The spread of universities and the diversity of disciplines provides an opportunity for them to be employed in the process of development and advancement, and as forums and lectures begin, it must be continued and expanded to achieve a national research and development policy. Research and development (R & D) is one of the most widely used terms in the scientific community. The Organization for Economic Co-operation and Development (OECD) defined R & D as "a creative work on a systematic basis to increase the stock of knowledge, including human knowledge, culture and society And use this knowledge repository to create new applications. "R & D also means all efforts involved in converting certified knowledge into technical solutions, in the form of methods, methods of production, and physical, consumer or investment products. In addition to the scientific and technical importance of research and development activities, it reflects the desire of the state or institution to relinquish part of its current revenues and profits in order to improve its efficiency and future revenues by employing a portion of current revenues in research activities that are expected to bear fruit in the future. However, many research may not have the desired results, which poses many challenges to research financiers. In the United States, for example, out of every 10 potential drugs that go beyond basic research, only one drug succeeds in overcoming all stages of development and succeeds in reaching the market. R & D needs a binding national policy and a sincere will that sets priorities, allocates resources, establishes networks, and above all, drives the private sector to adopt research and development.
