The text of Bashir's speech before the meeting of a dialogue committee
Khartoum, 5-4-2019 (SUNA) The following is a summary of the speech of the President of the Republic, Marshal Omar Hassan Ahmed Al-Bashir, before the meeting of the Higher Coordination Committee for National Dialogue (NCCCC) on Saturday evening at the Republican Palace.
This meeting, God's creation, as you observe its formation and composition, is witnessing a new beginning to complete the expanded dialogue as mentioned in our previous speech on Friday, 22 February, and the last speech in the National Legislature
We are convinced that dialogue is the only way we have reached the choices that are accepted by the majority or the consensus of the people of Sudan. Dialogue is the quickest and cheapest way to solve the problem. Issues especially the major issues of the homeland.
  The fact that the extended dialogue that we call for and always call for him to transform the political reality, which is governed by the criteria of transparency and justice, and the provision of equal opportunities for all people and the availability of public freedoms and to take responsibility for the issues of the homeland.
The aim of the dialogue is to bring together the national ranks, to unite the people of Sudan and to create the political arena so that the dialogue is the clear path to resolving the issues and how to enforce them through consultation on a package of measures. To achieve power, free, fair and transparent elections and agreed on all its conditions and substantive procedures.
First, the election law will be in place, but the law has allowed, but to say that this is the end and the people have an opportunity through dialogue if there are any interventions or improvements to the electoral law to ensure that the law is an expression of the consensus of the people of Sudan because it is the only means for the peaceful exchange of power.
 We will not close the door and declare our readiness to open the doors of dialogue on any substantive issues that people can agree on because we want to agree on everything that organizes the elections so that elections can be safely entered as the only real means.
 In the framework of the expanded dialogue, we will continue with all the people of Sudan at home and abroad and even the arms campaign. We call upon all, through the Higher Coordination Committee and the General Assembly of Dialogue, to turn to others who did not participate in the dialogue because the dialogue will be the basis and the basis on which to build our dialogue in the coming stage.
 We would like to emphasize that the presidency of the Republic will be the incubator for dialogue and the environment for the political process and building consensus on it. Finally, we would like to reach a compromise that achieves political stability in the political arena and people must feel that they are partners in this political process.
 We will call on the six presidential councils to discuss all the issues according to their specializations, foremost of which is the issue of peace. We always say that peace is the key to resolving many of the issues facing the country, whether political, social, economic or security. The dialogue will be based on the previous dialogue and its outcomes. We will continue to consider that this is the basis from which we will proceed through a deep discussion and comprehensive recommendations on the issues of peace, unity, identity, economy, freedoms, foreign relations and issues of governance. And all the issues that we have agreed upon and all this is a basic basis from which we start our extensive dialogue, which we renew the invitation through all those who participated or did not participate and we will try to involve everyone but my father.
 We would like to have a time frame for dialogue in order to reach results to be a useful dialogue and an addition to what has already been done.
 We are also required to open a dialogue with our youth in their various institutions and locations because they are part of the future and all the present and the present of the country is their present and their leaders in the future must have a wide participation to determine how the situation can be managed now and shape the future of the country because we want to have a cross-fertilization. Between the different generations because we are all starting and growing into a progressive, progressive and civilized Sudan.
Of course, the economy has become the pressing issue now and we are opening the door in the field of economy especially for all Sudanese competencies and we have many competencies inside and outside the Sudan and they have many experiences and experiences and are aware of many experiences in the world and they are highly qualified and competent and we will seek them all to be involved with us in making the appropriate proposals.
In the economy, we are working in two directions in the medium and long-term vision. This is based on how to exploit the available resources in the country and thank God that our country is rich in resources and how to use these resources to build a strong economy.
And the real base in different areas, whether in the agricultural or industrial or service, therefore resources are present and required is to create a political environment and access to political consensus to achieve stability of the country to distribute opportunities fair to each of his ability and everyone has an arrow in this area.
 The second aspect is the current economic situation and the pressure on people's pension and how to find solutions to alleviate the reality of living, which people now suffer in the fulfillment of their basic needs and there are very clear issues facing the economy, whether in smuggling or corruption or speculations and distortions in the exercise of the economic process and therefore for it We declared a state of emergency to deal with these distortions, which have very negative effects on the economic and living situation and will be in full cooperation of government, people and civil institutions to combat these distortions God willing.
Also, because the world is interconnected, it is considered one village and the interference is very large in our economy. We are also required to communicate abroad, in need of continued support for our economic programs, especially with regional and international economic institutions.
 One of the steps before us is to start the dialogue on the constitution and now the arrangements are almost starting to take shape in the participants in the dialogue on the constitution in its leadership in its fields in the coming period. The dialogue on the constitution will be launched and we will not say that the committee that will be announced will draft the constitution but will work on the draft, According to the outputs of the national dialogue, it will be submitted to the elected legislative body to pass the constitution. Thus, we have exceeded the stage in which Sudan has been suffering for a very long time because we have been between a transitional constitution and an interim constitution. God's creation is a permanent and permanent constitution for God Almighty.
 In the coming period, we call on the General Assembly to hold a dialogue and seek to expand the General Assembly and allow others to join the General Assembly, but we must connect with others outside the dialogue in order to join and to the extent possible we want to open the door and accommodate all those who wish to contribute to resolving the Sudan issues.
 In the second phase of the dialogue we call for, we have begun a process of national transformation in order to achieve the desired desired change to put Sudan on the right path to solve our issues that are leading the country out of all its crises and issues.

نص كلمة البشير امام اجتماع لجنة  للحوار

الخرطوم فى 5-4-2019م ( سونا) - فيما يلى تورد وكالة السودان للانباء (سونا)  نص كلمة السيد رئيس الجمهورية المشير عمر حسن أحمد البشير أمام إجتماع اللجنة التنسيقية العليا للحوار الوطنى مساء اليوم بالقصر الجمهورى .

هذا اللقاء انشاء الله كما تلاحظون تكوينه وتشكيله يشهد انطلاقة جديدة لاستكمال الحوار الموسع كما ذكرنا فى خطابنا السابق فى يوم الجمعه 22 فبراير  والخطاب الاخير  فى الهيئة التشريعية القومية

حقيقة نحن دعينا للحوار لأن الحوار اتخذناه منهج  منذ بدايات عهد الانقاذ وظلينا نجني ثمار هذا الحوار وتوج بالحوار الوطنى فى شقيه السياسى والمجتمعى لأن قناعتنا ان الحوار هو الوسيلة الوحيدة التى توصلنا الى الخيارات التى  يرضى عنها الغالبية او اجماع أهل السودان ، والحوار هو الوسيلة الاسرع والارخص لحل القضايا خاصة قضايا الوطن الكبرى .

  حقيقة ان الحوار الموسع الذى دعونا له وندعو له دائما لتحول الواقع السياسى والذى تحكمه معايير الشفافية والعدالة واتاحة الفرص المتساوية لكل الناس واتاحة الحريات العامة ولتحمل المسئوليات تجاه قضايا الوطن المهمة .

والهدف من الحوار جمع الصف الوطني ولم  شمل أهل السودان وتهيئة الساحة السياسية ليكون الحوار هو الطريق الواضح والكفيل للوصول  لحل القضايا وكيفية انفاذها  عبر التشاور حول حزمة من الاجراءات المطروحة ، ولتحقيق هذا الغرض ندعو للحوار ليمكن الشعب السودانى من اختيار قيادته اختيارا حراً عبر انتخابات وهى الوسيلة الوحيدة للوصول الى السلطة ، انتخابات حرة نزيهة وشفافة ومتفق على كل شروطها واجراءاتها الموضوعية .

أولاً : البداية ستكون بقانون الانتخابات ورغم ان القانون اجيز لكن لانقول ان ذلك نهاية المطاف والناس امام فرصة من خلال الحوار اذا كانت هناك اي مداخلات او تحسينات لقانون الانتخابات حتى نضمن ان القانون هو تعبير عن اجماع اهل السودان لأنه الوسيلة الوحيدة للتبادل السلمي للسلطة .

 ولن نقفل الباب ونعلن استعدادنا بفتح ابواب الحوار حول اى قضايا موضوعية يمكن للناس ان يتفقوا حولها لأننا نريد  ان نتفق على كل  ما ينظم الانتخابات حتى يمكن دخول الانتخابات باطمئنان باعتبار ذلك الوسيلة الحقيقية والوحيدة .

 ونحن فى اطار الحوار الموسع سنتواصل مع جميع ابناء السودان فى الداخل والخارج وحتى حملة السلاح ندعو الجميع ومن خلال اللجنة التنسيقية العليا والجمعية العمومية للحوار ان ننطلق نحو الآخرين الذين لم يشاركوا فى الحوار لأن الحوار سيكون الأساس والقاعدة التى سنبنى بها حوارنا فى المرحلة القادمة .

 ونؤكد ان رئاسة الجمهورية ستكون الحاضنة للحوار وتهيئة البيئة للعملية السياسية وبناء التوافق عليها وفى النهاية نود ان نصل الى تراضي يحقق استقرار سياسى فى الساحة السياسية ولابد ان يشعر الناس انهم شركاء فى هذه العملية السياسية .

 وبداياتنا للمرحلة القادمة بمشيئة  الله سندعو المجالس الرئاسية الستة للانعقاد للنظر فى كل القضايا وذلك حسب تخصصاتها وفى مقدمتها قضية السلام ودائما نتحدث ان السلام هو مفتاح لحل كثير جدا من القضايا التى تواجه البلاد سواء كانت سياسية ، اجتماعية ، اقتصادية او امنية ولذلك نحن نود ان يكون حوار يشارك فيه الجميع دون حكر لجماعة او حزب وكما قلنا ان الحوار سيستند على الحوار السابق وعلى مخرجاته وسنواصل باعتبار ان ذلك هو القاعدة التى سننطلق منها عبر نقاش عميق وتوصيات شاملة  حول قضايا السلام والوحدة والهوية والاقتصاد والحريات والعلاقات الخارجية وقضايا الحكم وكل القضايا  التى اتفقنا حولها وكل ذلك يعتبر قاعدة اساسية ننطلق منها لحوارنا الموسع والذى نجدد  الدعوة عبره لكل الذين شاركوا او لم يشاركوا ونحن سنحاول ان نشرك الجميع الا من أبى .

 ونود أن يكون هناك اطار زمنى للحوار لنصل فيه الى نتائج ليكون حواراً مفيداً واضافة لما تم من قبل .

 ايضا الحوار الشبابى نحن مطالبين ان نفتح  حوار مع  شبابنا فى مؤسساتهم ومواقعهم المختلفة لأنهم جزء من المستقبل وكل الحاضر وحاضر البلد هو حاضرهم  وهم قادته فى المستقبل فيجب ان تكون لهم المشاركة الواسعة ليحددوا كيف يمكن أن يدار الوضع الآن وشكل مستقبل البلد لأننا نريد ان يكون هناك تلاقح بين الاجيال المختلفة لأننا  كلنا ننطلق ونصبو الى سودان ناهض متقدم ومتطور ومتحضر .

طبعاً الاقتصاد اصبح القضية الضاغطة الآن ونحن نفتح الباب فى مجال الاقتصاد بالذات لكل الكفاءات السودانية  ولدينا العديد من الكفاءات فى داخل وخارج السودان ولديهم خبرات وتجارب متعددة ومطلعين على الكثير من التجارب فى العالم وهم كفاءات عالية ومقتدرة وسنسعى لهم جميعا ليكونوا مشاركين معنا فى تقديم المقترحات المناسبة .

وفى الاقتصاد نعمل فى  اتجاهين فى الرؤية المتوسطة والبعيدة وهذه تقوم على كيفية استغلال الموارد المتاحة فى البلد ونحمد الله ان بلادنا غنية بمواردها فكيفية استغلال هذه الموارد لبناء اقتصاد يقوم على قاعدة قوية .

وقاعدة حقيقية فى المجالات المختلفة سواء فى المجال الزراعي او الصناعي او الخدمي ولذلك فإن الموارد موجودة والمطلوب هو تهيئة البيئة السياسية والوصول لتوافق سياسي يحقق استقرار البلد لتوزع فيه الفرص بعدالة لكل من له مقدرة ولكل من له سهم  فى هذا المجال .

 اما الوجه الثاني  هو الوضع الاقتصادي  الراهن والضاغط على معاش الناس وكيفية الوصول الى حلول  تخفف وطأة الواقع المعيشي الذى يعاني منه الناس الآن فى سد احتياجاتهم الاساسية وهناك قضايا واضحة جداً تواجه الاقتصاد سواء فى تهريب او فساد او مضاربات والتشوهات الحاصلة فى ممارسة العملية الاقتصادية ولذلك من اجلها اعلنا حالة الطوارىء وذلك لمعالجة هذه التشوهات والتى لها آثار سالبة جداً على الوضع الاقتصادي والمعيشي وسيكون فى تعاون كامل حكومة وشعب ومؤسسات اهلية وشعبية لمحاربة هذه التشوهات انشاء الله .

 ايضا ولأن العالم مترابط ويعتبر قرية واحدة والتداخلات كبيرة جداً فى اقتصادنا  كذلك نحن مطالبين بتواصل فى الخارج محتاجين لتواصل يكون  فيه دعم لبرامجنا الاقتصادية خاصة مع المؤسسات الاقتصادية الاقليمية والدولية .

 ومن الخطوات التى امامنا  ابتدار الحوار حول الدستور والآن تقريبا الترتيبات بدأت تأخذ شكلها فى المشاركين فى الحوار حول الدستور فى قيادته فى مجالاته فى الفترة القادمة وسينطلق الحوار حول الدستور ولن نقول  ان اللجنة التى ستعلن ستضع الدستور وانما ستعمل على المسودة  التى هى فى النهاية ستقدم للهيئة التشريعية وحسب مخرجات الحوار الوطنى هى ستقدم للهيئة التشريعية المنتخبة لاجازة الدستور وبذلك نكون قد تجاوزنا مرحلة ظل السودان يعانى منها فترة طويلة جداً لأننا ظللنا ما بين دستور انتقالي ودستور مؤقت وانشاء الله يكون دستور دائم والدوام لله سبحانه وتعالى .

 ويتطلب فى الفترة القادمة دعوة الجمعية العمومية للحوار  ونسعى لنوسع الجمعية العمومية ونصل للآخرين للانضمام للجمعية العمومية ولكن لابد  للتواصل مع الآخرين خارج الحوار لكى ينضموا وبقدر الامكان نريد نفتح المجال ونستوعب كل من يرغب  فى المساهمة فى الوصول لحل لقضايا السودان .

 وفى المرحلة الثانية من الحوار التى ندعو لها نكون قد بدأنا عملية تحول وطني لنصل للتغيير المنشود المتوافق عليه ليضع السودان فى الطريق الصحيح نحو حل قضايانا التى تخرج البلاد من كل أزماتها وموضوعاتها  ولذلك نحن دعينا لهذا الاجتماع الموسع ليكون بداية لمرحلة الحوار الجديدة .
