He also announced the following:
Firstly
1. The formation of a transitional military council to administer the rule of the country for a two-year transitional period.
2. Disruption of the Constitution of the Transitional Republic of the Sudan in 2005.
3. Declaring a state of emergency for three months and banning roaming for one month from 10 pm to 4 am.
4. Closure of the airspace for 24 hours and the entrances and crossings throughout the Sudan until further notice.
5. Dissolution of the presidential institution of deputies and assistants and the dissolution of the National Council of Ministers to assign the agents of ministries to conduct the work.
6. Dissolution of the National Assembly and the Council of States.
7. Resolve state governments and their legislative councils and assign governors and security committees to perform their tasks.
8. The judiciary and its components, as well as the Constitutional Court and the Public Prosecution, continue to function normally.
9. Calling on those who carry arms and armed movements to join the homeland and contribute to its construction.
10. Preserve the public life of citizens without exclusion, assault or retaliation, assault on official and personal property and maintenance of display and honor.
11. Strict enforcement of public order and prevention of evasion and the fight against crime of all kinds.
12. To declare a comprehensive ceasefire throughout Sudan.
13. Release all political prisoners immediately.
14. Create the climate for the peaceful transfer of power and the building of political parties and the conduct of free and fair elections by the end of the transitional period and the establishment of a permanent constitution for the country.

Commitment to all treaties, conventions and conventions in all their local, regional and international names.
2. Continuing the work of embassies, missions, diplomatic bodies and organizations.

السلام عليكم ورحمة الله تعالي وبركاته..
#لقد_ظلت اللجنة الأمنية العليا المكونة من القوات المسلحة وقوات الشرطة وجهاز الأمن والمخابرات وقوات الدعم السريع ، تتابع ومنذ فترة طويلة ما يجري بمؤسسات الحكم بالدولة ، من سوء الإدارة ، وفساد في النظم ، وغياب عـــــدلي في المعـــاملات ، وإنسداد للأفق أمــــام كــل الشعب ،خاصةً الشباب ، فـزاد الفقـير فقـراً ، وزاد الغني غـــناً ،وإنعـدم حتي الأمل في تسـاوي
الفرص لأبناء الشعب الواحد وقطاعاته المختلفة وعاش أفراد تلك المنظومة الأمنية ما عاشه فقراء الشعب وعامته رغم تعدد وتنوع الموارد التي تجود بها بلادنا ، ورغم تلك المعاناة والظلم البائن والوعود الكاذبة فقد كان صبر أهل السودان فوق تحمل البشر ، إلا أن هذا الشعب كـــان مسامحاً وكريماً ورغم ما أصاب المنطقة وبعض الدول ، فقد تخطي شعبنا تلك المراحل بمهارة وحكمة أبعدت عنه التفكك والتشرزم والفوضي والإنزلاق إلي المجهول إلا أن شبابه خرج في تظاهر سلمي عبرت عنه شعاراته منذ 19ديسمبر2018م حتى الآن ، حيث الأزمات المتنوعة والمتكررة والإحتياجات المعيشية والخدمات الضرورية ، وذلك لم ينبه النظام بل ظل يردد الإعترافات المضللة والوعود الكاذبة ويصر علي المعالجة الأمنية دون غيرها ، وهنا تجد اللجنة الأمنية العليا لزاماً عليها أن تعتذر عن ما وقع من خسائر في الأنفس فتترحم علي الشهداء وتتمني الشفاء للجرحي والمصابين سواء من المواطنين أو الأجهزة الأمنية ، إلا أن كل منسوبي تلك المنظومة الأمنية حرصت كل الحرص علي إدارة الأزمة بمهنية وكفاءة وإحترافية رغم بعض السقطات .

لقد تابعتم ومنذ السادس من أبريل 2019م ما جري ويجري بالقرب وحول القيادة العامة للقوات المسلحة وما ظهر من بوادر إحداث شروخ في مؤسسة عــــريقة نبهت به اللجنة الأمنيـة العليـــــا ـرئاسة الدولة ، وحذرت مـــــن
خطورته وظلت تكرر وتضع البدائل وتطالب بها حتي إصطدمت بعناد وإصـــــرار علي الحلول الأمنية ، رغم قناعة الكــــــل بعتذر ذلك وإستحالته وكان تنفيذ هذه الحلول سيحدث خسائر كبيرة لا يعلم عددها وحدودها ونتائجها إلا الله ، فقررت اللجنة الأمنية العليا وقواتها المسلحة ومكوناتها الأخري تنفيذ ما لم يتحسب له رأس النظام ، وتحملت المسئولية الكاملة بتغيير كل النظام لفترة إنتقالية لمدة عامين ، تتولي فيها القوات المسلحة بصورة أساسية وتمثيل محدود لمكونات تلك اللجنة مسئولية إدارة الدولة والحفاظ علي الدم الغالي العزيز للمواطن السوداني الكريم ، وعليه أعلن أنا وزير الدفاع رئيس اللجنة الأمنية العليا إقتلاع ذلك النظام والتحفظ علي رأسه بعد إعتقاله في مكان آمن . 
كما أعلن الآتي :
أولاً
1. تشكيل مجلس عسكري إنتقالي يتولي إدارة حكم البلاد لفترة إنتقالية مدتها عامين .
2. تعطيل العمل بدستور جمهورية السودان الإنتقالي لسنة 2005م .
3. إعلان حالة الطوارئ لمدة ثلاثة أشهر وحظر التجوال لمدة شهر من الساعة العاشرة مساءً إلي الرابعة صباحاً .
4. قفل الأجواء لمدة أربعة وعشرين ساعة والمداخل والمعابر في كل أنحاء السودان لحين إشعار آخر .
5. حل مؤسسة الرئاسة من نواب ومساعدين وحل مجلس الوزراء القومي على أن يكلف وكلاء الوزارات بتسيير العمل .
6. حل المجلس الوطني ومجلس الولايات .
7. حل حكومات الولايات ومجالسها التشريعية وتكليف الولاة ولجان الأمن في أداء مهامهم .
8. يستمر العمل طبيعياً بالسلطة القضائية ومكوناتها ، وكذلك المحكمة الدستورية والنيابة العامة .
9. دعوة حاملي السلاح والحركات المسلحة للإنضمام لحضن الوطن والمساهمة في بنائه .
10. المحافظة علي الحياة العامة للمواطنين دون إقصاء أو إعتداء أو إنتقام ، إو إعتداء علي الممتلكات الرسمية والشخصية وصيانة العرض والشرف .
11. الفرض الصارم للنظام العام ومنع التفلت ومحاربة الجريمة بكل أنواعها .
12. إعلان وقف إطلاق النار الشامل في كل أرجاء السودان .
13. إطلاق سراح كل المعتقلين السياسيين فوراً .
14. تهيئة المناخ للإنتقال السلمي للسلطة وبناء الأحزاب السياسية وإجراء إنتخابات حرة نزيهة بنهاية الفترة الإنتقالية ووضع دستور دائم للبلاد .
ثانياً 
1. الإلتزام بكل المعاهدات والمواثيق والإتفاقيات بكل مسمياتها المحلية والإقليمية والدولية .
2. إستمرار عمل السفارات والبعثات والهيئات الديبلوماسية والمنظمات .
3. صون وكرامة حقوق الإنسان .
4. الإلتزام بعلاقات حسن الجوار .
5. الحرص علي علاقات دولية متوازنة ، تراعي مصالح السودان العليا وعدم التدخل في شئون الدول الأخري .
ثالثاً
الإجـــــراءات 
1. تأمين الوحدات والمناطق الحيوية والجسور وأماكن العبادة .
2. تأمين وإستمرار المرافق والإتصالات والموانئ والحركة الجوية .
3. تأمين الخدمات بكل أنواعها .
رابعــــــــــاً

ونحن في المجلس العسكري الإنتقالي الذي سيتم تشكيله في البيان الثاني إذ نتحمل هذه المسئولية نحرص علي سلامة المواطن والوطن ونرجو أن يحمل معنا المواطن المسئولية ويتحمل بعض الإجراءات الأمنية المشددة شراكةً منه في أمن وسلامة الوطن .
