What is behind Abbas' peace plan?
Palestinians in the present seek to repel the imposition of facts by Israel and the Trump administration on the ground, and in turn attract the attention of the President of the United States to their distress,
The Palestinians realized, very late, that their relations with the Trump administration had deteriorated significantly. In an almost desperate attempt to respond to Israeli allegations and the administration's claims that the Palestinians reject peacemaking and are not prepared to participate in the negotiations, Palestinian President Abbas delivered a speech at the UN Security Council on the many occasions he held negotiations with the Israelis Declaring that the Palestinians had never said "no" about a political process and that he had even presented a new Palestinian peace plan (or a plan that had been rewritten, due to how it was viewed).
The most important thing in Abu Mazen's plan is the holding of an international conference for peace this year (so that the US administration, which the Palestinians know as being biased to Israel since the Trump decision to transfer the US embassy to Jerusalem, is not responsible for managing the negotiations between Israel and the Palestinians) And demand that the administration of the negotiations be based on UN resolutions and the Arab initiative (whereby Abbas calls for a solution to the Israeli-Palestinian conflict first and then normalization of relations between Israel and the Palestinians, not the other way around), and that East Jerusalem be the capital of the State of Palestine Followers of the three monotheistic faiths (at the beginning of his speech, Abbas stressed that he respected the Jewish religion, which appeared to reflect anti-Semitic claims). He also called for a freeze on Trump's decision to move the US embassy to Jerusalem until an agreement is reached and not to stop aid to UNRWA, threatening that if six million "refugees" do not receive aid, they may practice terrorism or emigrate to Europe.
During his speech, Abu Mazen appeared to be feeling tired and tired. He seems to be under great pressure. The Palestinian steps are aimed at re-framing the dialogue and perhaps attract the attention of the US president, who is known to have access to information primarily from the headlines. ماذا يقف وراء خطة عباس للسلام؟
يسعى الفلسطينيون في الراهن إلى صد فرض الحقائق من جانب إسرائيل وإدارة ترامب على أرض الواقع، وبالمقابل إلى جذب اهتمام رئيس الولايات المتحدة إلى ضائقتهم,
أدرك الفلسطينيون، في وقت متأخر جدا، أن علاقاتهم مع إدارة ترامب قد تدهورت تدهورا كبيرا. في إطار محاولات بائسة تقريبا للرد على الادعاءات الإسرائيلية وادعاءات الإدارة الأمريكية التي تشير إلى أن الفلسطينيين يرفضون صنع السلام وليسوا مستعدين للمشاركة في المفاوضات، ألقى الرئيس الفلسطيني، عباس، أمس، خطابا في مجلس الأمن الدولي تحدث فيه عن المرات الكثيرة التي أدار فيها مفاوضات مع الإسرائيليين، معلنا أن الفلسطينيين لم يقولوا "لا" أبدا حول عملية سياسية وحتى أنه عرض خطة سلام فلسطينية جديدة (أو خطة تمت إعادة كتابتها، يعود ذلك إلى كيفية النظر إليها).
أهم ما جاء في خطة أبو مازن هو عقد مؤتمر دولي من أجل السلام، خلال هذا العام (لئلا تكون الإدارة الأمريكية، التي يعرّفها الفلسطينيون بصفتها متحيزة لإسرائيل منذ الإعلان عن قرار ترامب لنقل السفارة الأمريكية إلى القدس، مسؤولة عن إدارة المفاوضات بين إسرائيل والفلسطينيين)، والمطالبة بأن تستند إدارة المفاوضات إلى قرارات الأمم المتحدة والمبادرة العربية (التي يطالب عباس بموجبها التوصل إلى حل للصراع الإسرائيلي - الفلسطيني أولا ومن ثم تطبيع العلاقات بين إسرائيل والفلسطينيين، وليس العكس)، وأن تكون القدس الشرقية عاصمة دولة فلسطين، وتكون مدينة مفتوحة أمام أتباع الديانات السماوية الثلاث (في مستهل خطابه، شدد عباس على أنه يحترم الديانة اليهودية، ويبدو أن ذلك جاء تعبيرا عن ادعاءات اللاسامية). كما وطالب بتجميد قرار ترامب لنقل السفارة الأمريكية إلى القدس حتى التوصل إلى اتفاق، وعدم إيقاف المساعدات للأونروا، مهددا أنه في حال لم يتلقَ ستة ملايين "لاجئ"، وفق تسميته، المساعدات، فقد يمارسون الإرهاب أو يهاجرون إلى أوروبا.

خلال خطابه، كان يبدو أبو مازن متأثرا ومتعبا. يبدو أنه يتعرض لضغط كبير. تهدف الخطوات الفلسطينية إلى صياغة الحوار مجددا، وربما إلى جذب اهتمام رئيس الولايات المتحدة المعروف بأنه تصل إليه المعلومات بشكل أساسيّ من العناوين الرئيسية، وربما سينظر إلى الأمور نظرة مختلفة عندما يقرأ العنوان "مبادَرة سلام فلسطينية".
