Egyptian leaders Abdel Fattah al-Sisi, Ethiopia's Abe Ahmed and Sudanese President Omar al-Bashir agreed in Addis Ababa on Sunday that al-Nahda would not harm the interests of other countries.
The three presidents also agreed during a meeting on the sidelines of the AU summit that the foreign and irrigation ministers of the three countries would hold a meeting before the end of this month to implement what the presidents agreed and prepare for another summit.
The Foreign Minister, Dardari Mohammad Ahmed, said in a press statement that the summit dealt with the issue of bridging the Renaissance and progress achieved in the field of coordination and cooperation between the three countries in this regard. He added that the future benefits of the concerned countries were discussed to ensure that Agreed plans, the most important of which is "the principle of harm and harm".
Egyptian presidential spokesman Bassam Radi said earlier that Sisi stressed during the meeting the importance of working to ensure a balanced and cooperative vision to fill and operate Al-Nahda Dam to achieve the interests and objectives of each of the three countries.
The leaders of the three countries stressed at the summit the need to share one vision on the issue of the dam, based on the Declaration of Principles signed in Khartoum, and uphold the principle of non-detriment to the interests of the three countries in the framework of mutual benefit.
The tripartite summit also touched on the overall dimensions of the relations between the three countries and means of enhancing cooperation between them, while continuing intensive consultation and coordination on various subjects of common interest.
Egyptian President Abdel Fattah al-Sisi will hold a trilateral summit with Ethiopian Prime Minister Abe Ahmed and Sudanese President Omar al-Bashir on Sunday on the sidelines of the African summit in Addis Ababa.
Egyptian media quoted diplomatic sources as saying Saturday that the tripartite summit would discuss the most important issues on the agenda of the 32nd session of the African Union.
According to sources, the three leaders are scheduled to discuss developments in the African continent, peace and security efforts, the fight against terrorism and the resolution of current conflicts in a number of countries in the continent.
The sources added that the summit will also discuss the developments of the ongoing negotiations within the framework of the tripartite national committee on the Al Nahda Dam, which Ethiopia is building, in the framework of the principle of not harming the interests of the three countries and sharing common benefit. She explained that this is a review of the results of the meetings held by Ministers of Foreign Affairs and Irrigation of the three countries and the National Tripartite Commission.
The same sources also confirmed that the tripartite summit will also discuss all aspects of the relations between the three countries and ways of enhancing cooperation between them.
The meeting was attended by Egyptian, Ethiopian and Sudanese leaders after a bilateral summit between al-Bashir and al-Sisi in Cairo on January 27, during which they agreed on "the importance of reaching an agreement on the Nahdha dam at the earliest time," the official Anatolia news agency quoted an Egyptian source as saying.
Al-Bashir said at a news conference: "The completion of agreements on Al-Nahda Dam on filling and operating is important, and we are in contact with Ethiopia and Egypt to ensure the rights of Egypt and Sudan in the Nile waters and not affect them."
Although meetings of the three countries on technical studies to build the Nahdha Dam continue, the parties have yet to find a solution that satisfies them all.
Cairo fears a possible negative impact of the Ethiopian dam on the flow of its annual share of Nile water (55 billion cubic meters), while Addis Ababa confirms that the dam will provide useful, especially in the generation of power, without harming the countries of the Mesopotamia, Sudan and Egypt.
Sisi left Cairo on Saturday for Addis Ababa, where Egypt will take over the 2019 African Union presidency for the first time since its inception in 2002.

مصر والسودان وإثيوبيا تتفق على تشييد سد النهضة مع مراعاة مصالح الآخرين
اتفق الزعماء المصري عبد الفتاح السيسي، والإثيوبي آبي أحمد، والسوداني عمر البشير، في أديس أبابا، اليوم الأحد، على ألا يمس سد النهضة مصالح الدول الأخرى.
كما اتفق الرؤساء الثلاثة خلال اللقاء الذي جمعهم على هامش أعمال قمة الاتحاد الإفريقي، على أن يعقد وزراء الخارجية والري للبلدان الثلاثة اجتماعا قبل نهاية الشهر الجاري من أجل تنفيذ ما اتفق عليه الرؤساء والإعداد لقمة أخرى .
وقال وزير الخارجية، الدرديري محمد أحمد، في تصريح صحفي إن القمة تناولت موضوع سد النهضة والتقدم المحقق حاليا في مجال التنسيق والتعاون بين البلدان الثلاثة في هذا الخصوص، وأضاف أنه تم بحث الاستحقاقات المترتبة على الدول المعنية في المستقبل لضمان المضي قدما في العمل بسد النهضة حسب الخطط المتفق والمتعارف عليها وأهمها " مبدأ لا ضرر ولاضرار".
وقال المتحدث باسم الرئاسة المصرية، بسام راضي، في وقت سابق، إن السيسي أكد خلال الاجتماع على أهمية العمل على ضمان إتباع رؤية متوازنة وتعاونية لملء وتشغيل سد النهضة، بما يحقق مصالح وأهداف كل دولة من الدول الثلاث، ويحول دون الافتئات على حقوق الأخرى.
وأكد قادة الدول الثلاث خلال القمة الحاجة إلى مشاركتهم لرؤية واحدة إزاء مسألة السد، تقوم على أساس اتفاق إعلان المبادئ الموقع في الخرطوم، وإعلاء مبدأ عدم الإضرار بمصالح الدول الثلاث في إطار المنفعة المشتركة.
كما تطرقت القمة الثلاثية إلى مُجمل أبعاد العلاقات القائمة بين الدول الثلاث، وسبل تعزيز التعاون بينها، مع الاستمرار في التشاور والتنسيق المكثف إزاء مختلف الموضوعات ذات الاهتمام المشترك.
يعقد الرئيس المصري، عبد الفتاح السيسي، غدا الأحد، قمة ثلاثية مع كل من رئيس وزراء إثيوبيا، آبي أحمد، والرئيس السوداني، عمر البشير، وذلك على هامش أعمال القمة الإفريقية بأديس أبابا.
ونقلت وسائل إعلام مصرية عن مصادر دبلوماسية، اليوم السبت، أن القمة الثلاثية ستناقش أهم القضايا المطروحة على جدول أعمال الدورة 32 للاتحاد الإفريقي.
وبحسب المصادر فمن المقرر أن يبحث الزعماء الثلاثة تطورات الأوضاع في القارة الإفريقية، وجهود إحلال السلم والأمن، ومكافحة الإرهاب، وحل النزاعات الحالية في عدد من دول القارة.
وأضافت المصادر أن القمة ستتناول أيضا استعراض تطورات المفاوضات الجارية في إطار اللجنة الوطنية الثلاثية حول سد النهضة (الذي تبنيه إثيوبيا)، في إطار مبدأ عدم الإضرار بمصالح الدول الثلاث وتشاطر المنفعة المشتركة. وأوضحت أن الحديث يدور عن استعراض نتائج الاجتماعات التي عقدها وزراء الخارجية والري من الدول الثلاث واللجنة الوطنية الثلاثية.
كما أكدت المصادر نفسها أنه من المقرر أيضا أن تبحث القمة الثلاثية مُجمل جوانب العلاقات بين الدول الثلاث، وسبل تعزيز التعاون بينها.
ويأتي لقاء الزعماء المصري والإثيوبي والسوداني بعد قمة ثنائية جمعت البشير بالسيسي في القاهرة، يوم 27 يناير الماضي، واتفقا خلالها على "أهمية التوصل لاتفاق حول سد النهضة في أقرب وقت"، حسبما نقلته وكالة "الأناضول" التركية الرسمية عن مصدر مصري مطلع.
وقال البشير وقتها، في مؤتمر صحفي: "تكملة الاتفاقيات حول سد النهضة بشأن الملء والتشغيل مهم، ونحن على تواصل مع إثيوبيا ومصر لضمان حقوق مصر والسودان في مياه النيل وعدم التأثير عليها".
ورغم تواصل اجتماعات تعقدها الدول الثلاث بشأن الدراسات الفنية لبناء سد النهضة، إلا أن الأطراف لم تتوصل حتى الآن إلى حل يرضيها جميعا.
وتتخوف القاهرة من تأثير سلبي محتمل للسد الإثيوبي على تدفق حصتها السنوية من مياه النيل (55 مليار متر مكعب)، بينما تؤكد أديس أبابا أن السد سيقدم نفعا، لا سيما في مجال توليد الطاقة، دون أن يمثل ضررا على دولتي مصب النيل، السودان ومصر.
وغادر السيسي القاهرة، السبت، متوجها لأديس أبابا، حيث تتسلم مصر غدا رئاسة الاتحاد الإفريقي لعام 2019، للمرة الأولى منذ نشأته في 2002.
