South Sudan President Silva Kiir asks forgiveness from the opposition leader
During the performance of the opposition leader in South Sudan, Rick Machar sworn in as vice-president Silva Kiir in the capital, Juba, and the two sides agreed to form a government of national unity, Kiir said that he pardoned his opponents, as he called him to forgive him, calling on the people of the country to forgive.
Silva Kiir said: "I have pardoned my brother Dr. Riek Machar, Senior Vice President of the Republic of South Sudan, and I also ask him to forgive me, and I invite all people in South Sudan to forgive one another."
The priority of security and human rights
In international reactions, a statement by the European Union indicated that there are major challenges and obstacles that must be overcome, especially the transitional security arrangements. For his part, the United Nations High Commissioner for Refugees, Filippo Grandi, declared that millions of southern Sudanese, including refugees and displaced persons, deserve an end to their suffering.
In turn, Human Rights Watch director Jehanne Henry urged the new government to adopt a human rights agenda that includes reforming the national security apparatus, releasing the kidnapped people by armed groups, and establishing a mixed war crimes court in cooperation with the African Union.
The feud between the two men, CARE of the Dinka tribe and Machar of the Nuer tribe, triggered a war in December 2013, two years after the country's independence, and the conflict resulted in nearly six years killing more than 380,000 people, amid the aggravating humanitarian crisis .
Waiting for the refugees to return
According to the United Nations High Commissioner for Refugees, more than four million people have fled their homes, including about 2.2 million who have either fled to or asked for asylum in neighboring countries. The United Nations envoy to Juba, David Shearer, expressed his hope on Saturday to see many of the displaced people return home.
An investigation published by the United Nations this week stated that the forces of the South Sudan government and other armed groups intentionally starved the population, by preventing the entry of aid and the displacement of these people.
Although South Sudan is rich in oil, 82% of the 11 million citizens live below the poverty line, according to the World Bank Group in 2018. The country ranks 186 out of 189 in the Human Development Index ranking issued by the United Nations Program.

خلال أداء زعيم المعارضة في جنوب السودان ريك مشار اليمين الدستورية نائبا للرئيس سيلفا كيير في العاصمة جوبا، واتفاق الجانبين على تشكيل حكومة وحدة وطنية، قال كيير إنه يعفو عن معارضه، كما يدعوه للصفح عنه، داعيا سكان البلاد إلى التسامح.
وقال سيلفا كيير: "لقد عفوت عن أخي د. ريك مشار، نائب الرئيس الأول لجمهورية جنوب السودان، وإنني أطلب منه أيضا أن يصفح عني، وإنني أدعو جميع الناس في جنوب السودان أن يسامح الواحد منهم الآخر".
أولوية الأمن وحقوق الإنسان
وفي ردود الفعل الدولية أشار بيان للاتحاد الأوروبي إلى وجود تحديات كبرى وعقبات يجب تذليلها، خاصة منها الترتيبات الأمنية الانتقالية. من جهته، أعلن المفوض السامي للأمم المتحدة لشؤون اللاجئين فيليبو غراندي، أن ملايين السودانيين الجنوبيين بمن فيهم اللاجئون والنازحون يستحقون وضع حد لمعاناتهم.
بدورها، حضّت رئيسة قسم إفريقيا في منظمة هيومن رايتس ووتش جيهان هنري الحكومة الجديدة، على اعتماد جدول أعمال لحقوق الإنسان يشتمل على إصلاح جهاز الأمن الوطني، والإفراج عن المخطوفين على يد جماعات مسلحة، وإنشاء محكمة مختلطة لجرائم الحرب بالتعاون مع الاتحاد الإفريقي.
وكان الخلاف بين الرجلين، كير من قبيلة الدينكا ومشار من قبيلة النوير، تسبب في اندلاع حرب في كانون الأول/ديسمبر 2013، بعد عامين من استقلال البلاد، وأسفر النزاع طوال نحو ست سنوات عن مقتل أكثر من 380 ألف شخص، وسط تفاقم أزمة إنسانية مأسوية.
في انتظار عودة اللاجئين
وتشير مفوضية الأمم المتحدة لشؤون اللاجئين إلى أنّ أكثر من أربعة ملايين شخص فروا من منازلهم، بينهم نحو 2,2 مليون نزحوا إلى الدول المجاورة أو طلبوا اللجوء فيها. وأعرب مبعوث الأمم المتحدة إلى جوبا دافيد شيرر عن أمله السبت برؤية العديد من النازحين يعودون إلى ديارهم.
وذكر تحقيق نشرته الأمم المتحدة خلال الأسبوع الحالي، ان قوات حكومة جنوب السودان وغيرها من الجماعات المسلحة جوَعت عمدا السكان، من خلال منع دخول المساعدات وتشريد هؤلاء.
ورغم غنى جنوب السودان بالنفط، يعيش نحو 82% من 11 مليون مواطن تحت خط الفقر، بحسب مجموعة البنك الدولي في عام 2018. وتحل الدولة في المرتبة 186 من أصل 189 في ترتيب مؤشر التنمية البشرية، الصادر عن برنامج الأمم المتحدة.
