The signing, which took place during a ceremony called "the joy of Sudan," would mark the beginning of the transition, which will last 39 months.
The final signing of the transitional documents comes after weeks of ongoing negotiations between the transitional military council, which has ruled Sudan since the ouster of former President Omar al-Bashir, and the forces of freedom and change, which led the movement in the street.

قال رئيس المجلس العسكري الانتقالي في السودان، الفريق أول ركن عبد الفتاح البرهان، إن القوات المسلحة هي "شريك الشعب في التحرر"، معربا عن شكره لكل من أسهم في إنجاز الاتفاق المتعلق بالمرحلة الانتقالية، داعيا الشباب إلى "الإسهام في نهضة السودان".
وجاء ذلك في كلمة ألقاها البرهان، عقب التوقيع النهائي على وثائق المرحلة الانتقالية، من قبل نائب رئيس المجلس العسكري السوداني محمد حمدان دقلو، وأحمد ربيع عن قوى الحرية والتغيير، التي تقود الاحتجاجات الشعبية في البلاد.
وقال البرهان: "هذه الثورة بلغت مراميها بتضحياتكم وتوقكم للحرية.. حيث أثبتم أنكم معلمين للشعوب بنيل مبتغاكم وبلوغكم مآلات التغيير عبر سلميتكم، التي ستظل محفورة في وجدان العالم وذاكرته الحية، وحفاظكم على ممتلكاتكم ونسيجكم الاجتماعي المتين.. وأتقدم لكم بجزيل الشكر على ذلك أيها الشعب العظيم".
وتابع: "قواتكم المسلحة بجميع مكوناتها، وجميع القوات النظامية الأخرى، أثبتت أنها حامي عرين هذا الوطن وشريك شعبه في التحرر والانطلاق، دون أن تفقد مهنيتها أو انضباطها أو أن تنجر للفتن، فكان أن مثلت جسر العبور للتغيير وصارت الحامي والمدافع عنه".
وأشار البرهان إلى أن الأيام التي أمضتها الأطراف في التفاوض بشأن الاتفاق، "أثبتت أن من قادة الثورة رجال امتلأوا وطنية وحماسا وإخلاصا، وأن قوى إعلان الحرية والتغيير، والقوى الثورية الأخرى هم شركاء في هم الوطن وفي هم الإصلاح والتغيير، وتلك الأيام كشفت نقاء المعدن النفيس لكاة أطياف الشعب السوداني".
واستطرد قائلا: "حكماء الوطن وأصحاب المبادرات الوطنية الذين لم يبخلوا بالنصح والرؤى مكتوبة ومنطوقة في جلسات طويلة تفيض وطنية، شكلت تلك الآراء السراج الهادي لما توصلنا إليه من ترتيبات للفترة الانتقالية".
"مرحلة البناء"
وشدد رئيس المجلس العسكري الانتقالي في السودان، أن البلاد تتجه الآن نحو "مرحلة البناء"، وأضاف: "أقف أمامكم اليوم وكلي فخر بعد أن تجاوزنا مرحلة الإعداد وتوجهنا نحو مرحلة البناء".
ودعا البرهان مختلف أطياف الشعب السوداني إلى "جعل هذا اليوم محطة لتجاوز مرارات الماضي والنظر قدما نحو المستقبل.. فأوقات البناء أثمن من أن نضيعها في الذكريات المريرة".
ووجه البرهان حديثه إلى الشباب السوداني، قائلا: "يا شباب هذه الأمة.. أتوجه إليكم بالشكر يا من كنتم وقود هذه الثورة، فقد كان واجبكم وقمت به خير قيام، ولكن أدعوكم للانتقال لمربع العطاء، فأنتم من يعول عليه هذا البلد في البناء والإعمار والتقدم، فجيلكم الذي فاقت مهاراته العلمية وشهاداته العليا قدرة البلاد على توظيفه، ففاض على الدول الشقيقة والصديقة.. اليوم هو مطالب في أن يسهم في نقل بلاده إلى مرحلة جديدة في مصاف القوى المتقدمة، وهو أمر لا أراه بعيدا".
يذكر أنه من شأن التوقيع، الذي جرى خلال حفل أطلق عليه "فرح السودان"، أن يشكل بداية المرحلة الانتقالية، التي ستستمر 39 شهرا.

ويأتي التوقيع النهائي على وثائق المرحلة الانتقالية بعد أسابيع من المفاوضات المتواصلة بين المجلس العسكري الانتقالي، الذي يحكم السودان منذ عزل الرئيس السابق، عمر البشير، وقوى الحرية والتغيير، التي قادت الحراك في الشارع.
