According to a recent NASA space survey, Iraq and Syria are the most arid parts of the world. One of the reasons for this is that Turkey has built a series of dams on the Tigris and Euphrates rivers.

The study by NASA scientists points to areas most affected by the lack of freshwater, a study based on data collected during a satellite mission to monitor the state of fresh water from 2002 to 2016.

Turkey has built 22 dams over the past 30 years, but the director of the Turkish Water Policy Academy, Dorson Yildiz, told the Sputnik news agency that Turkey wanted to build a solution to the water crisis.

"Despite the attempts made by Turkey in the past 30 years to preserve the water balance in the region, it has also finally fallen victim to the failure of coordination among regional players," Yildiz told the Russian news agency.

Yildiz pointed to a UN report issued in 2013 that clearly indicates that Iraq and Syria need dams in Turkish territory because the Tigris and Euphrates are uncontrolled rivers and can carry large quantities of water even in non-agricultural seasons. The report was not prepared by Turkey, but prepared by the United Nations, but the instability and lack of mutual trust between the countries of the Middle East, preventing a comprehensive dialogue for all areas, including water resources.

According to Yildiz, everything is going to prove that the use of water resources will again, in the near future, become a major political issue that controls regional security: "The international forces bear a large part of the responsibility, because it is their actions that move the region towards instability."

"The main problem is not that Turkish dams determine the flow of water in the region, but rather the emergence of many new players who are interfering in the Middle East water policy," says the director of the Turkish Academy of Water Policy. "The Kurdistan Region administration in Iraq is one of these players, Another player, and it is not yet known who the players are in Syria. "

"This is a very realistic scenario," Yildiz said, adding that "the positive impact on the water policy of the two countries will come from every step they take to build their relations and enhance cooperation on the basis of common interests" .

Yildiz points out that oil is a vital natural resource, and natural suppliers, water and energy, can contribute to the development of a new dimension between Iraq and Turkey, adding that the Middle East must ultimately express the will to self-manage its oil and water resources.

"Delaying this process will only exacerbate the problem. As experience has shown, with the lack of trust and mutual respect for each other's interests, it is not possible to reach a solution to the water crisis," Yildiz said.

Yildiz believes that the idea of ​​water for oil is just one of the global tasks to promote regional coordination based on common interests.

وتشير الدراسة التي قام بها علماء ناسا، إلى المناطق الأشد معاناة بسبب الافتقار إلى المياه العذبة، وهي دراسة بنيت على بيانات تم جمعها خلال مهمة نفذتها أقمار صناعية، تهدف إلى متابعة حالة المياه العذبة خلال الفترة من 2002 حتى العام 2016.

ويشير التقرير إلى أن تركيا قامت ببناء 22 سداً خلال السنوات الثلاثين الأخيرة، ولكن مدير الأكاديمية التركية للسياسات المائية، دورسون يلدز، قال عن هذه السدود لوكالة "سبوتنيك" الروسية للأنباء، إن تركيا إنما أرادت من بنائها حل أزمة المياه.

وقال يلدز للوكالة الروسية: "رغم المحاولات التي بذلتها تركيا في السنوات الثلاثين الأخيرة، لحفظ توازن المياه في المنطقة، إلا أنها هي أيضاً وقعت في النهاية ضحية لفشل التنسيق بين اللاعبين الإقليميين".

وأشار يلدز إلى تقرير للأمم المتحدة، صدر في العام 2013، ويشير بوضوح إلى أن العراق وسوريا بحاجة إلى السدود الموجودة في الأراضي التركية، لأن دجلة والفرات نهران غير مسيطر عليهما، ويمكنهما حمل كميات كبيرة من المياه حتى في غير المواسم الزراعية، بالقول: "هذا التقرير لم تقم تركيا بإعداده، بل أعدته الأمم المتحدة، ومع ذلك فإن عدم الاستقرار وغياب الثقة المتبادلة بين دول الشرق الأوسط، منعا قيام حوار شامل لكافة المجالات، ومن بينها الموارد المائية".

وحسب يلدز فإن كل الأمور تتجه نحو إثبات حقيقة أن استخدام الموارد المائية سيعود مرة ثانية، في المستقبل القريب، ليصبح قضية سياسية رئيسة تتحكم بالأمن الإقليمي: "تتحمل القوى الدولية جزءاً كبيراً من المسؤولية، لأن تصرفاتها هي التي تمضي بالمنطقة صوب عدم الاستقرار".

ويوضح مدير الأكاديمية التركية للسياسات المائية، أن المشكلة الرئيسة لا تكمن في كون السدود التركية تحدد تدفق المياه في المنطقة، بل تكمن في ظهور لاعبين جدد كثيرين يتدخلون في السياسة المائية للشرق الأوسط، ويقول: "إدارة الإقليم الكورد في العراق واحدة من هؤلاء اللاعبين، وإيران لاعب آخر، وليس معلوماً بعد من هم اللاعبون الموجودون في سوريا".

وحول ما إذا كان ممكناً أن يزود العراق تركيا بالنفط مقابل حصوله على الماء، قال يلدز إن "هذا السيناريو واقعي جداً"، مضيفاً أن "التأثير الإيجابي على السياسة المائية للبلدين سيأتي من كل خطوة يخطوانها لبناء علاقاتهما، وتعزيز التعاون بينهما على أساس المصالح المشتركة".

ويشير يلدز إلى أن النفط هو أحد الموارد الطبيعية الحيوية، ويمكن للموردَين الطبيعيين، الماء ومصدر الطاقة، أن يساهما في تطوير التعامل بين العراق وتركيا ومنحه بعداً جديداً، مضيفاً أن على الشرق الأوسط في نهاية المطاف أن يعبر عن إرادة الإدارة الذاتية لمصادره النفطية والمائية.

وقال يلدز: "إن تأخير هذه العملية لن يؤدي إلا إلى تفاقم المشكلة، وكما بينت لنا التجارب فإنه مع غياب الثقة والإحترام المتبادل لمصالح بعضنا البعض، ليس ممكناً التوصل إلى حل لأزمة المياه".

ويرى يلدز أن فكرة الماء مقابل النفط هي فقط واحدة من المهام العالمية للحث على التنسيق الإقليمي القائم على المصالح المشتركة.
