Some Islamic movements arose around one person, and then found themselves in front of one of two options after his departure: either the deadlock on the methods of the founding leader and his vision, despite the changing circumstances and conditions, or the disruption and disruption of the march.

The Islamic movements are not different in acknowledging the principle of Shura, and most of them have gone beyond the jurisprudential debate about binding and information in the Shura, in favor of saying obligatory. But the theoretical gain in this regard was not matched by a practical gain that separates the binding regulations and builds the established institutions, which preserve the effectiveness of the shura and its obligation.
It is not hidden on the follower emptying the principle of Shura content in many of the Islamic movements: -

بعض الحركات الإسلامية نشأت متمحورة حول شخص واحد ، ثم وجدت نفسها أمام أحد خيارين بعد رحيله : إما الجمود على أساليب القائد المؤسس ورؤاه ، رغم تبدل الظروف والأحوال ، وإما التمزق والانقطاع في المسيرة .
وهذا أمر طبيعي "فأي تنظيم يقوده شخص واحد لا بد من حدوث قطيعة في مسيرته بعد غياب ذلك الشخص"أو جمود وتصلب ، من خلال القبول الاضطراري بالوجوه القديمة والأساليب العتيقة في العمل . وقد رصد الدكتور محمد عمارة هذه الظاهرة في بعض الحركات الإسلامية ، وأوضح الارتباط بين صفة "الرشد" وشخص "المرشد " فيها ، لأنها بنت أمرها على مواهب الشخص ، لا على بناء المؤسسة . والسر في هذه الوضعية البائسة هو انعدام الحرية الداخلية والروح المؤسسية التي تفتح أبواب الصعود والنزول من القيادة وإليها بمرونة ويسر .
إفراغ الشورى من مضمونها :
لا تختلف الحركات الإسلامية في الإقرار بمبدإ الشورى ، وقد تجاوز أغلبها الجدل الفقهي الموروث حول الإلزام والإعلام في الشورى ، لصالح القول بالإلزام . لكن الكسب النظري في هذا الشأن لم يوازه كسب عملي يفصِّل اللوائح الملزمة ، ويبني المؤسسات الراسخة ، التي تحفظ للشورى فاعليتها وإلزاميتها .
وليس يخفى على المتتبع إفراغ مبدإ الشورى من مضمونه في الكثير من الحركات الإسلامية :-
* فهذا شقيق للمراقب العام الراحل يقدم نفسه لخلافته ، متعللا بضرورة بقاء اسم الأسرة الكريمة في الصدارة .
* وهؤلاء جماعة من المؤسسين يتصارعون على تراث القائد الراحل ، ويمزقون الحركة تمزيقا ، حرصا منهم على القيادة .
* وهذه قيادة راكدة جامدة ، تفتح باب التصدع والشقاق بتصلبها وإغلاقها لمسالك الصعود إلى القيادة والنزول منها .
