ما هي وظيفة الجنجويد؟

يحاصرون بنك السودان ويفاوضون الموظفين، ثم يمنعون موظفي تاركو من ممارسة عملهم بعد الإضراب، هل نحن أمام حالة يراد لنا فيها التآسي على الجيش، ونخشى الانفلات؟ .
الواقع أن المجلس العسكري في طبيعته هذه المرة مختلفا تماما عن ماضي الانقلابات العسكرية، هو مجلس هجين يضم الدعم السريع وجهاز الأمن والقوات المسلحة بقدر بسيط، نعم، بقدر بسيط، فالقوات المسلحة تشارك في هذا التكوين المختل برمزيتها التاريخية فقط، بينما يتولى الشركاء "الدعم السريع+ جهاز الأمن" كل تفاصيل الحل والعقد، لقد استطاع النظام السابق أن يجعل من المؤسسة العسكرية الأكبر في البلاد حالة سائلة غير واضحة المهام ولا التكوين، كما أن كبار الضباط فيها ينتمون في معظمهم للنظام السابق، تماما مثل جهاز الأمن الذي هو من أشد العناصر تبعية للنظام القديم، بالتالي نحن أمام حالة مختلفة عما حدث سابقا، فالنظام القديم محروس بهذة الترسانة وبشركات الدولة ومؤسساتها التي يديرها جهاز الأمن الذي فشلت نيفاشا بكل ثقلها من أن تغير من طبيعته.
وكنت قد كتبت مادة أيام نيفاشا عن جهاز الأمن أسميتها "هل يتحول هذا المنزل إلى منزل أسرة"، وقد استدعيت حينها تلك اللافتات في تلك الأحياء القديمة في الخرطوم والتي كتب عليها " عفوا هذا المنزل قد تحول إلى منزل أسرة" فالمنزل كان في الأصل بيت دعارة، ولما تغير ساكنوه كتب السكان الجدد هذه اللافتة؛ إذ تغيرت طبيعة المنزل.
وعلى الرغم من اتفاقية نيفاشا ودستور عام 2005م الذي ينص على أن تتحول طبيعة الجهاز من طبيعة قمعية إلى إدارية مهمتها جمع المعلومات وتحليلها، لكن طبيعة الجهاز لم تتغير .
ومليشيات الجنجويد التي كانت تمارس الترويع والنهب والقتل في دارفور يتم استيعابها إداريا ضمن المؤسسة العسكرية، ويراد لها أن تترك مهمتها القديمة في الخرطوم وتتحول بقدرة قادر إلى قوات نظامية في لعبة المساومات والحفاظ على النظام، لكن هذه القوات لم ولن تغير من طبيعتها، خاصة أنها أصبحت الآن خارج الرعاية القديمة، بل خارج أي رعاية داخلية، وصار لها استقلال كامل.
إن دعوة قحت إلى إعادة هيكلة جهاز الأمن دعوة مختلة تماما فالمطلوب هو تفكيك وتحطيم هذا الجهاز، فهذه المرحلة لا تشبه ما بعد مايو أبدا، ولقد نجح المجلس العسكري في اعتقال الفعل الثوري فترة من الزمان في لحظة التفاوض، والتي هي في الأصل لحظة مختلة لا تشبه السياق الثوري.
