Post-globalization - a new phase in an old international order

There is no doubt that the factors that met after the end of the Cold War (1945-1991) are eroding - they formed necessary conditions for globalization in their political dimensions by maximizing the international organization and regional organizations to play a major role in building international peace and security, and in its economic dimension with the transition of the GATT to the World Trade Organization And all this was followed by a cultural, security and military globalization. ما بعد العولمة - طور جديد في نظام دولي قديم

لاشك ان العوامل التي اجتمعت بعد نهاية الحرب الباردة ( ١٩٤٥-١٩٩١) اخذت في التآكل - فقد شكلت شروط ضرورية للعولمة في ابعادها السياسية بتعظيم النمظمة الدولية والمنظمات الاقليمية للعب دور رئيس في بناء الامن والسلم الدوليين ، وفي بعدها الاقتصادي بانتقال منظمة الغات الى منظمة التجارة الدولية، وماتبع كل ذلك من عولمة ثقافية امنية عسكرية. فالرعاية الامريكية لهذا المشروع تراجع منذ ولاية الرئيس باراك اوباما واصبح له تصور فكري واضح منذ ولاية الرئيس دونالد ترامب الذي تخطى محددات العولمة في وحدة كوكب الارض من خلال الرؤية الانسانية المتصلة بوحدة مصالح سكان الارض في الثقافة والتاريخ والنماء والبيئة ، فالعومة تتجاوز المفاهيم التقليدية للامن القومي في وحدة امنية كونية لا فصام لعراها. فالرئيس ترامب خرج من التزامات مؤتمرات المناخ واتفاق لوزان مع ايران ، ومنظمة التجارة الدولية فاكد ان الامن الدولي قد يتوافق ويتقاطع مع الامن القومي الامريكي ، وان المصالح الامريكية رئيسة في ذهن صانع القرار الامريكي. ولا اظنني متجاوزا الحقائق ، اذا قلت ان عصر العولمة انتهي بانتهاء المهمة الملقاة على عاتق المنظومة الدولية ( مجلس الامن والامم المتحدة) في ارساء دعائم الامن والسلم الدولين ، فالامن الدولي فاللحظة الراهنة يقوم على تجسيم مصالح الاقوياء بامتلاك وسائل الردع والثروة ،فالتطبيق لايوافق نظرية العولمة القائمة على وحدة الارادة الدولية في التعاون والعمل المشترك لتحقيق مقاصد عليا انسانية تقتضي بناء امن نوعي انساني ينتقل بالبشرية من التفكك الى وحدة الاهداف والغايات والوسائل والمصالح ، بكل ما يعنيه ذلك من معاني القوة المعولمة ، دوليا واقتصاديا وثقافيا وحضاريا.
من اجل السير الحثيث نحو مقاصد العولمة ، اتبعت الكتل الكبرى في العالم عددا من المسالك ، نستيطيع ان نلخص نتائجها ، بسيطرة الصين على الاقتصاد العالمي وتراجع الولايات المتحدة، واختلال الامن الاوربي لصالح روسيا بعد الازمة الاوكرانية ، رغم توسع حلف الناتو شرقا ليشمل مجموعة الدول الخارجه من رحم السوفيات ، فالناتو لم يعد اكثر من نادي للتوجهات العامة بالدرجة التي جعلت الرئيس الفرنسي ماكرون يدعو اروبا لانشاء قوى عسكرية ، فهذه الدعوة تعتبر المسمار الاخير في نعش حلف الاطلسي الذي انتفت دواعي وجوده من تحلل حلف وارسو فهو يمثل ارث تدابير الحرب الباردة. كما ان خروج بريطانيا من الاتحاد الاوربي يفقد الاتحاد نصف وزنه في التاثير الدولي. اما المنظومة الدولية ( الامم المتحدة ومجلس الامن) فقد تراجعت قدراتها وفاعليتها بقياس مؤشرات دورها في الازمة السورية وانشاء التحالفات كما هو الحال مع التحالف لحرب الارهاب ضد داعش والتحالف العربي الاسلامي الذي مازال يخوض حربا ذات نتائج كارثية على الامن والسلم الدوليين. فالازمة السورية بتعدد ابعادها اظهرت مفارقة العولمة للفعالية في ارساء الامن الدولي الانساني في ذات القوت اكدت ان العالم يستشرف مرحلة جديدة نطلق عليها في هذا المقال ما بعد العولمة، هذه المرحلة من النظام الدولي من ملامحها تآكل دور المنظومة الدولية والمنظمات الاقليمية ذات التابعية لها ( الاتحاد الافريقي والاسيان ومجموعة الدول الامريكية والكاربية...الخ). فالمنظومات الامريكية ما زالت عاجزة عن التاثير على الازمة المزمنة المستفحلة في فنزويلا. يبرز ذات العجز في تعاطي الاتحاد الافريقي مع ازمات القارة لاسيما الصومال والصحراء الغربية وجنوب السودان وليبيا...الخ. كما ان تجمعات اقليمية تفككت او فقدت فعاليتها كالاتحاد المغاربي و مجلس التعاون الخليجي بتاثير من الفاعلين الدوليين بل الجامعة العربية تخسر دورها لصالح تركيا وايران وروسيا.
الواقع ان النظام الدولي برمته يتعرض لتحديات غير مسبوقة ، لاسيما تضائل دوره الانساني في الحروب والازمات الانسانية بما فيها مكافحة الاوبئة والامراض الفتاكة كفايروس كرونا الذي تؤكد انه تخطى المؤشرات لاعلان الطواري الدولية فتعجز منظمة الصحة العالمية لمخاوف ارتفاع الكلفة والنفقة ، فالمنظمة الدولية تعاني من ازمة مالية متقادمة بسبب تراجع الاقوياء عن الوفاء بالتزاماتهم المالية.
في عالم ما بعد العولمة تبرز اهمية التماسك الداخل للدول والمجتمعات ، بروز مفهوم الامن القومي من جديد في ظل عجز دولي ونشاط محموم للتكتلات الاقليمية والدولية في سعيها للهيمنة والسيطرة وماتكلفة من ثروات وموارد ، فكل دولة غير قادرة على احداث التماسك وبناء الرضا والوطني عبر التحول الديمقراطي هي عرضة للابتزاز والتوجيه والفرض والاملاء. عالم ما بعد العولمة عالم شديد المخاطر عظيم المهددات ضيق الفرص تعيش فيهالدول حديثة الاستقلال منعدمة عناصر القوى.
