Al-Zayani also stressed the central importance of the Gulf States in maintaining the security and stability of the region and countering extremist ideology by emphasizing diversity and respect for human rights, adding that "the new challenges require strengthening the joint Gulf action"
The statement stressed the importance of continuing to work in cooperation with the GCC partners in the international community to confront and eliminate terrorism and to counter the actions of some militias and terrorist groups to undermine the resources and wealth of the countries of the region.
Zayani announced the establishment of a unified Gulf military command and the appointment of its commander as an important step to complete the joint defense system and establish the Gulf Academy for Strategic and Security Studies
Al-Zayani added that the leaders of the GCC countries have developed a roadmap to activate the necessary procedures to achieve integration between their countries. They pointed out the time programs to complete the steps of economic integration among the GCC countries and remove all obstacles and difficulties in implementing the decisions of joint action
The leaders of the Arab Gulf countries stressed the continued assistance to "brotherly and friendly countries" and their support for the Palestinian cause and the unity of the Palestinian ranks

He stressed that the relations between the Gulf states are based on principles adopted by the United Nations Charter, foremost of which are non-interference in internal affairs, respect for the sovereignty of States and adherence to the rules of good neighborliness
Saudi King Abdullah bin Abdul Aziz renewed his country's accusations that Iran is interfering in Gulf Arab affairs and threatening its stability.

Bahrain's foreign minister said on Sunday that the emir of Qatar, Tamim bin Hamad al-Thani, was absent from the Gulf summit held in Riyadh, as Bahrain was the first country in the province to comment on his absence
Bahrain's foreign minister, Khalid bin Ahmed al-Khalifa, said in a tweet on Twitter after his arrival in Riyadh that the emir of Qatar had to accept "fair" demands and was present at the summit.

إعلان الرياض يؤكد على أهمية التمسك بوحدة الصف الخليجي
اختتم الملك السعودي سلمان بن عبد العزيز، مساء اليوم الأحد، في قصر الدرعية بمدينة الرياض، أعمال اجتماع الدورة الـ39 للمجلس الأعلى لمجلس التعاون الخليجي.
وأكد البيان الختامي للقمة الخليجية أهمية وحدة الصف والهدف واستكمال التكامل الاقتصادي بين دول مجلس التعاون الخليجي وبلورة سياسة خارجية موحدة وفعالة ومنظومة دفاع مشتركة.
وقال الأمين العام لمجلس العاون الخليجي عبد اللطيف الزياني​، خلال تلاوته البيان الختامي​، إن "المخاطر عززت أهمية التمسك بمجلس التعاون الخليجي لمواجهة تحديات المنطقة"، مشيرا إلى أن "قادة دول المجلس أكدوا على التعاون ووحدة الصف بين أعضائه لما بينهم من قيم وتاريخ عريق ومصير مشترك ووحدة الهدف".
كما أكد الزياني على الأهمية المحورية لدول الخليج في صيانة أمن واستقرار المنطقة والتصدي للفكر المتطرف من خلال التأكيد على التنوع واحترام حقوق الإنسان، مشيرا إلى أن "التحديات الجديدة تستوجب تعزيز العمل الخليجي المشترك".
وشدد البيان على أهمية مواصلة العمل بالتعاون مع شركاء مجلس التعاون في المجتمع الدولي لمواجهة الإرهاب والقضاء عليه والتصدي لما تقوم به "بعض الميلشيات والجماعات الإرهابية من أعمال لتقويض مقدرات وثروات دول المنطقة".
وأعلن الزياني تأسيس قيادة عسكرية خليجية موحدة وتعيين قائد لها باعتبار الأمر خطوة مهمة لاستكمال المنظومة الدفاعية المشتركة وإنشاء الأكاديمية الخليجية للدراسات الاستراتيجية والأمنية.
وأضاف الزياني أن قادة دول المجلس وضعوا خارطة طريق تشمل تفعيل الإجراءات اللازمة لتحقيق التكامل بين دولهم، وجهّوا بالبرامج الزمنية لاستكمال خطوات التكامل الاقتصادي بين دول المجلس، وإزالة جميع العقبات والصعوبات أمام تنفيذ قرارات العمل المشترك وعلى وجه الخصوص تنفيذ متطلبات السوق المشتركة والاتحاد الجمركي.
وأكد قادة دول الخليج العربي استمرار تقديم المساعدات لـ "الدول الشقيقة والصديقة" ودعمهم للقضية الفلسطينية ووحدة الصف الفلسطيني.
ومن المقرر أن تستضيف الإمارات قمة دول مجلس التعاون الخليجي الـ40 المقبلة. 
أمير الكويت يحذر من أخطر التحديات التي تواجه الخليج ويتطرق إلى حرب الإعلام
حذر أمير الكويت صباح الأحمد الجابر الصباح من خطورة الخلاف الذي دبّ في الكيان الخليجي، معتبرا أنه يعدّ من أخطر التحديات التي تواجه وحدة موقف دول الخليج ومصالح أبنائها.
وقال الصباح في كلمته خلال الدورة الـ39 لمجلس التعاون الخليجي، المنعقدة في الرياض: "ندرك الأوضاع التي تعيشها منطقتنا والتحديات الخطرة التي تواجهها وتصاعد وتيرتها المقلق، مما يدعونا إلى أن نجسد وحدة كياننا وأن نعزز عملنا المشترك لدعم مسيرتنا".
وعلق على الحرب الإعلامية والاتهامات التي تعيشها منطقة الخليج، قائلا: "انطلاقا من حرصنا على الحفاظ على وحدة الموقف الخليجي، فإننا ندعو إلى وقف الحملات الإعلامية التي بلغت حدودا مست قيمنا ومبادئنا وزرعت بذور الفتنة والشقاق في صفوف أبنائنا".
وبصدد اليمن، قال: "استمرار الصراع في اليمن يشكل تهديدا مباشرا لنا ونأمل التوفيق للمشاورات السياسية الدائرة الآن في السويد والتي استجابت بلادي بتقديم الدعم اللوجستي لها وصولا إلى الحل السياسي المنشود القائم على المبادرة الخليجية".
وعلى الصعيد السوري، اعتبر أن الجهود الدولية لم تفلح في إيجاد حل للكارثة الإنسانية في سوريا، متمنيا لمبعوث الأمم المتحدة الجديد إلى سوريا التوفيق في مهمته وصولا إلى الحل السياسي القائم على قرارات الشرعية الدولية وجنيف.
ولإيران، أكد أن علاقات دول الخليج معها، تستند إلى مبادئ أقرها ميثاق الأمم المتحدة وفي مقدمتها عدم التدخل في الشؤون الداخلية، واحترام سيادة الدول، والالتزام بقواعد حسن الجوار.
جدد العاهل السعودي الملك سلمان بن عبد العزيز خلال الجلسة الافتتاحية للقمة الخليجية الـ39، اتهامات بلاده لإيران بالتدخل في شؤون دول الخليج العربية وتهديد استقرارها.
وأكد الملك السعودي حرصه على صيانة كيان مجلس التعاون الخليجي، مشيرا إلى الدور الذي يلعبه هذا الكيان في تعزيز الأمن والاستقرار والنماء لمواطنيه.
وناشد المجتمع الدولي بالقيام بمسؤوليته في اتخاذ تدابير لحماية الشعب الفلسطيني من الاستفزازات الإسرائيلية، مؤكدا أن القضية الفلسطينية لا تزال مركزية.
ودعا العاهل السعودي إلى التوصل لحل سياسي للأزمة السورية، بما يساهم في تشكيل حكومة انتقالية تضمن خروج القوات الأجنبية والتنظيمات الإرهابية منها.
أن الأمير تميم بن حمد لم يشارك في القمة رغم تلقيه دعوة رسمية من الملك السعودي سلمان بن عبد العزيز، وأوضحت أن مشاركة قطر ستقتصر على وزير دولة.
وقال: "تدعو المملكة لحل سياسي يخرج سوريا من أزمتها، ويساهم في تشكيل حكومة انتقالية، تضمن وحدة سوريا، وخروج القوات الأجنبية والتنظيمات الإرهابية منها"​​​.
وأكد الملك سلمان أن دول التحالف العربي لا تزال تواصل دعم الحكومة الشرعية في اليمن ودعم الجهود الأممية للتوصل إلى حل سياسي لأزمته.
وعلقت الخارجية البحرينية اليوم الأحد على غياب أمير قطر تميم بن حمد آل ثاني عن القمة الخليجية المنعقدة في الرياض، لتكون البحرين أول دولة من بلدان المقاطعة تعلق على غيابه.
واعتبر وزير الخارجية البحريني خالد بن أحمد آل خليفة بتغريدة على "تويتر"، عقب وصوله إلى الرياض، أن أمير قطر كان يتوجب عليه القبول بالمطالب "العادلة" ويتواجد في القمة.
