Qatar and Iran confirmed on Monday that they seek to facilitate the movement of merchants and businessmen between the two countries and cooperation in the fight against cross-border crime.
This came during the 15th joint meeting of the Coast Guard in the Islamic Republic of Iran and the State of Qatar, on Sunday and Monday, in Tehran.

هل من سبيل للبناء قواعد امن للخليج بين العرب وايران؟
أكدت قطر وإيران، اليوم الاثنين، السعي نحو تسهيل حركة التجار ورجال الأعمال بين البلدين والتعاون في مجال مكافحة الجريمة العابرة للحدود.
جاء ذلك خلال الاجتماع المشترك الـ15 لخفر السواحل في الجمهورية الإسلامية الإيرانية ودولة قطر، على مدى يوم أمس الأحد واليوم الاثنين، في طهران.
نقلت وكالة "فارس" الإيرانية عن رئيس الوفد القطري، مساعد مدير عام أمن السواحل والحدود القطري، المقدم عبد العزيز علي المهندي " توقيع مذكرة تفاهم حدودية بين طهران وقطر، وتحقيق ما وصفه بـ "نتائج جيدة في مناقشة مكافحة الجريمة العابرة للحدود".
كما نقلت عن العميد قاسم رضائي،  قائد حرس الحدود الإيراني، أنه "تم التأكيد على تقديم التسهيلات من قبل الدوحة على بناء ميناء خاص لسفن الجمهورية الإسلامية الإيرانية، وتقديم خدمات للتجار الإيرانيين على الشكل المطلوب".
وتابع رضائي "ما أكدنا عليه مع الجانب القطري هو تعزيز قدرات البلدان، وخاصة تعزيز قدرة الإنتاج والاستهلاك داخل قطر، وتحسين تنقل رجال الأعمال من كلا البلدين عبر تقديم التسهيلات اللازمة لهم من قبل القوات الحدودية".

قال خالد بن محمد العطية، وزير الدفاع القطري، إن إيران لاعب أساسي وطرف رئيسي في أمن واستقرار المنطقة.
وأكد العطية باتصال تلقاه من نظيره الإيراني أمير حاتمي، موقف الدوحة الثابت بأن أمن واستقرار المنطقة مسؤولية الجميع، وأن ذلك يستدعي الجلوس حول طاولة النقاش بين جميع الأطراف المختلفة، بحسب بيان وزارة الدفاع القطرية.
صرحت وزارة الدفاع القطرية في بيان، مساء اليوم الأربعاء "نائب رئيس مجلس الوزراء، وزير الدولة لشؤون الدفاع، يتلقى مكالمة هاتفية من وزير الدفاع وإسناد القوات المسلحة للجمهورية الإسلامية الإيرانية الصديقة"، موضحة "أكد نائب رئيس مجلس الوزراء، وزير الدولة لشؤون الدفاع، موقف قطر الثابت بأن أمن واستقرار المنطقة مسؤولية الجميع، وأن ذلك يستدعي الجلوس حول طاولة النقاش بين جميع الأطراف المختلفة".
وأضاف البيان أن العطية أكد "في الوقت ذاته أن الجمهورية الإسلامية الإيرانية لاعب أساسي وطرف رئيسي في أمن واستقرار المنطقة".
من جهته، أشاد الوزير الإيراني بحكمة القيادة القطرية في إدارة أزمتها مع دول الجوار موجها الدعوة إلى العطية لزيارة طهران.
ورحب الوزير القطري بالدعوة، وتم خلال المكالمة مناقشة العلاقات الثنائية بين البلدين وسبل تعزيزها وتطويرها في مختلف المجالات.
كما جرى خلال المكالمة تبادل التهاني بمناسبة قرب عيد الأضحى حيث تمنى الوزيران دوام الصحة والعافية للأمة الإسلامية بحسب البيان.
وبحث الجانبان في اتصالهما العلاقات الثنائية بين البلدين، وسبل تعزيزها وتطويرها في مختلف المجالات.
ونقل البيان عن حاتمي أنه "أشاد بحكمة القيادة القطرية في إدارة أزمتها مع دول الجوار، ووجه دعوة لوزير الدولة لشؤون الدفاع لزيارة إيران".
وتصاعد التوتر بين واشنطن وطهران، في وقت تشدد فيه أمريكا العقوبات والضغوط السياسية على إيران وتكثف وجودها العسكري في المنطقة.
وأرسلت الولايات المتحدة تعزيزات عسكرية إلى الشرق الأوسط تضمنت حاملة طائرات وقاذفات من طراز (بي — 52)، وصواريخ باتريوت، في استعراض للقوة في مواجهة ما يقول مسؤولون من الولايات المتحدة إنه تهديدات إيرانية للقوات والمصالح الأمريكية في المنطقة.
وتربط طهران والدوحة علاقات ثنائية جيدة ومستقرة، بخلاف الدول الخليجية الأخرى، وهو ما دفع الرياض للضغط على قطر من أجل العدول عن تعاونها مع إيران.
وكانت الإمارات والسعودية والبحرين بالإضافة إلى مصر أعلنت في الخامس من يونيو/حزيران 2017 قطع علاقاتها الدبلوماسية مع الدوحة، متهمة إياها بدعم تنظيمات إرهابية، وهو نفته الدوحة مشددة أن الخطوة الرباعية تهدف إلى "الوصاية على قرارها الوطني".

 ان امن الخليج العربي ( الفارسي) يرتبط بامن الطاقة العالمي فالصراع بين الولايات المتحدة والجمهورية الاسلامية الايرانية حول الملف النووي الايراني وانتاج الصواريخ البالستية وما تمخض عنه تراجع الولايات المتحد عن اتفاق لوزان حول الملف النووي والسعي الدؤوب لمضاعفة العقوبات ضد ايران وتصفير انتاجها النفطي والمنتجات البتروكمياية خلق حالة متنامية من التوتر في خليج عمان وخليج هورمز ممايؤشر الى وشك انهيار قواعد واسس امن الخليج كما يقود الى احتمال صدام محتمل بين الدول الغربية ( الولايات المتحدة  والمملكة المتحدة) وايران فاحتجاز نقلات النفط من قبل بريطانيا في مضيق جبل طارق والرد ايراني باحتجاز نقاقلة ترفع العلم البيرطاني وسقوط طائرات بدون طيار امريكية وحوادث عديدة تعلن هشاشة وضع امن الخليج.  كلالوقائع المربكة في الخليج دعت الولايات المتحدة وبعض حلفائها للتفكير في تشكيل تحالف دولي لحماية الملاحة في الخليج. فاذا تشكل التحالف او لم يتشكل فانه لن يغير حقيقة ان امن الخليج قضية اقليمية تخص ايران في شرق الخليج والدول العربية في غرب الخليج فتفاهم هذا الاطراف يرسي قاعدة امن الخليج التعاوني اما ربط امن الخليج بالمصالح الدولية يضعها جميعا عرضه لمتغيرات السياسة الدولية ومسرحا لصراعات المصالح المعقدة لهذة ندعو الى تطوير التفاهمات  القديمة والتقليدية حول امن السواحل بين  حماية السواحل الايرانية والامارتية والقطرية الى  التقدم ببناء رؤيا متكاملة حول امن ذاتي للخليج اوالعودة الى الاتفاقات التي كانت قائمة في سبعينات القرن العشرين بين الاطراف الخليجية وايران.

 من المهم تشكيل تصور استراتيجي لامن الخليج من كل الدول المشاطئة في الخليج دون ابعاد لايران والعراق وقطر.
