Kouchner seems to have kept silent on the details of his plan, leaking it in batches, caused by his fear of offering it at once and failing at the time of its launch. For this reason, the deal is linked to the date of the end of the Israeli elections, scheduled for April 9. Of course there is no connection between the two, and it is clear that Trump and his team are trying to sway the Israeli right and Prime Minister Benjamin Netanyahu, a personal friend of Kouchner and his family, also an excuse for Kouchner to try to get Arab consent to his deal before it was announced.
The details available so far are that Kouchner promises the Arabs, and especially the Palestinians, an unprecedented blessing, if they agree to the settlement. This ambition is driven by $ 75 billion, provided by the international community, of which some 40 billion are from Arab countries. The trader said one country would be asked to contribute $ 15 billion and three other countries, each contributing $ 8 billion.
What do these countries get for the money? الجولة الشرق أوسطية التي أجراها صهر الرئيس دونالد ترامب وكبير مستشاريه جاريد كوشنر، قدمت لمحة عن «صفقة القرن» المخصصة للسلام بين العرب وإسرائيل. ما تكشّف عن الصفقة المذكورة يجعلها تشبه، إلى حد بعيد، الديبلوماسية الفاشلة التي أدارها ترامب مع زعيم كوريا الشمالية كيم جونغ اون، والتي ادت الى وقف الولايات المتحدة مناوراتها العسكرية المشتركة مع حلفائها في شرق آسيا، في وقت اظهرت صور الاقمار الاصطناعية ان بيونغ يانغ باشرت توسيع احد اكبر معاملها للصواريخ بعيدة المدى.
الحجر الأساس في ديبلوماسية رجل الاعمال ترامب، كما صهره رجل الاعمال كوشنر، هو المحفزات المالية، اذ يبدو ان الرجلين يعتقدان ان كل البشر يسعى الى كسب المال فوق اي اعتبار آخر. هكذا، أعدّ ترامب فيلما دعائياً عرضه على كيم، في القمة الاولى بينهما، والتي انعقدت في سنغافورة في يونيو الماضي، ظهرت فيه كوريا الشمالية وكأنها تعيش فورة اقتصادية وبحبوحة، وكأن مدنها تعج بالمباني الحديثة البراقة، وشوارعها تعج بالسيارات الفاخرة والاسواق.
اعتقد ترامب انه قدم لكيم خياراً سهلاً نسبياً: اما تتخلى كوريا الشمالية عن برنامجيها الصاروخي والنووي ويتم رفع العقوبات عنها، فتصبح قوة اقتصادية وتجارية عالمية، واما تتمسك بصواريخها النووية، فتبقى على حالها تعيش في فقر وعوز يقارب المجاعة. ومنح ترامب، كيم وقتا زمنيا ليحسم امره، وقال له انه سيرسل وزير الخارجية مايك بومبيو لسماع الرد والدخول في التفاصيل، فيما راح يكيل المديح علنا لزعيم كوريا الشمالية، ويتحدث عن «رسائل الحب» والكيمياء بينهما.
زار بومبيو بيونغ يانغ، فلم يسمع موافقة كورية شمالية على عرض ترامب، ما دفع بالرئيس الاميركي الى طلب عقد قمة ثانية اعتقادا منه انه يمكنه شخصيا ان يقنع كيم بالموافقة. ذهب الرجلان الى فيتنام، واجتمعا، فاظهر كيم لا مبالاة لوعود ترامب المالية الزهرية، فعاد الرئيس الاميركي بخفي حنين.
ومثل ديبلوماسية ترامب الفاشلة مع كوريا الشمالية، يخوض كوشنر ديبلوماسية مشابهة في الشرق الاوسط، ويقدم مبادرة سلام، يشكل اسمها، البعيد كل البعد عن التواضع، «صفقة القرن»، اكبر دليل على الطبيعة الدعائية لها وللقيمين عليها.
ويبدو ان تكتم كوشنر على تفاصيل خطته، وتسريبها على دفعات، سببه خشيته من تقديمها دفعة واحدة وفشلها ساعة اطلاقها. لهذا السبب، ربط الصفقة بموعد انتهاء الانتخابات الاسرائيلية، المقررة في 9 ابريل المقبل. طبعا لا علاقة بين الاثنين، بل من الواضح ان ترامب وفريقه يسعيان لترجيح كفة اليمين الاسرائيلي ورئيس الحكومة بنيامين نتنياهو، وهو صديق شخصي لكوشنر وعائلته، وهي ذريعة كذلك لكوشنر لمحاولة الحصول على موافقة المعنيين العرب على صفقته قبل الاعلان عنها.
اما التفاصيل المتوفرة حتى الآن، فمفادها بان كوشنر يعد العرب، وخصوصا الفلسطينيين، ببحبوحة لا سابق لها، في حال موافقتهم على التسوية التي يقدمها. هذه البحبوحة مدفوعة بـ75 مليار دولار، يقدمها المجتمع الدولي، وتقدم منها دول عربية نحو 40 ملياراً. ويقول معنيون ان المتداول انه سيتم الطلب من إحدى الدول، المساهمة بـ15 مليار دولار، ومن ثلاث دول أخرى مساهمة كل منها بثمانية مليارات.
ماذا تحصل هذه الدول مقابل هذه الاموال؟ تحصل على سلام كامل وشامل مع اسرائيل، بما في ذلك تحالف ضد ايران، وتزويد هذا التحالف بتقنيات عسكرية ونووية مدنية. الفلسطينيون، بدورهم، يوافقون على الوضع القائم، ويتنازلون عن مشروع اقامة دولة والحدود، مقابل حرية حركة لهم في عموم اسرائيل، اي العودة الى حد ما الى ما قبل الانتفاضة الاولى في العام 1987. كما يتم تعويض اللاجئين الفلسطينيين في لبنان وسورية، ويتم العمل على اعادة توطينهم في دول العالم.
متابعون اميركيون لصفقة كوشنر يشيرون الى ان صاحبها «لا يعرف تاريخ المنطقة، ولا هو محنك بالديبلوماسية، بل هو من اليهود المحافظين المؤيدين عقائدياً لقيام اسرائيل من النهر الى البحر». ويبدو ان كوشنر يعتقد ان دعايته ووعوده يمكنها ان تغري المعنيين، وتضمن الوصول الى ما يعتقدها تسوية نهائية.
«ديبلوماسية تكلف العرب اموالاً طائلة، وتنتزع تنازلاً من الفلسطينيين عن دولة وسيادة وحدود، من دون منحهم حق المواطنة في اسرائيل، فيما تحصل اسرائيل على الارض، وعلى تحالف مع العرب ضد ايران، وتفيد من الاستثمارات التي سيتم انفاقها على الفلسطينيين، لا تبدو ديبلوماسية مفهومة»، يختم متابعو «صفقة القرن» في العاصمة الأميركية.
