Introduction and directives Higher education, as the top of the educational pyramid, is responsible for the advancement of society, by providing it with intellectual, cultural, professional, organizational and administrative leadership, as well as the number of successive generations it undertakes, which will have its positive contribution in various aspects of life. Higher education has become the most influential social institution in the movement of human history in all its accomplishments and the victories it accomplishes in discovering the secrets of the universe, concealing its laws, domesticating its resources, building military, political and economic power, in bringing about social change, and in organizing human relations and activities at various levels. Globally, internationally, continually, regionally, nationally and locally, in everything that touches human life, and while the education system adapted from the systems of Western colonial countries has separated students from their doctrinal, cultural and civilizational origins, and established elites affiliated with it with their thoughts and sentiments, separating them from their societies and their right to originality and progress, the The higher education strategy aims to adapt the higher education system, indigenize it, root it, and launch it into a space of renewal and active contribution to the desired civilizational renaissance. The first thing that the higher education strategy should envisage is for the higher education system to consolidate itself by affirming its cultural and social lineage, reforming its state in terms of goals, content, organization and management, and moving towards deepening the scientific methodology and critical outlook, using it as a tool to assimilate and develop contemporary knowledge and science. And moving it from the stage of transferring knowledge to the stage of creativity in its field, and its actions in the interest of the community so that the learner does not separate from his community, and does not grow from his origins, and he works as well to promote objective scientific consultation and dialogue, provide them with specialized technical expertise, and see the course of cultural, social and civilization progress. استراتيجية التعليم العالي في السودان 1992-2002 المقدمة والموجهات ان التعليم العالي، بصفته قمة الهرم التربوي، تقع عليه مسؤلية النهوض بالمجتمع، وذلك بمده بالقيادات الفكرية والثقافية، والمهنية، والتنظيمية والادارية، فضلا عما يضلع به من اعداد اجيال متتالية، يكون لها اسهامها الايجابي في مختلف مناحي الحياة. ولقد اصبح التعليم العالي اكبر المؤسسات الاجتماعية تاثيرا في حركة التاريخ البشري في كل مانجزه وما ينجزه من انتصارات في اكتشاف اسرار الكون، واستكناه قوانينه ، واستئناس موارده ، وفي بناء القوة الحربية والسياسية والاقتصادية، وفي احداث التغيير الاجتماعي، وفي تنظيم العلاقات والنشاطات الانسانية على مختلف مستوياتها، عالميا ودوليا وقاريا واقليميا ووطنيا ومحليا، في كل ما يمس الحياة البشرية ، ولئن كان نظام التعليم المقتبس من نظم الدول الغربية المستعمرة قد باعدت بين الدارسين واصولهم العقدية والثقافية والحضارية، وأنشأ نخبا تابعة له بفكرها ووجدانها، وفصمها عن مجتمعاتها وحقها في الاصالة والتقدم ، فان استراتيجية التعليم العالي تهدف الى تطويع نظام التعليم العالي وتوطينه ، وتاصيله والانطلاق به الى رحاب التجديد والاسهام الفاعل في النهضة الحضارية المنشودة. واول ما ينبغي لاستراتيجية التعليم العالي ان تتوخاه ان يؤدي نظام التعليم العالي الى تاصيل ذاته بتاكيد نسبه الحضاري والاجتماعي، واصلاح حاله من حيث الاهداف والمحتوى والتنظيم والادارة، وان يتجه الى تعميق المنهجية العلمية، والنظرة النقدية، متخذا منها اداة لاستيعاب المعارف والعلوم المعاصرة ، وتطيرها، والانتقال بها من مرحلة نقل المعرفة الى مرحلة الابداع في مجالها ، واعمالها في مصلحة الجماعة بحيث لاينفصل المتعلم عن مجتمعه ، ولاينبت عن اصوله ، وان يعمل كذلك لترقية الشورى والحوار العلمي الموضوعي، ورفدها بالخبرة الفنية المتخصصة ، وان يرو مسيرة التقدم الثقافي والاجتمعاي والحضاري. الموجهات استندت استراتيجية التعليم العالي على الموجهات التالية: ١/ الاسهام الفاعل في تاسيس النهضة الحضارية الشاملة بالوطن ، انطلاقا من مهمة التعليم العالي في ترسيخ الحضارة بمضامينها العقدية والانسانية والاعمارية ، واعداد القيادات الفكرية والمهنية وتاهيلهم لاداء الدور الرسالي الذي ترمي اليه الاستراتيجية الشاملة. 2 / ترسيخ العقيدة الدينية والاعراف الحميدة، وترسيخ الوحدة الوطنية، والولاء للوطن ، والاسهام في بنائه، والمحافظة على بيئته. 3 / التجديد المستمر في بنية النظام التربوي ونوعه ليستجيب لمتطلبات المجتمع ، وليواكب ايقاع تقدمه. 4 / قومية التعليم والعدالة في اتاحة فرصه للجميع. 5 / ان يمتلك السودان المقدرات الاساسية في مجال التقانة والعلوم، والتاهيل والتدريب
