Israeli State Comptroller Confirms Lack of Professional Intelligence in the Issue of "Syrian Nuclear Reactor"
The newspaper "Yedioth Ahronoth" revealed the secret report presented by the State Comptroller in 2007 to the then Prime Minister, Ehud Olmert, criticized the treatment of intelligence with the "Syrian nuclear reactor."
Israeli State Comptroller Joseph Shapira said in his report that the intelligence services failed to provide prior warning that the Syrian authorities would build a "nuclear reactor" in Deir al-Zour, the facility bombed by the Israeli air force on September 6, 2007.
The report confirmed that the discovery of the supposed nuclear reactor, which was then in the final stage of the construction, was a "strategic surprise" for Israel.
Until the decision to destroy the site was taken in Deir al-Zour, the State Comptroller concluded that the performance of intelligence agencies lacked professionalism in providing advance warning and suffered "serious flaws".

مراقب الدولة الإسرائيلي يؤكد عدم مهنية الاستخبارات في مسألة "المفاعل النووي السوري"
كشفت صحيفة "يديعوت أحرونوت" عن التقرير السري الذي قدمه مراقب الدولة عام 2007 إلى رئيس الوزراء حينذاك، إيهود أولمرت، انتقد فيه تعامل الاستخبارات مع "المفاعل النووي السوري".
وبين مراقب الدولة الإسرائيلي، يوسف شابيرا، في تقريره أن أجهزة الاستخبارات فشلت في توفير إنذار مسبق من بناء السلطات السورية "مفاعلا نوويا" في دير الزور وهو المرفق الذي قصفه الطيران الإسرائيلي في 6 سبتمبر 2007. 
وأكد التقرير أن اكتشاف المفاعل النووي المفترض الذي كان وقتذاك في المرحلة النهائية من الإنشاء، شكل "مفاجأة استراتيجية" لإسرائيل.
وإلى حين اتخاذ القرار بتدمير الموقع في دير الزور استنتج مراقب الدولة أن أداء وكالات الاستخبارات افتقر للمهنية في توفير إنذار مسبق وكان يعاني من "عيوب خطيرة".
