The undersigned do not accept less than a civilian government
Since the beginning of the December revolution, from the great Sudanese countryside, to the cities that have recovered their existence and their well-being through the processions, and adorned with the beauty of the sit-ins until the overthrow of the regime's head; we raised the banner of the gathering of professionals and the forces of the Declaration of Freedom and Change, which organized the revolution after joining them, Its spontaneous explosion since early December in Sennar, Damazin, Atbara and then the great cities and villages of the Nile, until Khartoum reached its peaceful tracks through revolutionary tables and events.
The contribution of the forces of freedom and professionals has been strong and effective in driving the revolution forward, reviewing errors, apologizing for each other, and crossing their paths in line with the demands of the revolution and the revolutionaries, a necessary and necessary revolutionary act.
But since the involvement of the forces of freedom and change in negotiations with the military council (the security committee of the Bashir regime) - and although there are views that were calling for not to negotiate, but the announcement of the transitional civilian government immediately since the eleventh of April in the field of sit-in in accordance with the revolutionary legitimacy of the forces of freedom and change - Negotiations between these forces, between what represents the narrow interests of their parties, and what is revolutionary; we read data and counter-statements between the components, and without the power of the revolutionary street, and its will in the revolution and change; for an event that no one hopes, and the consolation that our succession will complete its last run and all its liabilities .
Talks in the cities of Sudan and its villages and the sit-in have been the issue of the rotating presidential option, and it seems clear that it is a possible option for the forces of freedom and change, especially after the statement of the leader of the Communist Party Siddiq Yousef, a journalist, that the rotating presidency with a civilian majority is their last and lowest choice of agreement; Members of the Security Committee "Council" handed over the presidency to civilians after the end of their presidential session of the Council of Sovereignty? And then we wonder: what exactly does the term "periodic civil presidency" mean in a May 26 gathering of professionals on 11 May?
Here, too, we ask a question about the confusion that revolves around the powers of the sovereign council, and is it really honorable ?! So why does the military council insist on its majority in the council of sovereignty?
Our glorious revolution should bring the military back to their job, which is driving the Sudanese people out of their daily lives. They are protecting democratic life and protecting the borders and sovereignty of the country, not their function of governing the country and its administration in any way, and in any form of coup.
We ask for clarification to the great Sudanese people of the powers of the Council of sovereignty, and we emphasize the move to the parliamentary system and not the presidential.
As we demand transparency and clarity of the negotiating process, why insist on the confidentiality of the agreement between the parties ?!
The third wave of our revolution, which has risen high from the triumphant strike, puts us in a new test and puts the forces of freedom and change in a historical and national challenge to the people, whose word is "civil" and we, as a people, Pure at various levels and stand in the face of those who stand against the will of the great Sudanese people.

الموقعون أدناه لا يقبلون بأقل من حكومة مدنية
منذ انطلاق ثورة ديسمبر، من الريف السوداني الكبير، وإلى المدن التي استردَّت وجودها وعافيتها بالسير في المواكب، وتزيَّنت بجَمال الاعتصامات حتى إسقاط رأس النظام؛ ظللنا نرفع لافتة تجمع المهنيين وقوى إعلان الحرية والتغيير، التي نظَّمت الثورة بعد التحاقها بها، ووضعتها في إطار السلمية بعد انفجارها العفوي منذ أوائل ديسمبر بسنار والدمازين ثم عطبرة ثم مدن وقرى النيل العظيم، حتى وصلت الخرطوم بمواكبها السلمية، عبر الجداول والفعاليات الثورية.
لقد كان إسهام قوى الحرية والمهنيين قويًّا وفاعلاً في دفع الثورة إلى الأمام، يُراجعون الأخطاء ويعتذرون عن بعضها، ويصوبّون مساراتهم بما يتوافق مع مُتطلَّبات الثورة والثوار، وهو فعل ثوريٌّ ضروريٌّ ومحمود.
لكن؛ منذ انخراط قوى الحرية والتغيير في تفاوض مع المجلس العسكري (اللجنة الأمنية لنظام البشير) - ورغم أن هناك رؤى مقدرة كانت تدعو إلى عدم التفاوض بل إعلان الحكومة المدنية الانتقالية فوراً منذ الحادي عشر من أبريل في ميدان الاعتصام وفقاً للشرعية الثورية لقوى الحرية والتغيير - تنازع المُفاوضون من تلك القوى، بين ما يُمثِّل مصالح ضيقة لأحزابهم، وبين ما هو ثوري؛ فقرأنا البيانات والبيانات المُضادَّة بين مُكوِّناتها، ولولا قُوَّة الشارع الثورية، وإرادته في الثورة والتغيير؛ لحدث ما لا يرجوه أحد، والعزاء أن ثورثنا ستُكمل شوطها الأخير ومطلوباتها كُلَّها.
تداولت الأحاديث في مدن السودان وقراه وساحة الاعتصام، مسألة خيار الرئاسة الدورية، وبدا واضحاً أنها خيارٌ ممكن لدى قوى الحرية والتغيير، خاصة بعد تصريح القيادي بالحزب الشيوعي صديق يوسف بذلك صحفياً، بأن الرئاسة الدورية مع أغلبية مدنية هي خيارهم الأخير والأدنى للاتفاق؛ فما الضامن بأن يُسلِّم أعضاء اللجنة الأمنية "المجلس" الرئاسة للمدنيين بعد انتهاء دورتهم الرئاسية لمجلس السيادة؟ ثم نتساءل: ماذا يعني بالضبط مصطلح "الرئاسة المدنية الدورية" التي وردت في أحد بيانات تجمع المهنيين في السادس والعشرين من مايو الساعة الحادية عشرة وأربع وثلاثين دقيقة؟
ومن هنا أيضاً، نوجه سؤالاً عن اللغط الذي يدور حول صلاحيات المجلس السيادي، وهل هي تشريفية فعلاً؟! إذن، فلماذا يصرُّ "المجلس العسكري" على أغلبيته في مجلس السيادة؟!
إن ثورتنا المجيدة ينبغي أن تعيد العسكر إلى وظيفتهم التي يدفع الشعب السوداني من قوت يومه لأجلها، وهي حماية الحياة الديمقراطية وحماية حدود البلاد وسيادتها، وليست وظيفتهم حكم البلاد وإدارتها بأي حال، وبأي شكل انقلابي مر بتاريخ السودان المعاصر.
إننا نطلب توضيحاً للشعب السوداني العظيم لصلاحيات مجلس السيادة، كما نؤكد على المضي باتجاه النظام البرلماني وليس الرئاسي.
كما نطالب بشفافية ووضوح العملية التفاوضية، فلماذا الإصرار على سرية الاتفاق بين الطرفين؟!
إن الموجة الثالثة من ثورتنا والتي ارتفعت عالية بدءاً من الإضراب الظافر، تضعنا في محكٍّ جديدٍ، وتضع قوى الحرية والتغيير، في تحدٍّ تاريخي ووطني أمام الشعب، الذي قال كلمته الدَّاوية: "مدنية"، ونحن بوصفنا منتمين إلى هذا الشعب لن نقبل سوى بدولة مدنية خالصة في مختلف مستوياتها ونقف في وجه من يقف ضد إرادة الشعب السوداني العظيم.
دولة مدنية أو صبَّة أبدية.
