 مناطق المتاخمة لحدود الصومال الدولة وإثيوبيا، كمثال جيجيا،تولي جوليد ومويالي، يراد لها أن تنتهي كمناطق مضطربة ومن ثم تفريغها من الصوماليين.
 الإقليم الصومالي الخاضع لاثيوبيا مخطط له أن ينتهي إلى واقع حرب أهلية.
 سكان الإقليم الصومالي الخاضع لإثيوبيا يراد تهجيرهم إلى الصومال الدولة.
 المناطق المتنازع عليها بين جيبوتي واريتيريا يقضي المخطط بتقسيمها بين الدولتين.
 قوات اريتيرية قسم كبير منها مسلمين ولاسيما من القومية العفرية سيتم إرسالها إلى الصومال تحث مبرر محاربة حركة الشباب.
 إقليم سيتي الصومالي الخاضع لإثيوبيا سينتهي كمسرح نزاع جغرافي بين الصوماليين والأورومو والعفر من جانب أخر.
مدينة مقديشو سيتم إعادتها إلى واقع مرحلة أمراء حرب القبائل.
