
Port Agreement between Athioiba and Eritrea
Following is a translation of the Convention on the Use of Eritrean Ports Assab and Massawa by Ethiopia.
A) Under this Agreement, Naseeb and Massawa are considered transit ports for Ethiopia. The movement of goods in transit should therefore be expedited and the transit documents and procedures should be simplified and harmonized
B) Ethiopian goods passing through Nassab and Massawa will be free of taxes and customs duties.
C) Eritrea must provide all necessary port and agency services to vessels owned by Ethiopia and goods destined for or coming from Ethiopia.
D) Payments for services rendered to Ethiopian vessels on land shall be made only in cases where the shipper or consignee pays the costs of handling in foreign currency.
E) Payment for the shipment of Eritrean goods loaded on Ethiopian vessels on land shall be paid, and the payment rate shall be in accordance with the agreed international consignment price.
F) Shipments of food and materials serving immediate human needs must be free of port charges and fine fees.
(G) The Ethiopian Government shall give the regulations and definitions of port services to the Eritrean Government. When Eritrea intends to change these regulations and tariffs, it shall notify the Government of Ethiopia 60 working days in advance.
Summary of the Convention:
Under the terms of the agreement, Asab and Massawa are considered as commercial land owned by the Ethiopian government unless they violate the agreed terms of goods.
