Yemen's Southern Transitional Council (NTC) has officially announced that it will take over the administration of the southern governorates.

The Council said in its statement that "the historical responsibility placed on us in the leadership of the Transitional Council, we have to deal responsibly with reality, consistent with the size and magnitude of the requirements of the stage and entitlements, by implementing a national strategy well-defined."
The statement pointed out that "the goal of the people of the south to restore the independent federal state of the south, an irreversible and irreversible choice." The Council also directed "the security services and military units to assume their national responsibilities in securing and protecting public and private property, maintaining security and stability, constant vigilance, conscious discipline and resolutely dealing with any imbalances." "Ending chaos and insecurity, armed manifestations, assassinations, shooting in the air, and organizing the carrying of weapons in Aden and the rest of the cities, with licenses and in accordance with precise criteria and limits."
He also directed the transfer of "all military units to camps outside the city of Aden, with the exception of General Security and Support and Support Forces." And "work to liberate the remains of the valley of Hadramout, Beihan and Mekheras, and any other spot of the southern territories still suffering terrorism and occupation."

أعلن المجلس الانتقالي الجنوبي في اليمن "توليه رسمياً إدارة شؤون محافظات الجنوب".
وبحسب موقع "عدن الغد" أصدر المجلس بياناً قال فيه "يعيش الجنوب اليوم لحظة تاريخية فارقة، صنعتها انتصارات شعبنا ووضعته على أعتاب مرحلة جديدة، تتويجا لمسيرة نضال كفاحية... على مدى عقدين ونصف منذ احتلال الجنوب عام 1994".
وحيا البيان "بإكبار دول التحالف العربي، بقيادة المملكة العربية السعودية"، وشكر "مساعيها الحثيثة لاحتواء الأزمة، ودعوتها طرفي النزاع الاحتكام للحوار برعايتها، سيُعقد في جده حال استكمال الترتيبات اللازمة".
وقال المجلس في بيانه "إن المسؤولية التاريخية الملقاة على عاتقنا في قيادة المجلس الانتقالي، توجب علينا التعامل المسؤول مع الواقع، بما يتفق وحجم وجسامة متطلبات المرحلة واستحقاقاتها، وذلك بتنفيذ استراتيجية وطنية واضحة المعالم".
وأشار البيان إلى أن "هدف شعب الجنوب المتمثل باستعادة دولة الجنوب الفيدرالية المستقلة، خياراً محسوماً لا رجعة عنه". مضيفاً أن "كل أبناء الجنوب شركاء في الانتصار، وشركاء في تحمل مسؤولية توطيد الأمن والاستقرار وبناء المؤسسات".
وأكد المجلس على ضرورة "حشد كافة الجهود والقدرات والإمكانيات والكفاءات الوطنية المتاحة؛ لإدارة الجنوب إدارة رشيدة ونموذجية، ومجابهة ركام عقود النهب والطمس والإفساد والحرمان".
ووجه المجلس السلطات المحلية في العاصمة عدن، وعموم محافظات الجنوب لتحمل مسؤولياتها الخدمية والمدنية، في "تطبيع الأوضاع، وتلبية احتياجات ومتطلبات المواطن، وفي مقدمتها خدمات الكهرباء والمياه والصرف الصحي والمحروقات والتطبيب، وكافة المتطلبات المرتبطة بحياة الناس، وتحسين كفاءتها بصورة عاجلة، وتحييد خدمات ومصالح الشعب عن أي صراع سياسي"، وأكد "عدم تهاون المجلس إزاء أي عبث أو فساد".
كما وجه المجلس "الأجهزة الأمنية والوحدات العسكرية لتحمل مسؤولياتها الوطنية في تأمين وحماية الممتلكات العامة والخاصة، وحفظ الأمن والاستقرار، واليقظة الدائمة والانضباط الواعي والتعامل الحازم مع أي اختلالات". و"إنهاء حالة الفوضى والانفلات الأمني، والمظاهر المسلحة، وحوادث الاغتيالات، وإطلاق الاعيرة النارية في الهواء، وتنظيم حمل السلاح في عدن وبقية المدن، بتراخيص ووفق معايير ومحددات دقيقة".
كما وجه بنقل "كافة الوحدات العسكرية إلى معسكرات خارج مدينة عدن، باستثناء الأمن العام وقوات الدعم والإسناد". و"العمل على تحرير ما تبقى من وادي حضرموت وبيحان ومكيراس، وأي بقعة أخرى من الأراضي الجنوبية لا تزال تعاني الإرهاب والاحتلال".
كما أكد المجلس على "دعم ومساندة المقاومة الوطنية الشمالية ضد مليشيات الحوثي والتمدد الإيراني، مع رفضنا القاطع لأي تواجد عسكري شمالي على أرض الجنوب؛ فمكانها الطبيعي هو بمواجهة الغزو الحوثي" بحسب ما قال البيان.

وأشار إلى "تأمين حرية العمل والتنقل للأشقاء الشماليين في العاصمة عدن وكافة المحافظات الجنوبية، مع ضرورة التزامهم بحمل وثائق ثبوتية واستكمال الإجراءات الأمنية اللازمة، بهدف حمايتهم وحفظ الأمن العام".
