The statements of Qatari Foreign Minister Sheikh Mohammed bin Abdul Rahman Al Thani at the Mediterranean Dialogue Forum in Rome raise many questions whether the Gulf crisis is over or is about to reach a final solution and the return of water to its natural streams.
Qatari Foreign Minister Sheikh Mohammed bin Abdul Rahman Al-Thani announced that "some progress" has been made during his country's talks with Saudi Arabia aimed at ending the Gulf crisis that has been going on for more than two years. The Qatari minister said, during a speech he delivered at the "Mediterranean Dialogue Forum" held in Rome, "During the past weeks, we have moved from stubbornness to achieving some progress, because there are discussions that have been in full swing between us and the Saudis in particular, and we are hopeful that these discussions will lead to the end the crisis".
"What happened in 2017 was a disruption to the region, and we believe that the sequence of events after the siege of Qatar undermined the security of our region," the minister added, according to video clips of the statements released by the Qatari channel, Al-Jazeera. He continued, "We at least move from the impasse, stubbornness, the 13 requests and other details to talk about a future vision," refusing to go into the details of the issues raised and the people involved in the negotiations.
The Qatari minister reaffirmed at the forum yesterday (December 6) that his country refused to interfere in its foreign policy, noting that the "13 requests" that Riyadh and its allies placed as a condition for reconciliation are not on the table. The Minister affirmed the Kuwaiti mediation role in giving impetus to the talks and thanked the Emir of Kuwait, Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, for "his continuous efforts and commitment."
Reconciliation is imminent
This is the first time that Qatar has touched on developments in Gulf reconciliation after a series of indicators of the openness of the parties to the crisis to negotiate a way out, among which was the invitation of Saudi King King Salman bin Abdulaziz to the Emir of Qatar Sheikh Tamim bin Hamad Al Thani to the summit of the Gulf Cooperation Council that This month will be held in Riyadh, and the participation of Saudi Arabia, the United Arab Emirates and Bahrain in the Gulf Football Cup "Gulf 24" in Qatar. Senior officials have represented the Emir of Qatar at the summit conferences of the Gulf Cooperation Council states since the imposition of the economic blockade in June 2017, despite receiving invitations to attend.
Deny the charges of supporting the Muslim Brotherhood

The Saudi team traveled directly to Doha despite the direct flight ban between the two countries, but the UAE team adhered to the ban and stopped in a third country. Al-Aqdar played its role, and Saudi Arabia, which specifically excluded Qatar, reached Bahrain for the final Sunday in Doha.
The Qatari foreign minister held talks with Saudi officials last month, according to an Arab diplomatic source. It appears that the recent attacks on Saudi oil facilities and the lack of Washington's move towards Iran, which was accused of being behind the attacks, prompted Saudi Arabia and its allies to reduce the severity of its policies.
In a step within the framework of the efforts exerted to resolve the Gulf crisis, the Qatari Deputy Prime Minister and Minister of Foreign Affairs, Sheikh Muhammad bin Abdul Rahman Al Thani, denied his country's support for the Muslim Brotherhood. He said in his speech yesterday at the Mediterranean Dialogues Forum, published today by the Qatari newspaper "Al-Watan" "We did not support political Islam nor the Muslim Brotherhood movement, but our support was for the people and not for the political parties."
He added, "Our support for Egypt did not stop even after the coup against President-elect Mohamed Morsi," stressing that the Muslim Brotherhood does not have an official presence in Qatar. On the relationship with Iran, he said, "Qatar is committed to a good-neighborly relationship with Tehran and will not forget that it opened its airspace to Qatar after the siege." In June 2017, Saudi Arabia, the United Arab Emirates, Bahrain and Egypt announced the boycott of Qatar, accusing it of supporting and financing terrorists, a charge denied by Doha.

تصريحات وزير الخارجية القطري الشيخ محمد بن عبدالرحمن آل ثاني في منتدى حوارات المتوسط بروما تثير تساؤلات كثيرة فيما إذا باتت الأزمة الخليجية منتهية أو على وشك الحل النهائي وعودة المياه إلى مجاريها الطبيعية.
أعلن وزير الخارجية القطري الشيخ محمد بن عبد الرحمن آل ثاني أنه تمّ إحراز "بعض التقدم" خلال مباحثات بلاده مع السعودية بهدف إنهاء الأزمة الخليجية المستمرة منذ أكثر من عامين. وقال الوزير القطري خلال كلمة ألقاها في "منتدى حوارات المتوسط" المنعقد في روما "خلال الأسابيع الماضية انتقلنا من الاستعصاء الى إحراز بعض التقدم، لأن ثمة مباحثات مضت على قدم وساق بيننا وبين السعوديين على وجه الخصوص، ويحدونا بعض الأمل بأن تفضي هذه المباحثات إلى نهاية الأزمة".
وأضاف الوزير، بحسب مقاطع فيديو من التصريحات نشرتها قناة "الجزيرة" القطرية "ما حصل في عام 2017 كان تعطيلا للمنطقة، ونعتقد أن تسلسل الأحداث بعد حصار قطر قوض أمن منطقتنا". وتابع "إننا على الأقل ننتقل من الطريق المسدود والاستعصاء والطلبات الـ13 وغيرها من التفاصيل إلى الحديث عن رؤية مستقبلية"، رافضا الدخول في تفاصيل المواضيع المطروحة والأشخاص الذين يخوضون المفاوضات.
وجدد الوزير القطري التأكيد في المنتدى أمس الجمعة (السادس من كانون الأول/ ديسمبر) على رفض بلاده التدخل في سياستها الخارجية، مشيرا إلى أن "الطلبات الـ13" التي كانت الرياض وحلفاؤها يضعونها كشرط للمصالحة ليست على طاولة البحث. وأكد الوزير دور الوساطة الكويتية في إعطاء دفع للمباحثات وشكر أمير الكويت الشيخ صباح الأحمد الجابر الصباح "لجهوده والتزامه المتواصل".
المصالحة وشيكة
وهذه هي المرة الأولى التي تتطرق فيها قطر الى التطورات في المصالحة الخليجية بعد سلسلة مؤشرات عن انفتاح من طرفي الأزمة على التفاوض حول مخرج، كان بينها دعوة العاهل السعودي الملك سلمان بن عبد العزيز لأمير قطر الشيخ تميم بن حمد آل ثاني إلى قمة مجلس التعاون الخليجي التي تعقد هذا الشهر في الرياض، ومشاركة كل من السعودية والإمارات والبحرين في كأس الخليج لكرة القدم "خليجي 24" في قطر. وينتظر المراقبون بفارغ الصبر رد فعل قطر، والذي قد يمهد الطريق لعقد "مؤتمر مصالحة" على الرغم من العقبات الكثيرة التي تعرقل طريق الوفاق.
في هذا السياق، قال كريستيان أولريشسن من معهد "بيكر" للسياسة العامة بجامعة رايس الأمريكية بعد دعوة الرياض للحاكم القطري إنّ "المؤشرات على أن المصالحة وشيكة تتضاعف". لكن بعض المراقبين السعوديين قللوا من دلالة هذه الخطوة قائلين إن الملك سلمان كان يتبع البروتوكول فقط مشيرين إلى أنه دعا الأمير القطري لحضور قمة العام الماضي أيضا. لكن الأمير الشيخ تميم بن حمد آل ثاني رفض حينها الدعوة، موفداً مبعوثا عنه. ومثل مسؤولون كبار أمير قطر في مؤتمرات قمة دول مجلس التعاون الخليجي منذ فرض الحصار الاقتصادي في حزيران/يونيو 2017، على الرغم من تلقيه دعوات للحضور.
نفي تهم دعم الإخوان المسلمين
وتضاعفت المؤشرات على احتمال حصول انفراج في العلاقات بين طرفي النزاع في الخليج، رغم رفض الدوحة الاستجابة لمطالب الفريق الذي تقوده السعودية بإغلاق محطة الجزيرة وخفض مستوى العلاقات مع إيران وإغلاق قاعدة عسكرية تركية في قطر.
وفي خطوة اتخذت في اللحظات الأخيرة الشهر الماضي، أرسلت الدول الثلاث فرقها الرياضية للمشاركة في بطولة الخليج لكرة القدم التي تستضيفها قطر، ما أثار تكهنات بشأن احتمال تحقيق اختراق دبلوماسي وشيك. وفي لفتة رمزية، سيّر الاتحاد البحريني لكرة القدم طائرتين تحملان مشجعين لحضور مباراة الفريق في نصف النهائي أمام العراق يوم الخميس القادم.
وسافر الفريق السعودي مباشرة إلى الدوحة رغم حظر الطيران المباشر بين البلدين، لكنّ الفريق الإماراتي التزم بالحظر وتوقف في دولة ثالثة. ولعبت الأقدار دورها، ووصلت السعودية، التي أقصت قطر تحديدا، والبحرين للنهائي الأحد في الدوحة.
وأجرى وزير الخارجية القطري محادثات مع مسؤولين سعوديين الشهر الماضي، على ما أفاد مصدر دبلوماسي عربي. ويبدو أن الهجمات الأخيرة على منشآت النفط السعودية وعدم تحرك واشنطن تجاه إيران التي اتهمت بالوقوف وراء تلك الاعتداءات، دفعت بالسعودية وحلفائها إلى التخفيف من حدة سياساتها.
وفي خطوة تدخل في إطار الجهود المبذولة لحلحلة الأزمة الخليجية، نفي نائب رئيس مجلس الوزراء وزير الخارجية القطري، الشيخ محمد بن عبد الرحمن آل ثاني دعم بلاده للاخوان المسلمين. وقال في كلمته امس في منتدى حوارات المتوسط، ونشرتها اليوم صحيفة "الوطن "القطرية  "لم ندعم الإسلام السياسي ولا حركة الإخوان المسلمين، لكن دعمنا كان للشعوب وليس للأحزاب السياسية".
وأضاف "دعمنا لمصر لم ينقطع حتى بعد الانقلاب على الرئيس المنتخب محمد مرسي"، مؤكدا أن الإخوان المسلمين ليس لديهم وجود رسمي في قطر. وبشأن العلاقة مع إيران، قال "إن قطر ملتزمة بعلاقة حسن الجوار مع طهران ولن تنسى أنها فتحت أجواءها لقطر بعد الحصار". وفي حزيران/ يونيو 2017، أعلنت  السعودية والإمارات والبحرين ومصر مقاطعة قطر، متهمة إياها بدعم وتمويل الإرهابيين، وهي تهمة نفتها الدوحة.
