Bouteflika announces not running for president and postponing elections

Algerian President Abdelaziz Bouteflika announced the postponement of presidential elections scheduled for next April and said in a statement to the Algerian presidency that he had "never intended" to run again.
Bouteflika confirmed in his statement that he did not run for a fifth term, after his campaign manager, Abdul Ghani Zaalan, announced on March 3 his candidacy for the elections and submitted his papers to the Constitutional Council.
He added: "The new republic will be placed in the hands of the new generation of Algerians, and postponement of the elections comes to calm the fears."
Bouteflika said that the presidential elections will be held after the national symposium, saying that "my health and age allow me only to perform my last duty towards the people."
He said he would hand over the functions and powers of the presidency to the new president, who "will be freely chosen by the people."
A new government
In line with Bouteflika's statement, Prime Minister Ahmed Ouyahia announced his resignation and local sources said Bouteflika had resigned.
He also decided to appoint Interior Minister Noureddine Badawi as successor to Ouyahia, while Bouteflika's statement confirmed that he had decided to make government amendments as soon as possible and that he would form a "competent government" to lead the coming period.
Bouteflika's announcement of his candidacy comes hours after more than a thousand Algerian judges have refused to oversee the country's presidential election next month, if the president takes part.
"The insistence on the candidacy of Bouteflika, and in the midst of the widespread popular disobedience to the Fifth Covenant, makes them subject to historical and moral responsibilities which, from their professional conscience, oblige them to abandon the supervision of the presidential elections," the judges said in a statement issued on Monday. The Algerian people".
Bouteflika's plane landed in Algeria on Sunday night after a two-week treatment trip in the wake of the country's demonstrations demanding his withdrawal.

Bouteflika, 82, has vowed earlier to hold a conference for dialogue and constitutional amendment, and early elections if he wins a fifth term.

Last Thursday Bouteflika, in a message to the Algerians on the occasion of International Women's Day, warned of "penetrating" the current popular movement by any "internal or external group," which he did not name, and expressed his "satisfaction" with its peaceful character.

بوتفليقة يعلن عدم ترشحه للرئاسة وتأجيل الانتخابات

أعلن الرئيس الجزائري عبد العزيز بوتفليقة تأجيل الانتخابات الرئاسية المقررة في أبريل القادم، وقال في بيان للرئاسة الجزائرية إنه "لم ينوِ قط" الترشح مجدداً.
وأكد بوتفليقة في بيانه عدم ترشحه لولاية رئاسية خامسة، وذلك بعد أن أعلن مدير حملته عبد الغني زعلان، في 3 مارس الجاري، ترشحه رسمياً للانتخابات، وقدم أوراقه إلى المجلس الدستوري.
وأضاف: "الجمهورية الجديدة ستوضع بين أيدي الجيل الجديد من الجزائريين، وتأجيل الانتخابات يأتي لتهدئة التخوفات".
وقال بوتفليقة إن الانتخابات الرئاسية ستنظم بعد إجراء الندوة الوطنية، معتبراً أن "حالتي الصحية وعمري لا يسمحان لي إلا بأداء واجبي الأخير تجاه الشعب".
وبيّن أنه سيسلم مهام وصلاحيات الرئاسة للرئيس الجديد "الذي سيختاره الشعب بكل حرية".
حكومة جديدة
وتزامناً مع بيان بوتفليقة، أعلن رئيس الحكومة أحمد أويحيى استقالته من منصبه، وقالت مصادر محلية إن بوتفليقة قبل الاستقالة.
كما قرر تعيين وزير الداخلية نور الدين بدوي خلفاً لأويحيى، في حين أكد بيان بوتفليقة أنه قرر إجراء تعديلات حكومية في أقرب الآجال، وأنه ستُشكّل "حكومة كفاءات" لقيادة الفترة القادمة.
ويأتي إعلان بوتفليقة عدم ترشحه بعد ساعات من إعلان أكثر من ألف قاضٍ جزائري رفضهم الإشراف على الانتخابات الرئاسية في البلاد، المقرّرة الشهر المقبل؛ في حال شارك فيها الرئيس.
واعتبر القضاة، في بيان صدر اليوم الاثنين، أن "الإصرار على ترشيح بوتفليقة، وفي خضمّ الحراك الشعبي الواسع الرافض للعهدة الخامسة، يجعلهم أمام مسؤوليات تاريخية وأخلاقية تفرض عليهم، انطلاقاً من ضميرهم المهني، واجب التخلّي عن الإشراف على الانتخابات الرئاسية، خدمة لكرامة القضاة ولمصلحة الشعب الجزائري".
وهبطت طائرة بوتفليقة في الجزائر، مساء الأحد، بعد رحلة علاج استمرت أسبوعين، في ظل ما تشهده البلاد من مظاهرات مُطالبة بسحب ترشحه.
وأعلنت حملة بوتفليقة، الأحد، أن الرئيس ماضٍ في ترشحه للانتخابات الرئاسية، وقالت الحملة إن "قيادات في الجيش تسعى لعرقلة الرئيس"، وهو ما خالف بيان بوتفليقة اليوم.
وتعهد بوتفليقة (82 سنة)، في وقت سابق، بتنظيم مؤتمر للحوار وتعديل دستوري، ثم انتخابات مبكّرة لن يترشح فيها في حال فوزه بولاية خامسة.
ومنذ أسبوع، تتسارع الأحداث في الجزائر بالتحاق الطلبة ونقابات بالحراك، وشمل أيضاً التحاق منظمة المجاهدين (قدماء المحاربين) المحسوبة على النظام الحاكم، التي أعلنت دعمها للمظاهرات، في حين دعت قوى معارضة إلى مرحلة انتقالية تمهّد لتنظيم انتخابات "نزيهة".
والخميس الماضي حذّر بوتفليقة، في رسالة للجزائريين بمناسبة "يوم المرأة العالمي"، من "اختراق" الحراك الشعبي الحالي من قبل أي "فئة داخلية أو خارجية"، لم يسمّها، وعبّر عن "ارتياحه" لطابعها السلمي.
