The concept of neutrality, and positive aspects of it, is a policy pursued by sovereign states. The exceptional position on this situation occurs when the reality of an alliance with a party or the existence of a policy dictates it as an ideological example or strategic interests. Otherwise, states usually have to be positive neutral
This is not meant to justify non-neutrality, but rather to refer to the obstacles to neutrality, especially when there is an urgent need for it
As a country since 1960, Somalia has devoted itself to that concept, especially in its foreign policy, and thus avoided engaging in the policy of axes and alliances that prevailed under the First Republic.
Nevertheless, this independence and neutrality were partly present. The association with Italy was so distorted. Somalia, despite its implicit independence, remained subject to the political, economic and cultural constraints of its previously colonized state
It is an indication of the Italian control of Somalia that Rome abstained in 1964 from the import of Somali banana, as an attempt to pressure the decision of Mogadishu, economically and politically.
