The government has expressed the situation as a crisis of money and fuel and low value of the national currency, has taken several actions such as printing more currency and liberalization of the exchange rate and other treatments did not stop the deterioration, but increased because it exacerbated the crisis of confidence in the national currency and banks, and the multiplicity of campaigns to dealers in The foreign exchange market and the launch of the mechanism of the market makers, but the margin between the price of the mechanism and the parallel market is constantly expanding because it expresses a form of balance between supply and demand, we do not deny that the speculation exists but the essence of demand is real and deep in the major engines represented by government demand to meet the fuel bill and Flour and medicine under the tight supply of foreign exchange.

With all these unpleasant indicators, however, the observer notes the continuation of the entities of society and the private sector in the management of the wheel of life and the work of banks and government agencies in an endeavor that I think is positive despite the high cost, the alternative is to stop life. And you note dear reader that companies import and export and traders sell and buy and markets work, which makes you wonder what we lost then?

The crisis is one of the manifestations of the national state problem; the state that inherited from colonialism is keen to strengthen the control of the government apparatus and reduce the power of social entities and expand the public space and markets through government companies and the civil and military bureaucracy, and although structural adjustment and privatization require the delivery of leadership to the private sector and civil society But you notice that the government comes out of one door to intervene from all windows directly in the management of economic activity or indirectly through the unfavorable policies and biased environment against producers, especially the young ones ..

And with our acquiescence to this background, it was remarkable ability of the community to manage its affairs without losing the role of the government and mechanisms, and you may agree with me dear reader that the increase in the capacity of the community in the field of bargaining against the government and that is Mahmoud and required and we need if we are serious to complete a democratic transition does not stand In forms and institutions but beyond it to structure, culture and the dominant spirit.

Security solutions throughout the previous period have not succeeded in easing the crisis, but have deepened the loss of confidence in institutions and policies. I fear that the recent measures will lead to the suspension of economic activity and the impossibility of doing business.

This is an invitation to review Emergency Order No. 6 and to develop an urgent plan to deal with the crisis aimed at causes not symptoms, a plan that works on:

First: Solving the problem of supply of foreign exchange through substantial reductions in customs duties provided that they are supplied in foreign currency by bank transfer from abroad.

Second, reducing pressure on the public budget by drastically reforming the system of support. Three things must be emphasized: First, the support should be one policy and a whole system in which all kinds of support are included for goods or services. The second is that the support system has the capacity to include and absorb. And the third is that there is one free price for the commodity or service. The subsidy system works to compensate the beneficiaries of the difference between the free and subsidized price. The existence of two prices for the commodity is an ideal entry point for smuggling and corruption.

Third: Liquidation of government companies and institutions.

Fourth: Implementing an integrated mobile payment program and use it as a means of support payments.

Fifth: Provide tax incentives for companies that are committed to dealing with banking.

These are some urgent actions that must be part of an integrated reform plan.

في الإدارة الأمنية للأزمات الاقتصادية

حددت السلطات مطلع أبريل موعدا لبدء حملات مداهمة مظان تخزين العملة الوطنية وذلك تنفيذا لأمر الطوارئ رقم 6 الذي صدر مجرما الاحتفاظ بمبالغ تتجاوز سقفا معينا حدده الأمر.

لا ينكر أحد أن الاقتصاد السوداني يعيش أوضاعا مضطربة منذ الربع الأول من العام الماضي، وهي حصيلة تراكمات لاختلالات بنيوية في جسم الاقتصاد؛ اختلالات تتفاقم كل صباح وتفرز تحولات عميقة في الهياكل والمؤسسات وسلوك الأفراد.

عبرت الحكومة عن الأوضاع بأنها أزمة نقود ووقود وتدني لقيمة العملة الوطنية، وقد اتخذت عدة إجراءات من قبيل طباعة مزيد من العملة وتحرير سعر الصرف وغيرها من معالجات لم توقف التدهور بل زادته لأنها فاقمت من أزمة الثقة في العملة الوطنية والبنوك، ومع تعدد الحملات على المتعاملين في سوق النقد الأجنبي واطلاق آلية صناع السوق إلا أن الهامش بين سعر الألية والسوق الموازي يتسع باستمرار وذلك لأنه يعبر عن شكل من أشكال التوازن بين العرض والطلب، لا ننكر أن المضاربة موجودة ولكن يظل جوهر الطلب حقيقي ويتعمق بمحركات كبرى يمثلها الطلب الحكومي لمقابلة فاتورة الوقود والدقيق والدواء في ظل شح المعروض من النقد الأجنبي.

ومع كل هذه المؤشرات غير السارة إلا أن المراقب يلحظ استمرار كيانات المجتمع والقطاع الخاص في تسيير دولاب الحياة واطلاعها بأعمال البنوك والجهات الحكومية في مسعى أرى أنه ايجابي بالرغم من تكلفته العالية فإن البديل هو توقف الحياة. وأنت تلاحظ عزيزي القارئ الكريم أن الشركات تستورد وتصدر والتجار يبيعون ويشترون والأسواق تعمل الأمر الذي يجعلك تتساءل ماذا فقدنا إذا؟

تعبر الأزمة عن واحدة من تجليات مشكل الدولة الوطنية؛ الدولة التي ورثت من الاستعمار الحرص على تعزيز سيطرة الجهاز الحكومي وتقليل سطوة الكيانات الاجتماعية وتمددت في الفضاء العام والأسواق عبر الشركات الحكومية والجهاز البروقراطي المدني والعسكري، ومع أن التكيف الهيكلي والخصخصة تتطلب تسليم القيادة للقطاع الخاص والمجتمع المدني إلا أنك تلحظ أن الحكومة تخرج من باب واحد لتدخل من كل النوافذ بشكل مباشر في إدارة النشاط الاقتصادي أو غير مباشر عبر السياسات غير المواتية والبيئة المنحازة ضد المنتجين وخاصة الصغار منهم.. 

ومع استصحابنا لهذه الخلفية فقد كان لافتا قدرة المجتمع على إدارة شؤونه دون فقدان لدور الحكومة وآلياتها، ولعلك تتفق معي عزيزي القارئ الكريم أن في ذلك زيادة لقدرات المجتمع في ميدان مساومته مقابل الحكومة وذلك أمر محمود ومطلوب ونحتاج إليه إن كنا جادين في إكمال تحول ديمقراطي لا يقف عند الأشكال والمؤسسات ولكن يتعداها إلى البنية والثقافة والروح المهيمنة.

لم تفلح المعالجات الأمنية طيلة الفترة السابقة في تخفيف الأزمة بل عمقتها بفقدان الثقة في المؤسسات والسياسات، وأخشى أن تؤدي الإجراءات الأخيرة إلى توقف النشاط الاقتصادي وتعذر ممارسة الأعمال.

هذه دعوة لمراجعة أمر الطوارئ رقم 6 ووضع خطة عاجلة للتعاطي مع الأزمة تستهدف الأسباب لا الأعراض، خطة تعمل على:

أولا: حل مشكلة المعروض من النقد الأجنبي عبر اجراء تخفيضات كبيرة في الرسوم الجمركية بشرط توريدها بالعملة الأجنبية بتحويل مصرفي من الخارج.

ثانيا: تقليل الضغط على الميزانية العامة بإجراء اصلاح جذري في منظومة الدعم ، ولا بد من التأكيد على أمور ثلاثة: أولها أن يكون الدعم سياسة واحدة ومنظومة كلية تندرج فيها كل أنواع الدعم سواء لسلع أو خدمات، ثانيها أن تكون لمنظومة الدعم القدرة على الشمول والاستيعاب فلا يستأثر بها سكان المدن والمراكز الحضرية على حساب الريف، وثالثها أن يكون هنالك سعر واحد حر للسلعة أو الخدمة وتعمل منظومة الدعم على تعويض المستحقين الفارق بين السعر الحر والمدعوم وذلك أن وجود سعرين للسلعة هو مدخل مثالي للتهريب والفساد.

ثالثا: تصفية الشركات والمؤسسات الحكومية .

رابعا: تنفيذ برنامج متكامل للدفع عبر الموبايل Mobile Payment والاستفادة منه كوسيلة لمدفوعات الدعم.

خامسا: تقديم حوافز ضريبية للشركات التي تلتزم بالتعامل المصرفي .

هذه بعض الاجراءات العاجلة التي يجب أن تكون جزء من خطة متكاملة للإصلاح
