Qatar faces a golden opportunity
Qatar's sudden decision to attend the Arab Economic Summit in Beirut may bring back momentum that has almost lost it. It also raises a number of questions about the role Doha wants or can play when it enters the summit.
After almost all Arab leaders apologize for participating in the Beirut summit, Sheikh Tamim bin Hamad al-Thani's decision comes as a step that could save, in part, the Arab League's face, whose symbols seem unprepared to agree on commonalities even to meet the region's economic and development challenges. .
But can Qatar alone and whatever financial resources it can make up for what appears to be a lack of Arab interest in working together to address a long list of issues on the agenda of the Beirut Summit?
Or did Doha decide at the last moment to exploit the window of possibilities left by the reduced level to represent the influential regional players behind the upcoming summit table, especially the countries of the province?
Does Qatar really intend, as some hope, to engage seriously in the Arab economic development files away from the narrow confusions and political calculations, which often lose Arab cooperation plans and projects to help Arab countries to their sisters a significant degree of effectiveness?
Does the current situation of the Arab system leave any chance of success for such an equitable development effort, which is now required of all components of this system more than ever before?
Or is the Doha mission today more modest and pragmatic, which is to consolidate and strengthen its positions in the Arab arena in light of existing and emerging rivalries, and gain political and media points, as its adversaries and critics see?
We have to wait a little time to see the Arab responses to the arrival of Sheikh Tamim to Beirut, and the outcome of the summit decisions and understandings, so that some things become clear and solve the puzzles of the questions raised.

The Spokesman for the Arab Development Summit, Rafiq Shalala, said that the Lebanese presidency had informed that the Emir of Qatar, Tamim Bin Hamad, would attend the summit in Beirut.
Spokesman Rafik Shalala said the Lebanese presidency had informed that the Emir of Qatar, Sheikh Tamim bin Hamad bin Khalifa al-Thani, would arrive in Lebanon on Sunday to head his delegation to the summit.
The Emir of Qatar, Tamim bin Hamad al-Thani, received a telephone call Friday evening from Lebanese President Michel Aoun, during which he reviewed the most important topics on the agenda of the Arab Economic and Social Development Summit to be held in Beirut on Sunday.
The two sides discussed bilateral relations and the prospects for their development in various fields, as well as exchanging views on regional and international issues of common concern.
The arrival of Arab delegations to participate in the economic summit, represented by the shyness of those countries, and the absence of a noticeable Arab leaders, was limited to the presence of only three of the 22 Arab heads of state at the summit, namely Somalia, Mauritania and Qatar.

The Lebanese newspaper "The Republic" quoted sources familiar with President Michel Aoun's dismay and astonishment at the series of apologies by kings, presidents and Arab princes about attending the economic summit in Beirut.
The newspaper pointed out that these apologies are disturbing. The security situation in Lebanon is in place despite some violations that left negative reactions, but they do not affect the security of the summit and protect the personalities that will participate in it.
The newspaper quoted sources as saying President Aoun: "Lebanon has presented everything that was asked him to be a distinguished summit ... Despite what happened, the summit will be held in Beirut, who attended and on time," and wished "to achieve the goals set for it."
The leaders of Libya, Tunisia, Palestine, Kuwait and others have apologized for attending the economic summit in Beirut for undeclared reasons.
The newspaper also pointed out that the reasons for apologies from the Arab countries, especially the Gulf, came to consider that Lebanon on the Syrian-Iranian axis, and as a result of security concerns.

قطر أمام فرصة ذهبية
قرار أمير قطر المفاجئ حضور القمة العربية الاقتصادية في بيروت قد يعيد لها زخما كادت تفقده، كما أنه يطرح أيضا جملة من التساؤلات حول دور تريد أو تستطيع الدوحة لعبه بدخولها باب القمة.
وبعد اعتذار جميع الزعماء العرب تقريبا عن المشاركة في قمة بيروت، يأتي قرار الشيخ تميم بن حمد آل ثاني بمثابة خطوة قد تنقذ ولو جزئيا ماء وجه الجامعة العربية، التي يبدو أن رموزها غير مستعدين للإجماع على قواسم مشتركة حتى من أجل مواجهة التحديات الاقتصادية والتنموية المحدقة بالمنطقة.
ولكن، هل بمقدور قطر وحدها ومهما كان لديها من موارد مالية، أن تعوض عما يبدو أنه قلة اهتمام عربي بالعمل المشترك على معالجة قائمة طويلة من المسائل المدرجة على جدول أعمال قمة بيروت؟
أم أن الدوحة قررت في اللحظة الأخيرة استغلال نافذة الإمكانيات التي تركها لها المستوى المخفض لتمثيل اللاعبين الإقليميين المؤثرين وراء طاولة القمة المرتقبة، ولاسيما دول المقاطعة؟
وهل تعتزم قطر فعلا كما يأمل البعض، الدخول بشكل جدي في ملفات التنمية الاقتصادية العربية بعيدا عن التجاذبات والحسابات السياسية الضيقة، التي كثيرا ما تفقد خطط تعاون عربية ومشاريع مساعدة دول عربية لشقيقاتها قدرا ملموسا من فاعليتها؟
وهل تترك حالة المنظومة العربية الراهنة أي فرصة نجاح لمثل هذا الجهد التنموي النزيه، الذي بات الآن مطلوبا من جميع مكونات هذه المنظومة أكثر من أي وقت مضى؟
أم أن مهمة الدوحة اليوم أكثر تواضعا وبراغماتية، وهي تثبيت وتعزيز مواقعها في الساحة العربية في ظل التنافسات القائمة والناشئة والمتقلبة، وكسب نقاط سياسية وإعلامية لا غير، كما يرى خصومها ومنتقدوها؟
لا يبقى علينا إلا الانتظار قليلا من الوقت لنرى الردود العربية على قدوم الشيخ تميم إلى بيروت، وما ستتمخض عنه القمة من مقررات وتفاهمات، حتى تتضح بعض الأمور وتحل ألغاز التساؤلات المطروحة.

أعلن الناطق الرسمي باسم القمة العربية التنموية رفيق شلالا أن الرئاسة اللبنانية تبلغت أن أمير قطر تميم بن حمد سيشارك في القمة المنعقدة في بيروت.
وقال المتحدث رفيق شلالا إن الرئاسة اللبنانية تبلغت أن أمير قطر الشيخ تميم بن حمد بن خليفة آل ثاني سيصل إلى لبنان غدا الأحد لترؤس وفد بلاده إلى القمة.
وكان أمير قطر تميم بن حمد آل ثاني قد تلقى اتصالا هاتفيا مساء الجمعة من الرئيس اللبناني ميشال عون، جرى خلاله استعراض أبرز الموضوعات المدرجة على جدول أعمال القمة العربية التنموية الاقتصادية والاجتماعية التي ستعقد في مدينة بيروت الأحد مرحبا بمشاركة الأميرحمد في القمة.
كما جرى خلال الاتصال بحث العلاقات الثنائية بين البلدين وآفاق تطويرها في مختلف المجالات، إضافة إلى تبادل وجهات النظر حيال القضايا الإقليمية والدولية محل الاهتمام المشترك.
وشهدت العاصمة اللبنانية بيروت وصول الوفود العربية للمشاركة في القمة الاقتصادية، بتمثيل خجول من قبل تلك الدول، وغياب ملحوظ للزعماء العرب، إذ اقتصرت على حضور 3 فقط من رؤساء الدول العربية الـ22 في القمة وهي الصومال وموريتانيا وقطر.

نقلت صحيفة "الجمهورية" اللبنانية عن مصادر مطلعة استياء واستغراب الرئيس ميشال عون لسلسلة الاعتذارات المقدمة من الملوك والرؤساء والأمراء العرب عن حضورهم القمة الاقتصادية في بيروت.
ولفتت الصحيفة إلى أن هذه الاعتذارات مثيرة للقلق، فالوضع الأمني في لبنان​ ممسوك رغم بعض الخروق التي تركت ردات فعل سلبية، إلا أنها لا تمس بأمن القمة وحماية الشخصيات التي ستشارك فيها.
ونقلت الصحيفة عن مصادرها قول الرئيس عون: "لبنان قدم كل ما طلب منه لتكون قمة مميزة... على الرغم مما حصل فإن القمة ستعقد في بيروت​ بمن حضر وفي موعدها"، متمنيا "أن تحقق الأهداف التي رسمت لها".
وكان قادة ليبيا وتونس وفلسطين والكويت وغيرها قد اعتذروا عن حضور القمة الاقتصادية في بيروت لأسباب غير معلنة. 
كما أشارت الصحيفة إلى أن أسباب الاعتذارات من الدول العربية ولاسيما الخليجية، جاءت لاعتبار أن لبنان في المحور السوري الإيراني، ونتيجة مخاوف أمنية.
