US Deputy Secretary of State for Arms Control, Andrea Thompson, announced that the United States will begin withdrawing from the medium and short range missile treaty on Feb. 2.
The US official said in a statement to reporters at NATO headquarters in Brussels on Wednesday that the recent meeting between the Russian and American delegations in Geneva to discuss the fate of the treaty did not make any progress, so the United States will begin on February 2, the process of withdrawal from the Treaty, which is scheduled to continue 6 months.
"We have not been able to make any new breakthrough with Russia yesterday," Thompson said. "Based on today's discussions and relevant day-to-day statements, we see no sign that Russia will choose to abide by the treaty."
"This means that Washington has to comply with its obligations under this treaty, which means that we can research and develop systems that were not permitted by the treaty," Thompson said.
However, the official pointed out that the door of dialogue with Russia is still open, and did not exclude the holding of new meetings with Russian Deputy Foreign Minister Sergei Ryabkov.
In a tweet on Twitter, Andrea Thompson said she briefed NATO partners on what she called "Russia's violation of the missile treaty." "Russia must destroy the 9M-729 and its equipment and return to full and verifiable compliance with the treaty," he said.
"Russia will have six months before the United States finally withdraws from the treaty," said US Ambassador to NATO Kay Bailey Hutchison, adding that it would be Moscow's deadline to "prove its commitment to the treaty."
This comes after the Russian-American consultations in Geneva, at which the two sides declared no progress.
Russian Deputy Foreign Minister Sergei Ryabkov said after the consultations that the US side does not want to take a position on Russian proposals on the medium and short range missile treaty, stressing that Washington is destroying the treaty and will be responsible for its end.
Ryabkov: No progress in consultations with Washington on the missile treaty
Russian Deputy Foreign Minister Sergei Ryabkov said there had been no progress in consultations between Russia and the United States in Geneva over the fate of the medium and short-range missile treaty.
"We reviewed the situation and discussed specific points of concern to both sides and discussed prospects for possible treaty developments," Ryabkov told reporters after the consultation.
"In general, we have to stress that there is no progress."
Ryabkov expressed his disappointment at the unwillingness of the American side to take a constructive position on the Russian proposals, noting that the US delegation arrived in Geneva with a predetermined position on the results of the consultations.
He stressed that the US demands directed at Russia on the missile treaty does not contain anything specific, which frustrates any hope of convergence of positions, adding that the United States is trying to hold Russia responsible for the failure of the Treaty.
Ryabkov stressed that Moscow is fully committed to the treaty, while the United States is undermining it, and thus the responsibility for its termination rests with Washington.
He added that Russia had proposed to hold a new meeting to discuss the fate of the medium and short term missile treaty, but the American side did not confirm its readiness to participate in it.
However, Ryabkov pointed out that Russia will continue efforts to maintain strategic stability unless there is an official communique of the withdrawal of the United States from the treaty, stressing Moscow's readiness for dialogue on the basis of parity without giving advance warnings.
He said that Russia plans to hold a conference on January 18 for ambassadors of European countries and other partners to inform them of the details of the Russian missile 9m 729, which is of concern to Washington, and the disclosure of objective information on everything related to it.
Washington expresses its disappointment

أعلنت نائبة وزير الخارجية الأمريكي لشؤون الرقابة على التسلح، أندريا تومبسون أن الولايات المتحدة ستبدأ بالانسحاب من معاهدة الصواريخ المتوسطة والقصيرة المدى يوم 2 فبراير المقبل.

وأشارت المسؤولة الأمريكية في حديث للصحفيين بمقر الناتو في بروكسل، اليوم الأربعاء، إلى أن اللقاء الأخير بين الوفدين الروسي والأمريكي في جنيف لبحث مصير المعاهدة لم يحقق أي تقدم، ولذلك ستبدأ الولايات المتحدة اعتبارا من 2 فبراير بعملية الانسحاب من المعاهدة، والتي من المقرر أن تستمر 6 أشهر.

وقالت تومبسون: "لم نتمكن من تحقيق أي اختراق جديد مع روسيا أمس"، مضيفة: "بناء على مناقشات أمس وتصريحات اليوم ذات الصلة ، لا نرى أي إشارة إلى أن روسيا ستختار الالتزام بالمعاهدة".

وأضافت تومبسون أن ذلك يعني "تعليق واشنطن التقيد بالتزاماتها في إطار هذه المعاهدة. ما يعني أن بوسعنا إجراء أبحاث وتطوير أنظمة لم تسمح بها المعاهدة".

ومع ذلك أشارت المسؤولة إلى أن باب الحوار مع روسيا لا يزال مفتوحا، ولم تستبعد عقد لقاءات جديدة مع نائب وزير الخارجية الروسي سيرغي ريابكوف.

وفي تغريدة على "تويتر" ذكرت أندريا تومبسون أنها أطلعت الشركاء في الناتو على ما وصفته بـ "خرق روسيا لمعاهدة الصواريخ". وأضاف أنه "على روسيا تدمير الصاروخ 9 أم 729 والمعدات الخاصة به والعودة إلى الالتزام التام والقابل للتحقق منه بالمعاهدة".

من جانبها، قالت المندوبة الأمريكية لدى الناتو كاي بايلي هاتشيسون إنه "ستكون لدى روسيا 6 أشهر قبل انسحاب الولايات المتحدة نهائيا من المعاهدة"، مشيرة إلى أن ذلك سيكون الموعد الأقصى لموسكو "لتثبت التزامها بالمعاهدة".

ويأتي ذلك بعد المشاورات الروسية الأمريكية في جنيف، التي أعلن الطرفان في ختامها عن عدم تحقيق أي تقدم.

وأشار نائب وزير الخارجية الروسي سيرغي ريابكوف في أعقاب المشاورات إلى أن الجانب الأمريكي لا يرغب في اتخاذ موقف بناء على المقترحات الروسية بشأن معاهدة الصواريخ المتوسطة والقصيرة المدى، مؤكدا أن واشنطن تنسف المعاهدة وستكون مسؤولة عن انتهائها.

ريابكوف: لا تقدم في المشاورات مع واشنطن حول معاهدة الصواريخ

أعلن نائب وزير الخارجية الروسي سيرغي ريابكوف عن عدم تحقيق أي تقدم في المشاورات بين روسيا والولايات المتحدة في جنيف حول مصير معاهدة الصواريخ المتوسطة والقصيرة المدى.

وقال ريابكوف للصحفيين في أعقاب جولة المشاورات، اليوم الثلاثاء: "قمنا باستعراض الأوضاع وبحثنا النقاط المحددة التي تثير قلقا لدى الجانبين وبحثنا آفاق التطورات المحتملة الخاصة بالمعاهدة".

وتابع: "وبشكل عام نضطر للتأكيد على عدم وجود أي تقدم".

وأعرب ريابكوف عن خيبة أمله إزاء عدم رغبة الجانب الأمريكي في اتخاذ موقف بناء من المقترحات الروسية، مشيرا إلى أن الوفد الأمريكي وصل إلى جنيف بموقف محسوم مسبقا بشأن نتائج المشاورات.

وأكد أن المطالب الأمريكية الموجهة إلى روسيا بشأن معاهدة الصواريخ لا تتضمن أي شيء محدد، ما يحبط أي أمل بتقارب المواقف، مضيفا أن الولايات المتحدة تحاول تحميل روسيا المسؤولية عن فشل عمل المعاهدة.

وشدد ريابكوف على أن موسكو تلتزم التزاما تاما بالمعاهدة، بينما تقوم الولايات المتحدة بتقويضها، وبذلك تقع المسؤولية عن انتهائها على واشنطن.

وأضاف أن روسيا اقترحت عقد لقاء جديد لمناقشة مصير معاهدة الصواريخ المتوسطة والقصيرة المدى، لكن الجانب الأمريكي لم يؤكد استعداده للمشاركة فيه.

ومع ذلك أشار ريابكوف إلى أن روسيا ستواصل الجهود للحفاظ على الاستقرار الاستراتيجي ما لم يكن هناك بلاغ رسمي بانسحاب الولايات المتحدة من المعاهدة، مؤكدا استعداد موسكو للحوار على أساس التكافؤ من دون طرح إنذارات مسبقا.

وذكر أن روسيا تخطط لعقد مؤتمر يوم 18 يناير الجاري لسفراء الدول الأوروبية والشركاء الآخرين لإطلاعهم على التفاصيل المتعلقة بصاروخ "9 أم 729" الروسي الذي يثير القلق لدى واشنطن، والكشف عن المعلومات الموضوعية بشأن كل ما يتعلق به.

واشنطن تعبر عن خيبة أملها

من جهتها، أعربت نائبة وزير الخارجية الأمريكي لشؤون الرقابة على التسلح والشؤون الأمنية الدولية، أندريا تومبسون، في بيان لها في أعقاب جولة المشاورات في جنيف، عن خيبة أملها، مشيرة في الوقت ذاته إلى أن الجانب الأمريكي ملتزم بمواصلة الحوار مع روسيا.

وأضافت أن الوفد الأمريكي سيطلع حلفاءه وشركاءه، بمن فيهم الأعضاء في حلف الناتو على نتائج المشاورات.

وكررت تومبسون الاتهامات الأمريكية لروسيا بـ "خرق" المعاهدة، والتي أعلنت بناء عليها في أكتوبر الماضي عن عزمها الانسحاب من المعاهدة. وفي 4 ديسمبر أعلن وزير الخارجية الأمريكي مايك بومبيو أن واشنطن "تمهل" موسكو 60 يوما لما وصفه بـ "العودة للالتزام" بالمعاهدة.

بوتين: لن نغض الطرف عن نشر الصواريخ الأمريكية وسنرد بشكل فعال

تعهد الرئيس الروسي، فلاديمير بوتين، باتخاذ إجراءات جوابية فعالة ردا على انتشار الصواريخ الأمريكية في مناطق العالم المختلفة، لافتا إلى انفتاح روسيا للحوار مع الولايات المتحدة.

وقال بوتين، في مقابلة مع برنامج "أخبار المساء" في التلفزيون الصربي نشر نصها ليلة الثلاثاء على موقع الكرملين: "بالحقيقة تتبع الولايات المتحدة عمليا نهجا يرمي إلى إزالة نظام الاتفاقات الدولية في مجال السيطرة على الأسلحة، التي تكتف أيديها فيما يخص زيادة قدراتها العسكرية، أو تحاول تطبيقها بصورة اختيارية أي في الأبعاد التي تتماشى مع مصالحها".

وشدد بوتين على أن "الإعلان عن نيتها الانسحاب من معاهدة نزع الصواريخ قصيرة ومتعددة المدى أصبح حلقة جديدة في سلسلة طويلة لمثل هذه الأعمال، ومن الواضح أن تداعيات هذه السياسة ستكون أكثر سلبية".

وتابع الرئيس الروسي: "إننا بالطبع لن نغض الطرف عن انتشار الصواريخ الأمريكية التي تمثل تهديدا مباشرا بالنسبة إلى أمننا. سنكون مضطرين إلى اتخاذ إجراءات جوابية فعالة ردا على ذلك".  

وأشار بوتين مع ذلك إلى أن "روسيا كدولة مسؤولة وحكيمة لا تهتم باندلاع سباق تسلح جديد"، وأوضح: "على الرغم من إعلان الولايات المتحدة نية الانسحاب من المعاهدة، إلا أننا منفتحون على مواصلة الحوار حول سبل الحفاظ عليها. وفي ديسمبر الماضي أرسلنا مجموعة من الاقتراحات الدقيقة بهذا الشأن، ونحن مستعدون لحديث جدي حول كل الأجندة الاستراتيجية بين بلدينا".

روسيا: في وجه الإنذارات الأمريكية نظهر حسن النية بشأن معاهدة الصواريخ

أكد نائب وزير الخارجية الروسي، سيرغي ريابكوف، استعداد موسكو لعمل جدي مع واشنطن أثناء مشاورات حول معاهدة القضاء على الصواريخ المتوسطة وقصيرة المدى، يزمع إجراؤها في جنيف، الثلاثاء.

ودعا الدبلوماسي الروسي الولايات المتحدة إلى التخلي عن توجيه إنذارات وطرح شروط مسبقة في حوارها مع روسيا حول هذا الموضوع، قائلا: "أود الإشارة إلى أن مدى اهتمامنا بهذا الاتصال ليس أكبر على الإطلاق من اهتمام الولايات المتحدة به. وفي ظروف كنا فيها ولا نزال نرى محاولات توجيه إنذارات إلينا أو طرح شروط مسبقة ومطالب، نظهر قدرا لا يستهان به من حسن النوايا".

وأضاف: "ذلك أن هذا ليس أسلوبا يمكن الاعتماد عليه في البحث عن حل مشكلات شديدة التعقيد. لدينا قدر كاف من النوايا الحسنة ونحن مستعدون للعمل الجدي، وسنرى ما الذي سنصل إليه غدا".

وفي أكتوبر الماضي، أعلن الرئيس الأمريكي، دونالد ترامب، عن نية بلاده الانسحاب من معاهدة القضاء على الصواريخ المتوسطة وقصيرة المدى، مبررا قراره بانتهاك روسيا لبنودها وقيام الصين (التي ليست طرفا في المعاهدة التي عقدتها موسكو وواشنطن في 1987) بتطوير هذا النوع من السلاح.

وفي 4 ديسمبر الماضي، قال وزير الخارجية الأمريكي، مايك بومبيو، إن الولايات المتحدة ستنسحب من المعاهدة في حال عدم "عودة" روسيا إلى الالتزام بها في غضون 60 يوما. وفي اليوم التالي، وفي رده على هذا التصريح، أعلن الرئيس الروسي، فلاديمير بوتين، في 5 ديسمبر، أن الولايات المتحدة لم تقدم أبدا أدلة تدعم اتهاماتها الموجهة إلى موسكو بخرق المعاهدة.

وفي 21 ديسمبر، لم تتبن الجمعية العامة للأمم المتحدة مشروع قرار مطروحا من روسيا للحفاظ على المعاهدة.

وأعلن قادة عسكريون روس مرارا عزم موسكو على اتخاذ خطوات مناسبة لاحتواء  تبعات انسحاب واشنطن من "معاهدة الصواريخ" على أمن روسيا القومي.
