Urgent solutions to the restructuring of Saudi intelligence
Saudi media announced that the Ministerial Committee on the restructuring of the presidency of the General Intelligence in the Kingdom, approved during its meeting yesterday under the chairmanship of Crown Prince Mohammed bin Salman solutions described as urgent.
The Committee, which was formed from the repercussions of the killing of Saudi journalist Jamal Khashoggi, approved four solutions to avoid the imbalance in this vital security institution was as follows:
Develop a general strategy and development department to ensure that operations are in line with the presidential strategy and national security strategy and link them to the head of general intelligence.
The establishment of a general department for legal affairs to review intelligence operations in accordance with international laws and charters and human rights and to link them to the head of general intelligence.
Develop a public performance appraisal and internal audit department to evaluate operations and verify compliance with the approved procedures and reporting to the Chief of General Intelligence.
Activating the intelligence activity committee and setting up a mechanism for its tasks which aims at preliminary review and selection of appropriate competencies for the tasks.
The committee, chaired by Crown Prince Mohammed bin Salman, was formed by royal order and was ordered to reorganize the General Intelligence Presidency, modernize its rules and regulations, define its powers, assess the procedures, methods and powers governing its work, and the administrative and hierarchical hierarchy.
The Ministerial Committee held its first meeting on 25 October under the chairmanship of Crown Prince Mohammed bin Salman. The Action Plan was outlined and several subsequent meetings were held to assess the current situation and identify gaps in the organizational structure, policies, procedures, governance, legal frameworks and rehabilitation mechanisms. The committee explained that the Kingdom is continuing to develop its institutions, especially security and intelligence, in order to "reach the level of universality".

حلول عاجلة لإعادة هيكلة الاستخبارات السعودية
أعلنت وسائل إعلام سعودية أن اللجنة الوزارية المختصة بإعادة هيكلة رئاسة الاستخبارات العامة في المملكة، أقرت خلال اجتماعها أمس برئاسة ولي العهد محمد بن سلمان حلولا وصفت بالعاجلة.
وأقرت هذه اللجنة التي كان تشكيلها من تداعيات مقتل الصحفي السعودي جمال خاشقجي، أربعة حلول لتفادي الخلل في هذه المؤسسة الأمنية الحيوية تمثلت في التالي:
استحداث إدارة عامة للاستراتيجية والتطوير للتأكد من توافق العمليات مع استراتيجية الرئاسة واستراتيجية الأمن الوطني وربطها برئيس الاستخبارات العامة.
استحداث إدارة عامة للشؤون القانونية لمراجعة العمليات الاستخبارية وفقا للقوانين والمواثيق الدولية وحقوق الإنسان وربطها برئيس الاستخبارات العامة.
استحداث إدارة عامة لتقييم الأداء والمراجعة الداخلية لتقييم العمليات والتحقق من اتباع الإجراءات الموافق عليها ورفع التقارير لرئيس الاستخبارات العامة.
تفعيل لجنة النشاط الاستخباري ووضع آلية لمهماتها التي تهدف إلى المراجعة الأولية واختيار الكفاءات المناسبة للمهمات.
وكانت هذه اللجنة التي يرأسها ولي العهد محمد بن سلمان، قد شكلت بأمر ملكي وكلفت بإعادة "هيكلة رئاسة الاستخبارات العامة وتحديث نظامها ولوائحها وتحديد صلاحياتها بشكل دقيق، وتقييم الإجراءات والأساليب والصلاحيات المنظمة لعملها، والتسلسل الإداري والهرمي بما يكفل حسن سير العمل وتحديد المسؤوليات".
وقد عقدت هذه اللجنة الوزارية أول اجتماعاتها في 25 أكتوبر الماضي برئاسة ولي العهد محمد بن سلمان، و"حددت خطة العمل، ثم عقدت عدة اجتماعات لاحقة لتقييم الوضع الراهن وتحديد الفجوات في الهيكل التنظيمي والسياسات والإجراءات والحوكمة والأطر القانونية وآليات التأهيل، وتقدمت بتوصيات تطويرية قصيرة ومتوسطة وطويلة المدى ضمن برنامج تطوير رئاسة الاستخبارات العامة".
وأوضحت هذه اللجنة أن المملكة مستمرة في تطوير مؤسساتها وخاصة الأمنية والاستخباراتية، وذلك بهدف "الوصول بها إلى مستوى العالمية".
وكان ولي العهد السعودي محمد بن سلمان ترأس مساء أمس في الرياض، اجتماعا لمجلس الشؤون السياسية والأمنية، تم خلاله تقديم موجز "سياسي وأمني حول عدد من الموضوعات، بالإضافة إلى عدد من تطورات الأحداث الإقليمية والدولية، واتخذ بشأنها التوصيات اللازمة".
تجدر الإشارة إلى أن العاهل السعودي الملك سلمان بن عبد العزيز، قد أقال المستشار بالديوان الملكي في السعودية سعود القحطاني، ونائب رئيس الاستخبارات العامة أحمد عسيري، إضافة إلى مسؤولين أمنيين آخرين.
وجاء قرار الإقالات هذا تزامنا مع إعلان النائب العام السعودي مقتل الصحفي جمال خاشقجي، وتوقيف 18 شخصا على ذمة التحقيق في القضية.
