هل جلسة الاربعاء في الكونغرس انهت شبح عزل الرئيس ترامب؟
استأنف الكونغرس الأمريكي الثلاثاء ١٩/ نوفمبر سلسة جلسات  مرتبطة بالتحقيق الخاص بإطلاق إجراءات عزل الرئيس دونالد ترامب، حيث سيستمع لتسعة شهود على مدى ثلاثة أيام من بينهم سفير تحظى شهادته باهتمام وترقب كبيرين من الديمقراطيين.فمثل مستشارون في البيت الأبيض ودبلوماسيون ومسؤولون كبار في الإدارة الأمريكية أمام لجنة الاستخبارات في مجلس النواب الأمريكي المختصة بالتحقيقات ضد الرئيس ترامب .بتث إفادتهم مباشرة عبر التلفزيون ففي الاسبوع الماضي  قدم ثلاثة  دبلوماسيينافادتهم حول القضية المثيرة للجدل. الغاية من الافادات العلنية  السماح للأمريكيين بتكوين رأيهم الخاص حول محاولات الرئيس حض أوكرانيا على التحقيق بشأن جو بايدن الذي يملك فرصاً كبيرة لمنافسته في السباق الرئاسي عام 2020.ويرى الديمقراطيون أن "الحقائق لا يمكن إنكارها: الرئيس أساء استخدام نفوذه من أجل أهداف شخصية على حساب مصالح أمننا القومي"، وفق ما قالت رئيسة مجلس النواب الديمقراطية نانسي بيلوسي الإثنين ١٨/ نوفمبر .اما الجمهوريون ينددون والرئيس  ترامب يقول  إنه "ينظر جدياً" بتقديم شهادة بدوره للكونغرس، والمدافعون عنه من الجمهوريين بالتحقيق على اعتبار أنه "مطاردة" غير مسبوقة ضد الرئيس.الرئيس ترامب يشدد على أن مكالمته في 25 /يوليو/2019  مع الرئيس الأوكراني فولوديمير زيلينسكي، التي طلب منه خلالها "النظر" بشأن الديمقراطي جون بايدن نائب الرئيس اوباما واحد مرشحي الحزب الديمقراطي المحتملين في الانتخابات القادمة عن الحزب الديمقراطي، طبيعية "ممتازة". كما يؤكد عدم ممارسته "لأي ضغط" على نظيره الأوكراني، لكن الديموقراطيين يشككون بأنه عمد على تجميد مساعدة عسكرية لأوكرانيا لإجبار زيلينسكي تنفيذ رغباته.استمع الديمقراطيون في جلسة الأربعاء ٢٠/ نوفمبر /٢٠١٩  الى السفير الأمريكي السابق في الاتحاد الأوروبي جورج سوندلاند، الذي، وباعترافه الشخصي، قال للأوكرانيين إنهم لن يحصلوا على مساعدة بقيمة 400 مليون دولار ما لم يعلنوا عن فتح تحقيق حول جو بايدن.
 جلست الاربعاء احدثت تحول هائل في المواقف فبحسب تقرير الوشنطن بوست فان نانسي بلوسي  ونواب الحزب الديمقراطي قد بدلوا خطابهم من المطالبة باقالة الرئيس ترامب الى الاتهام بالرشوة.فالامر ليس تحول في القضية بل تراجع فالتهم التي يوجهها الكونغرس للرئيس بشهادة عدد من المسؤولين الحالين والسابقين الذي قدموا شهاداتهم ليثبتوا ان الرئيس الامريكي اساء استخدام سلطته لتحقيق هدف  سياسي حاص في الداخل الامريكي باخضاع المصالح الامريكية في هذا الجهد ، فالقضية موضوع تداول الكونغرس ليست الرشوة بل حجب الرئيس ترامب صرف المساعدات المالية والعسكرية التي اذن بها الكونغرس فالبحث يدور هنا حول احتمال ان تكون عملية الحجب انتهكت قانون الاعتمادات... فالتغيير في الخطاب الديمقراطي حول القضية ليس انهم يواجهون الدستور الامريكي بل ان النواب الديمقراطيين مطالبين بتقديم ايضاحات وتبريرات مقبولة لناخبيهم بعد ان رفعت الدعاية الديمقراطية الامال  بقدرة النواب على عزل الرئيس ترامب واقالته.فالنواب مطالبين بالايضاح بعد ان اكتشفوا ان قضيتهم مجرد قضية "رشوة" فمن المرجح ان يعجز نواب الحزب الديمقراطي عن اثبات قضية الرشوة الجديدة ضد الرئيس ترامب بالمنظور العقلاني فالانتقال من خطاب العزل والاقالة الى اتهام الرشوة لن يحسم موضوع العزل كما قضية الرشوة تحتاج ادلة قاطعة وحاسمة فالشهادات المقدمة حتى الان تعاني من نقص ظاهر في الادلة.

 مشكلة النواب الديمقراطين في الكونغرس انهم غرقوا في ولحل التردد وانهم لم يحددوا هدفهم بوضوح ودقة ومن ثم يجتهدوا في تحقيقه، فتحركهم نحو غايتهم "عزل الرئيس ترامب" غطت عليه سحابة من عدم اليقين وضبابية الهدف والالتباس وفتصوروا ان تنظيم خطواتهم يترتب من خلال جلسات الاستماع وبعدها ذلك لان التحقيقات من خلال الاستماع الى شهادات الشهود سوف تتمخض عنها الحقائق التي يتاسس عليها "عزل الرئيس" نعم الاستماع الى الافادات يفترض تحدد واجبهم وشكل الاتهام الذي يوجه للرئيس ولكنهم استبقوا كل ذلك بالحديث عن عزل الرئيس تحت غطاء من الدعاية الكثيفة التي استهدفوا بها ناخبيهم، الدعاية ركزت على النتيجة المفترض الوصول لها مما يعني الوثوق حد الجزم الحاسم مما يعني ارتفاع الامال عند الناخبين بان الرئيس قد اوشك على العزل من هنا وضع النواب الديمقراطين انفسهم امام ناخبيهم حين يصطدموا بجدار خيبة الامل الحتمي لاسيما بعد تحول استراتيجيتهم من اثارة مشاعر ناخبيهم بجعلهم يستعدون للنتيجة "عزل الرئيس" فالان الامر اتهام " بالرشوة" ضعيف البراهين من الصعب يقود الى الاقالة.النواب الديمقراطين اعطوا لمنتقديهم الديمقراطيين ذخيرة فاعلة باظهار ان هذه الاجراءات  وجلسات الافادات تتعلق بجودة الاداء السياسي للرئيس اكثر من السعي لتحقيق ميزة سياسية كعزل او اقالة الرئيس. من الواضح ان قضية الرئيس ترامب جزء من الصراع الانتخابي بين الديمقراطين والجمهورين فالانتخابات يبدو انها بدأت مبكرا فكلا الفريقين يسعى لحسمها قبل انطلاق المنافسة. فالازمة التي يواجهها النواب الديمقراطين تحول خطابهم وارتباكهم السياسي انهم يتناولون جريمة بسيطة سهلة الفهم"الرشوة" فرغم انها ذات رنين وصوت داوي ملفت للانظار الا انها تحتاج منهم تقديم ادلة اكثر دقة ووضوح ومصداقية لاشوبها التباس بتهم اخرى كعدم التصرف الممتاز او سوء استخدام السلطة فالاشكال الابوستمولوجي القانوني اذا اثبت عدم التصرف الفطن اوسوء استخدام السلطة فذلك لايشكل الدليل الكافي الضروري لاثبات تهمة الرشوة بحسب القانونيين فالنائب اليمقراطي امام معضلة معقدة مركبة ان الناخب ينتظر الوعد بعزل الرئيس والنواب ليس لهم الادلة حتى لاثبات الرشوة.الصورة العامة التي ترسلها الصورة العامة لجلست الاربعاء ربما ان الاغلبية الديمقراطية في الكونغرس اخطأت في تقديراتها السياسية او اخطأت في عدم التيقن من معلوماتها وانها اهدرت زمن عزيز فسيحاسبها عليه الناخب الذي يظن انها كاغلبية نيابية لم تستفد من هذه الميزة لتحقيق مصالحه بدلا عن ذلك استغرقوا انفسهم في معركة دون معترك ولم يحقق وعدهم ب"عزل الرئيس".
 هذه القضية لم تغلق عند هذا الحد فقد تحتمل المفاجئات  والمستجدات وما لا يخطر على بال الصراع والسباق الانتخابي  ليس سهلا يحتمل التبسيط فغالبا ما لايحتمل النظر اليه من زاوية ضيقة فكل شىء ممكن فيها ذلك جزء من طبيعة السياسة الامريكية
