختلفة، وأحياناً غير محددة، رهن الاعتقال في العراق، إضافة إلى ما يقدر حالياً بنحو ألف من المقاتلين قيد الاحتجاز في شمال شرق سوريا".
جدير بالذكر أن العراق، وعلى أثر حملات عسكرية متواصلة بدعم من التحالف الدولي بقيادة الولايات المتحدة، أعلن في ديسمبر 2017، استعادة جميع أراضيه من قبضة تنظيم "الدولة"، الذي فرض سيطرته منذ صيف 2014 على مساحات شاسعة بلغت ثلث المساحة الكلية للبلاد.
وما يزال تنظيم "الدولة" يحتفظ بخلايا نائمة في عدة مناطق بالبلاد، وبدأ يعود تدريجياً إلى أسلوبه القديم المتمثل بشن هجمات خاطفة على طريقة حرب العصابات والذي كان يتبعه قبل عام 2014.
