The Russian State Duma unanimously decided on Thursday not to attend the Parliamentary Assembly of the Council of Europe this month and to continue to freeze the payment of Russian contributions to the budget of the Council
Members of the Duma noted that the cooperation of Russia and the Council of Europe at the parliamentary level had virtually ceased because of the continuing anti-Russian campaign, while the Parliamentary Assembly of the Council suffered a deep institutional crisis
"Under the present circumstances, we do not see any justification for the return of the Russian delegation to participate in the work of the Parliamentary Assembly and to resume the payment of Russian contributions to the budget of the Council of Europe," the State Duma said
The leader of Russia's Liberal Democratic Party, Vladimir Zhirinovsky, said the decision was a step towards Russia's eventual withdrawal from the Council of Europe. The head of the Fair Russia party, Sergey Mironov, said the participation in Russia was "unproductive and costly."
Relations between Russia and the Council of Europe are at a difficult stage after the European Organization deprived Russian parliamentarians of some of their rights in view of the Crimean accession to Russia in 2014, prompting Moscow to declare it impossible to work under these restrictions and stop its participation in parliamentary sessions.
In June 2017, Russia suspended part of its contributions to the budget of the Council of Europe until its delegation was fully restored, resulting in a budget deficit of 1.5 million euros.
In April 2018, the Secretary-General of the Council of Europe, Tourbjorn Jagland, stated that any country that evaded payment of its contributions over a period of two years could be disqualified from membership.
Parliamentary Assembly of the Council of Europe defer action on the question of the return of the Russian delegation
The Parliamentary Assembly of the Council of Europe decided on Tuesday to forward the report on the powers of national delegations to a specialized committee for further consideration, with discussions to resume early next year.
If Moscow considered the consideration of the report as an opportunity for its delegation to return to work within the Council, it was now more likely that the Russian delegation would not apply for it, as in previous years.
It is likely that the Parliamentary Assembly will evade taking a clear decision on this matter in order to encourage Russian politicians calling for the suspension of their country's membership in this organization.
The report on the competence of national delegations, which was the focus of the current plenary session of the Parliamentary Assembly, came as a result of the disagreement over the participation of the Russian delegation in the work of the Assembly. In April 2014, the delegation was denied the right to vote because of events in Ukraine and the return of the Crimea to the bosom of the Russian state. In 2015, the Parliamentary Assembly twice referred to the question of the restoration of the powers of the Russian delegation, but this only served to tighten the sanctions imposed on it by the delegation. The Russian delegation refused to work under these circumstances, but in 2016 and 2017 he refrained from applying for return because of the hostile atmosphere of Moscow in Strasbourg
In late July 2017, it was learned that Moscow had stopped paying its dues to the Council of Europe for not participating in the work of the Parliamentary Assembly. The Russian side also proposed the inclusion of items in the Assembly's Regulations stipulating that no one has the right to deprive national delegations of their powers.
Russia's suspension of payment of its contributions was a serious challenge to the Council of Europe, prompting its leaders to establish a special commission to develop a compromise solution between supporters of Russia's return to the Assembly and its opponents
Opponents opposed the return of the Russian delegation against any amendments to the existing rules, led by parliamentarians from Ukraine, Britain and the Baltic States. The Ukrainian deputy, Alexei Goncharchenko, wore a rubber glove and said the presence of the Russian delegation made even shaking hands and touching the door handles "dangerous
Ukrainian and British parliamentarians also tried to undermine the speech by the Secretary-General of the Council of Europe, Tornbjorn Jagland, when he expressed concern that Moscow had not paid its dues and called for an end to the deficit
In the end, the author of the report, Belgian Rep. Petra de Sutter, suggested that the document be returned to the Special Committee for further consideration by its members. De Sutter said discussions on the report could resume during the next session of the Parliamentary Assembly in January, without giving a specific date.

هل روسيا بصدد مقاطعة مجلس أوروبا؟
قرر مجلس الدوما الروسي بالإجماع اليوم الخميس عدم حضور جلسة الجمعية البرلمانية لمجلس أوروبا الشهر الحالي، ومواصلة تجميد دفع الاشتراكات الروسية في ميزانية المجلس.
وأشار أعضاء الدوما إلى أن تعاون روسيا ومجلس أوروبا على الصعيد البرلماني قد توقف عمليا بسبب استمرار الحملة معادية لروسيا، بينما أصيبت الجمعية البرلمانية للمجلس بأزمة مؤسساتية عميقة.
وورد في بيان عن الدوما: "لا نلمس في ظل الظروف الحالية أي مبرر لعودة الوفد الروسي للمشاركة في عمل الجمعية البرلمانية واستئناف دفع الاشتراكات الروسية إلى ميزانية مجلس أوروبا".
واعتبر زعيم الحزب اللبرالي الديمقراطي الروسي فلاديمير جيرينوفسكي هذا القرار، خطوة نحو انسحاب روسيا من مجلس أوروبا نهائيا، أما رئيس حزب "روسيا العادلة" سيرغي ميرونوف، فقال إن الاشتراك في هذه المنظمة بالنسبة لروسيا أمر "غير مجد ومكلف".
وتمر العلاقات بين روسيا ومجلس أوروبا بمرحلة صعبة بعد أن حرمت المنظمة الأوروبية البرلمانيين الروس من بعض حقوقهم على خلفية انضمام شبه جزيرة القرم إلى روسيا سنة 2014، ما دفع موسكو إلى الإعلان عن استحالة العمل في ظل هذه القيود ووقف مشاركتها في جلسات الجمعية البرلمانية.
وفي يونيو 2017 علقت روسيا دفع جزء من اشتراكاتها إلى ميزانية مجلس أوروبا حتى استعادة صلاحيات وفدها كاملة، ما أدى إلى بروز عجز في ميزانية المنظمة قدره مليون ونصف مليون يورو.
وصرح الأمين العام لمجلس أوروبا توربيورن ياغلاند في أبريل عام 2018 بأن أي بلد تملص من دفع اشتراكاته على مدى سنتين، قد يتعرض للفصل من عضوية المنظمة.
الجمعية البرلمانية لمجلس أوروبا تؤجل البت في مسألة عودة الوفد الروسي
قررت الجمعية البرلمانية لمجلس أوروبا، اليوم الثلاثاء، إحالة التقرير حول صلاحيات الوفود القومية إلى لجنة متخصصة للبحث الإضافي، على أن تستأنف المناقشات حوله مطلع العام المقبل.
وإذا كانت موسكو تعتبر النظر في التقرير المذكور فرصة لعودة وفدها إلى العمل داخل المجلس، فأصبح من الأرجح الآن أن الوفد الروسي لن يقدم طلبا للعمل فيه، كما في السنوات الماضية.
بل ومن المرجح أن يأتي تهرب الجمعية البرلمانية عن اتخاذ قرار واضح حول هذا الموضوع تشجيعا لسياسيين روس يدعون إلى وقف عضوية بلدهم في هذه المنظمة.
وجاء التقرير حول صلاحيات الوفود القومية الذي تركز عليه اهتمام الجلسة  العامة الراهنة للجمعية البرلمانية، نتيجة للخلاف حول مشاركة الوفد الروسي في عمل الجمعية. وفي أبريل 2014، حرم الوفد من حق التصويت بسبب الأحداث في أوكرانيا وعودة القرم إلى حضن الدولة الروسية. وفي العام 2015 عادت الجمعية البرلمانية مرتين إلى مسألة إعادة صلاحيات الوفد الروسي، لكن ذلك لم يؤد سوى إلى تشديد العقوبات التي تعرض الوفد لها. ورفض الوفد الروسي العمل في هذه الظروف، أما في العامين 2016 و2017 فامتنع عن تقديم طلب للعودة، بسبب الأجواء المعادية لموسكو في ستراسبورغ.
وعُلم أواخر يوليو 2017 أن موسكو توقفت عن تسديد مستحقاتها لمجلس أوروبا بسبب عدم المشاركة  في عمل الجمعية البرلمانية. كما اقترح الجانب الروسي تسجيل بنود في لوائح الجمعية تنص على أن لا أحد من حقه حرمان الوفود القومية من صلاحياتها.
وشكل تعليق روسيا تسديد اشتراكاتها تحديا جديا لمجلس أوروبا، ما دفع قادتها إلى إنشاء لجنة خاصة مكلفة ببلورة حل توافقي بين أنصار عودة روسيا إلى الجمعية ومعارضيها.
ووقف معارضو عودة الوفد الروسي ضد إضفاء أي تعديلات على القواعد القائمة، وكان في مقدمتهم برلمانيون من أوكرانيا وبريطانيا ودول البلطيق. ووصل الأمر إلى أن النائب الأوكراني، أليكسي غونتشارينكو، ارتدى قفازا مطاطيا وقال إن حضور الوفد الروسي يجعل حتى التصافح ولمس مقابض الأبواب "أمرا خطيرا".
كما حاول برلمانيون أوكرانيون وبريطانيون تقويض إلقاء الأمين العام لمجلس أوروبا، تورنبيورن ياغلاند، كلمته، عندما أعرب عن قلقه إزاء عدم تسديد موسكو مستحقاتها ودعا إلى "إنهاء حالة العجز".
وفي نهاية المطاف، اقترحت صاحبة التقرير، النائبة البلجيكية، بيترا دي سوتر، إعادة الوثيقة إلى اللجنة الخاصة من أجل دراستها الإضافية من قبل أعضائها. ورأت دي سوتر أن المناقشات حول التقرير قد تستأنف خلال الدورة القادمة للجمعية البرلمانية في يناير المقبل، دون أن تذكر موعدا محددا لذلك.
