Mr. President of the Republic inaugurated earlier this week the Omdurman Jabra Road Sheikh Barra or the 341 km export road, and it is expected that the road will contribute to connecting production areas with markets and export ports, facilitating access to Central and West Africa, moving the productive sectors and improving people's capabilities.
I have read and listened to the vision of North Kordofan State leadership in Al-Nahda in which the road is in its context and touched a different language and an absent approach in the issue of local development. To implement projects, they target a wide range of necessary and required interventions to maximize growth returns and sustainability.
This method used by North Kordofan is what it demanded in many writings, and it is called equitable growth or distribution at origin. Many countries seek to achieve development and remedy the imbalances in the distribution of growth returns through various programs that include social security and poverty alleviation. Is this method appropriate?
Studies in many countries confirm that these policies and programs are designed and managed in an apologetic manner and do not result in a significant impact on people's lives, simply because these people are excluded from the cycle of productive activity and lack capacity, so what benefits can be provided to them if they remain outside the main fabric of economic activity?
In order to avoid this deficiency, I call for what I call equitable growth or distribution at origin, and by that I mean that the processes of correcting the disruption of wealth start from policies and preferences for resource allocation. When resources are directed to sectors and regions that are weak or that absorb larger numbers of poor people, we thus guarantee improving their capabilities and integrating them into The cycle of economic activity and the increase in aggregate demand rates, which will lead to stimulate producers, will expand investment and revive sectors and regions.
Equitable growth requires integrating its directions and priorities into development strategies, to become more favorable to vulnerable groups and regions, and to focus on productive sectors with greater employment capacity, giving top priority to attracting investment and stimulating the private sector to access them. The pattern of government spending and resource allocation biased against vulnerable regions and groups leads to a series of imbalances that drive society to tension and crises, as well as direct economic consequences. If the situation reaches this point, it will not work to reduce poverty programs or redistribute wealth through social support policies, because the size of the structural imbalance and its extent deeply affect the structure of society and its components. And the exact opposite of what happens when we reallocate resources from the beginning, then we direct care to the weak regions and sectors that are characterized by the highest ability to employ and move the energies of society. In this case, favoring these sectors and regions leads to stimulating investments and increasing employment rates, which pushes the total demand rates in society, especially if we know that Rural poverty is more responsive to increased production than urban poverty, which is affected by redistributive policies.
The export and paradise path that distinguishes the Navir projects heralds the emergence of new paradigms in local development, paradigms that put people’s capacity building, overcoming obstacles and providing opportunities in the priorities of their interests, thereby raising the value of justice and distributing wealth in a more equitable and more sustainable manner.

طريق أمدرمان جبرة الشيخ بارا : بداية لوضع الحصان أمام العربة

افتتح السيد رئيس الجمهورية مطلع هذا الأسبوع طريق أمدرمان جبرة الشيخ بارا أو طريق الصادر الذي يبلغ طوله 341 كيلومتر، ويتوقع أن يسهم الطريق في ربط مناطق الإنتاج بالأسواق وموانئ التصدير وتسهيل النفاذ لوسط وغرب افريقيا وتحريك القطاعات الإنتاجية وتحسين قدرات الناس.

وقد قرأت واستمعت لرؤية قيادة ولاية شمال كردفان في النهضة والتي يقع الطريق في سياقها ولمست لغة مختلفة ومقاربة غائبة في قضية التنمية المحلية، فشعار النفير (موية- طريق- مستشفى) لخص منظورا كليا يستهدف تذليل العقبات وحلحلة المشكلات بهدف بناء القدرات وتحريك الانتاج، وفي سعيهم لتنفيذ المشروعات يستهدفون طيفا واسعا من التدخلات الضرورية والمطلوبة لتعظيم عوائد النمو واستدامته.

وهذا الاسلوب الذي تتبعه شمال كردفان هو ما طالبت به في كثير من الكتابات وأسميته النمو المنصف أو التوزيع عند المنشأ؛ فإن كثيرا من الدول تسعى لتحقيق التنمية وعلاج الاختلالات في توزيع عوائد النمو عبر برامج مختلفة تشمل الضمان الاجتماعي وتخفيف وطأة الفقر، فهل هذه الطريقة مناسبة؟

تؤكد الدراسات في كثير من الدول أن هذه السياسات والبرامج تصمم وتدار بطريقة اعتذارية ولا ينتج عنها أثرا ذي بال في حياة الناس، وذلك ببساطة لأن هؤلاء الناس مستبعدون من دورة النشاط الإنتاجي ويفتقرون للقدرات فماذا تجدي المعونات التي تقدم لهم إذا ظلوا خارج النسيج الرئيسي للنشاط الاقتصادي؟

وتلافيا لهذا القصور فإنني أدعو إلى ما أسميه النمو المنصف أو التوزيع عند المنشأ، وأعني بذلك أن تبدأ عمليات تصحيح خلل توزيع الثروة من سياسات وتفضيلات تخصيص الموارد؛ فعندما توجه الموارد للقطاعات والمناطق الضعيفة أو التي تستوعب أعدادا أكبر من الفقراء فإننا بذلك نضمن تحسين قدراتهم وادماجهم في دورة النشاط الاقتصادي وزيادة معدلات الطلب الكلي التي ستقود لتحفيز المنتجين فيتوسع الاستثمار وتنتعش القطاعات والمناطق.

يستدعي النمو المنصف دمج توجهاته وأولوياته في استراتيجيات التنمية، فتصبح أكثر محاباة للفئات والمناطق الضعيفة، وتركز على القطاعات الانتاجية ذات القدرة الأكبر على التشغيل فتعطى أولوية قصوى في جذب الاستثمارات وتحفيز القطاع الخاص لولوجها. ، يؤدي نمط الانفاق الحكومي وتخصيص الموارد المتحيز ضد المناطق والفئات الضعيفة لسلسلة من الاختلالات تدفع بالمجتمع للتوتر والأزمات، هذا فضلا عن النتائج الاقتصادية المباشرة. وإذا ما وصلت الأوضاع إلى هذه النقطة لن تجدي برامج تخفيف الفقر أو إعادة توزيع الثروة عبر سياسات الدعم الاجتماعي وذلك لأن حجم الخلل هيكلي ومداه يضرب عميقا في بنية المجتمع ومكونات وجوده. والعكس تماما ما يحدث عندما نعيد تخصيص الموارد منذ البدء فنتوجه بالرعاية للمناطق والقطاعات الضعيفة والتي تتميز بالقدرة الأعلى على التوظيف والتحريك لطاقات المجتمع؛ ففي هذه الحالة تؤدي محاباة هذه القطاعات والمناطق إلى تحفيز الاستثمارات وزيادة معدلات التشغيل مما يدفع بمعدلات الطلب الكلي في المجتمع خاصة إذا علمنا أن الفقر الريفي أكثر استجابة لزيادة الإنتاج بخلاف الفقر الحضري الذي يتأثر بسياسات إعادة التوزيع.

إن طريق الصادر والبرادايم الذي يميز مشروعات النفير تبشر ببروز نماذج جديدة في التنمية المحلية، نماذج تضع بناء قدرات الناس وتذليل العقبات واتاحة الفرص في أولويات اهتماماتها ، وهي بذلك تعلي من قيمة العدالة وتوزيع الثروة بنمط أكثر انصافا وأضمن للاستدامة.
