Israel plans to pardon hundreds of prisoners on its 70th anniversary
The Minister of Justice and the President of the State agreed on an extraordinary plan to pardon hundreds of prisoners and to ease other sanctions on the occasion of Israel celebrating its 70th independence based on the principle of mercy and granting a second chance according to the Hebrew judiciary
"The 70th anniversary of the establishment of Israel is an opportunity to review and show mercy," Israeli Justice Minister Aylit Shaked said Monday after reaching an agreement with the head of state, Reuven Rivlin, on a plan to grant amnesty and facilities to Israeli prisoners under the principle of mercy. They retreated based on the Hebrew judiciary.
Shakid said she would recommend easing penalties for soldiers and civil service volunteers, as well as easing fines for older people who are unable to pay their debts. According to the preliminary version of the agreement, it is expected to give priority to amnesty for prisoners who have expressed repentance and have been involved in a rehabilitation process. These include prisoners who have been assaulted by abusers, prisoners suffering from severe illnesses or disabilities, prisoners over the age of 70, and others.
Turning to the plan, the head of state said that he intended to help the occasion of the 70th anniversary of Israel, adding that these celebrations are an opportunity to look at the marginalized people do not see the community in normal days.
The amnesty decree excludes prisoners convicted of murder, crimes against state security, sexual offenses and special crimes in a military court.

اتفقت وزيرة العدل ورئيس الدولة على مخطط استثنائي للعفو عن مئات السجناء وتخفيف عقوبات آخرين بمناسبة احتفال إسرائيل باستقلالها ال70 استنادا إلى مبدأ الرحمة ومنح فرصة ثانية وفق القضاء العبري
"احتفالات ال70 عاما على تأسيس إسرائيل هي فرصة للمراجعة ولإبداء الرحمة" قالت وزيرة العدل الإسرائيلية، أيليت شاكيد، أمس الاثنين، بعد التوصل إلى اتفاق مع رئيس الدولة، رؤوفين ريفلين، على مخطط لمنح العفو والتسهيلات لسجناء إسرائيليين بموجب مبدأ الرحمة ومنح فرصة ثانية لمن أخطأوا وتراجعوا استنادا إلى القضاء العبري.
وقالت شاكيد إنها ستوصي بتخفيف العقوبات لجنود ومتطوعين في الخدمة المدنية وكذلك تخفيف الغرامات لكبار السن غير القادرين على دفع دينهم. وحسب الصيغة الأولية للاتفاق يتوقع منح أولوية العفو عن سجناء أبدوا توبتهم وانخرطوا في مسار تأهيل. ومن هؤلاء كذلك سجناء تعرضوا للاعتداء على يد من أساؤوا له، وسجناء يعانون من أمراض قاسية أو إعاقات صعبة، وسجناء فوق ال70 عاما، وغيرهم.
وتطرق رئيس الدولة إلى الخطة قائلا إنه ينوي مدّ يد العون بمناسبة العيد ال70 لإسرائيل وأضاف ان هذه الاحتفالات هي فرصة للنظر إلى المهمشين الذين لا يراهم المجتمع في الأيام العادية.
ويستثني قرار العفو سجناء أدينوا بجرائم قتل وجرائم المساس بأمن الدولة وجرائم جنسية وجرائم خاصة في المحكمة العسكرية.
