Obama refers to the North Korean "threat" and calls for cooperation

Former US President Barack Obama said in Tokyo on Sunday that North Korea was a "real threat" that could only be dealt with by international cooperation.
Obama said Washington should ensure that anti-missile defense systems exist to protect the region from possible North Korean ballistic missile attacks.
"North Korea poses a real threat," he said in a speech. "Pyongyang has developed an arms and arms transfer program. It poses a major threat not only to the region but to the whole world."
"Now we have not seen the progress we wanted to achieve, but more importantly, every single country will not be able to effectively solve this problem like collective action," he said. "North Korea is a country far from international standards and from the rest of the world as well," he said.
Under Obama, Washington was pursuing what is known as the "strategic patience" policy toward Pyongyang, hoping that sanctions would force it to change its stance and force it to abandon its nuclear ambitions. But during this period North Korea's progress in the area of ​​nuclear bombs and ballistic missiles proved largely ineffective in its sanctions policy.
Obama is on a tour of Asia, leading him to Singapore, New Zealand and Australia.

صرح الرئيس الأميركي السابق باراك أوباما في العاصمة اليابانية طوكيو اليوم (الأحد) بأن كوريا الشمالية تشكل «تهديداً حقيقياً» لا يمكنه معالجته إلا بتعاون دولي.
ورأى أوباما أنه على واشنطن ضمان وجود أنظمة دفاع مضادة للصواريخ لحماية المنطقة من هجمات باليستية كورية شمالية محتملة.
وقال في خطاب إن «كوريا الشمالية تشكل تهديداً حقيقياً»، مشيراً إلى أن بيونغيانغ وضعت برنامجاً للتسلح ولنقل الأسلحة «يشكل تهديداً كبيراً ليس فقط على المنطقة بل على العالم أجمع».
وأضاف أنه «حالياً لم نشهد التقدم الذي كنا نرغب في تحقيقه، لكن الأهم أن كل بلد بمفرده لن يتمكن من تسوية هذه المشكلة بفاعلية كالعمل الجماعي». وتابع أن كوريا الشمالية «بلد بعيد كل البعد من المعايير الدولية ومن بقية العالم أيضاً» لذا يصعب ممارسة ضغوط عليه.
وفي عهد أوباما كانت واشنطن تنتهج ما يعرف بسياسة «الصبر الإستراتيجي» حيال بيونغيانغ أملاً منها بأن تدفعها العقوبات إلى تغيير موقفها وترغمها على التخلي عن طموحاتها النووية. لكن خلال هذه الفترة أثبت التقدم الذي حققته كوريا الشمالية في مجال القنابل النووية والصواريخ الباليستية إلى حد كبير عدم فاعلية سياسة العقوبات.
ويقوم أوباما بجولة في آسيا قادته إلى سنغافورة ونيوزيلاندا وأستراليا.
