القدس: تبنى الاتحاد الأوروبي، الخميس، تعريفا لمعاداة السامية، استثنى مناهضة الصهيونية وإسرائيل، في قرار شكل خيبة أمل للأخيرة، وفق إعلام عبري.

وذكرت صحيفة “هآرتس”، أن الاتحاد الأوروبي لم يعتبر، في قراره، مناهضة الصهيونية وحملات مقاطعة إسرائيل، ممارسات معادية للسامية، الأمر الذي يشكل خيبة أمل لإسرائيل ومناصريها.

أما صحيفة “يسرائيل هيوم”، المقربة من رئيس الوزراء الإسرائيلي بنيامين نتنياهو، فقالت إن القرار جاء بمبادرة من حكومة النمسا و”الكونغرس اليهودي الأوروبي”، وأقره وزراء الداخلية والعدل في دول الاتحاد الأوروبي، في بيان مشترك، لتعزيز مكافحة معاداة السامية في أوروبا.

ورفضت عدة دول في الاتحاد الأوروبي أن تشمل الممارسات التي يصنفها الاتحاد الأوروبي بأنها معادية للسامية، المواقف المناهضة للصهيونية، وحملات مقاطعة إسرائيل وسحب الاستثمارات منها وفرض العقوبات عليها المعروفة اختصار بـ “BDS”.

وذكرت صحيفة “يديعوت أحرونوت”، أن الدولتين اللتين عارضتا اعتبار مناهضة إسرائيل والصهيونية، ممارسات معادية للسامية، هما السويد وإسبانيا. وأوضحت أن السويد طالبت بأن يشمل القرار العنصرية ضد المسلمين أيضا، وتم رفض طلبها لأن القرار يشمل كافة أشكال العنصرية. فيما عارضت إسبانيا البيان بمجمله، لكنها تراجعت لاحقا.

الدولتان اللتان عارضتا اعتبار مناهضة إسرائيل والصهيونية، ممارسات معادية للسامية، هما السويد وإسبانيا. وقد طالبت السويد بأن يشمل القرار العنصرية ضد المسلمين أيضا، إلا أن طلبها رُفض لأن القرار يشمل كافة أشكال العنصرية

وذكرت “يديعوت أحرونوت”، أن السبب الحقيقي وراء معارضة السويد وإسبانيا، هو قلقهما من استخدام تعريف معاداة السامية لقمع منتقدي إسرائيل.

وقالت “يسرائيل هيوم”، إن البيان دعا كافة الدول الأعضاء بالاتحاد الأوروبي إلى تبني تعريف معاداة السامية المتعارف عليه لدى التحالف الدولي لذكرى “الهولوكوست”.

ويضم هذا التعريف بنودا تربط بين معاداة السامية وبعض الممارسات المرتبطة بإسرائيل، مثل “رفض الاعتراف بحق اليهود في تقرير مصيرهم”، و”مقارنة ممارسات إسرائيل بتلك النازية” وغيرها.

وأضافت الصحيفة أن بيان الاتحاد الأوروبي لم يتطرق بصراحة إلى ما تصفه إسرائيل ومناصروها، بـ”معاداة السامية الإسلامية” التي تعتبر أشد خطر على الأقليات اليهودية في أوروبا، لكنه تطرق بشكل صريح إلى “مناهضة السامية النابعة من النازية الجديدة”.

ومن أبرز النقاط التي وردت في بيان الاتحاد الأوروبي حسب “يسرائيل هيوم”، دعوة كافة الدول الأعضاء بالاتحاد إلى تبني وتطبيق استراتيجية مكافحة كافة أشكال معاداة السامية، كجزء من سياسات مكافحة العنصرية وكراهية الأجانب والتطرف والعنف.

كما يدعو البيان، دول الاتحاد التي لم تقم حتى الآن بتبني تعريف معاداة السامية الخاص بالتحالف الدولي لذكرى “الهولوكوست” كأداة إرشادية في التعليم، ولدى وكالات إنفاذ القانون في جهودها في التحقيق في الاعتداءات المناهضة للسامية.

وتسعى المنظمات المؤيدة لإسرائيل، إلى استخدام تعريف معاداة السامية المذكور لقمع منتقدي ممارسات إسرائيل كقوة احتلال. ويتم ذلك عبر ربط الانتقاد لها باعتبارها “دولة اليهود” وهذا ما تنفيه المنظمات المؤيدة للحقوق الفلسطينية مثل “BDS”، التي قالت على موقعها الالكتروني، إنها ترتكز على الإعلان العالمي لحقوق الإنسان، بشكل شامل وتعارض بشكل قاطع ومبدئي، جميع أشكال العنصرية، بما في ذلك الإسلاموفوبيا ومعاداة السامية.
