Prof. Ahmed Suleiman’s contribution to the initiative “Together in Confronting Hate Speech among the Syrians: Launched by the National Democratic Gathering in Syria.

The constitution and democracy are the guarantee to reduce hate speech.

In the absence of democracy and the constitution guaranteeing the rights of citizens, individuals and groups, many phenomena are growing in society where injustice is attained by the greatest part of citizens, and laws of centers of power are established from top to bottom, as well as horizontally in society, and in popular expression circulating since ancient times (the strong eats the weak), no doubt This matter, with time and accumulation in its negative results, produces other topics that come in the context of justifying this injustice, repression and inequality in society and according to the existing pluralism in any society. These justifications appear in parallel with it. In the framework of national diversity, racist concepts emerge to justify the existing discrimination policy in society. As well as in the case of religious, cultural and class diversity, which creates a state of latent enmity in society that appears in the majority, and is hidden in the minority and with time it grows to become a satisfactory condition that prevails in the discourse in society at the expense of proper and wise discourse.

This destructive rhetoric of society, with its positive values ​​of coexistence and civil peace, will lead to the closure of all avenues for development, development and justice and increase its existing crises instead of searching for solutions to them.

In the general experience of us as Syrians, and during the current crisis we live this speech in its worst forms, and it is no longer in the context of the speech but rather exceeded the actual practice of it, and from here we see the killing on identity, religion, sect, ethnicity, and even culture and thought, and this killing is no longer in the context of diversity It only deepened more to include members of the one sect or one ethnic or one religion, because this dispute is justified and behind it hides the true cause of the dispute, which is due, as I said, to the absence of a guarantor constitution for rights and a democratic system that protects this constitution and organizes the mechanism of work in society and between citizens And power.

In the private experience and in the Kurdish national framework, we suffer twice as many Syrian citizens as I mentioned above and again in the context of the relationship between the Kurdish society politically and socially, as the political movement, although it came as a result of discrimination and with the aim of removing it from the Kurds and unfortunately failed to fortify the Kurdish movement from hate speech Rather, he tried in many cases to transfer the crises of others to it through imitation or justification, but over time, especially after some of them managed to hold power locally and possess power, influence and economics, instead of benefiting from the bitter experiences of others and solving their internal problems through democratic means that tended to reproduce the experiences of the backward regimes in The region, while the other powers outside the authority, in turn, were not presented with any constructive opposition action. Rather, opportunities are sought to pick up the mistakes of the authority, and they remain entrenched behind large slogans from the previous stages, and some of them continued to blow in the closeness of the offenders to the Kurdish issue from the local and regional powers involved Syrian and Syrian Kurdish implied.

Hence, overcoming this destructive rhetoric needs levels of solution in three (global, regional and internal national) and important frameworks, and despite its difficulty starting with the private and expanding the circle despite the existing dark state, society is mostly benevolent but sources in his decision by those who dominate his will from those forces that are from Its interest is the continuation of this discourse, conflict and discrimination, but within the framework of the concerted efforts of the benevolent and giving way to the forces of society, this reality can be overcome. Let the goal be first and foremost a constitution that guarantees rights and a democratic system that organizes the relationship in society.

اللقاء الوطني الديمقراطي

مساهمة الأستاذ أحمد سليمان في مبادرة "معاً في مواجهة خطاب الكراهية بين السوريين: التي أطلقها اللقاء الوطني الديمقراطي في سوريا.

الدستور والديمقراطية هما الضمان للحد من خطاب الكراهية.

في غياب الديمقراطية والدستور الضامن لحقوق المواطنين أفراداً وجماعات، تتنامى ظواهر عديدة في المجتمع حيث الظلم ينال القسم الأعظم من المواطنين، وتتكرس قوانين مراكز القوى من الأعلى الى الادنى، وكذلك افقيا في المجتمع ، وبالتعبير الشعبي المتداول منذ القدم ( القوي يأكل الضعيف )، ولا شك ان هذا الأمر مع الزمن والتراكم في نتائجه السلبية يفرز مواضيع أخرى تأتي في سياق تبرير هذا الظلم ،والقمع وعدم التساوي في المجتمع وحسب التعددية القائمة في أي مجتمع تظهر تلك التبريرات بالموازاة معها، ففي إطار التنوع القومي تبرز المفاهيم العنصرية لتبرير سياسة التمييز القائمة في المجتمع، وكذا في حالة التنوع الديني والثقافي والطبقي ،مما يخلق حالة من العداء الكامن في المجتمع تظهر لدى الأغلبية، وتستتر لدى الأقلية ومع الوقت تنمو لتصبح حالة مرضية تسود الخطاب في المجتمع على حساب الخطاب السوي والحكيم.

هذا الخطاب المدمر للمجتمع بقيمه الإيجابية في العيش المشترك والسلم الأهلي سيؤدي إلى إغلاق كل السبل أمامه للتطور والتنمية والعدالة و يزيد من ازماته القائمة بدلاً من البحث عن حلول لها.

وفِي التجربة العامة لنا كسوريين، وخلال الأزمة الحالية نعيش هذا الخطاب بأسوأ اشكاله ،ولَم يعد في إطار الخطاب بل تجاوز إلى الممارسة الفعلية لها، ومن هنا نرى القتل على الهوية أو الدين أو الطائفة أو الأثنية وحتى الثقافة والفكر ،وهذا القتل لم يعد في إطار التنوع فحسب بل تعمق أكثر ليشمل أبناء الطائفة الواحدة او الإثنية الواحدة أو الدين الواحد ،وذلك لأن هذا الخلاف هو مُبرر ليس إلا ويخفي خلفه السبب الحقيقي للخلاف ،والذي يعود كما قلت إلى غياب دستور ضامن للحقوق ونظام ديمقراطي يحمي هذا الدستور وينظم آلية العمل في المجتمع وبين المواطن والسلطة.

وفِي التجربة الخاصة وفِي الإطار القومي الكردي فإننا نعاني بشكل مزدوج مرة كمواطنين سوريين كما أوردته أعلاه ومرة اخرى في إطار العلاقة بين المجتمع الكردي سياسياً واجتماعياً، حيث ان الحركة السياسة رغم انها جاءت نتيجة التمييز وبهدف إزالته عن الكرد وللأسف فشل في تحصين الحركة الكردية من خطاب الكراهية بل حاول في الكثير من الأحيان نقل أزمات الآخرين إليها عبر التقليد أو التبرير ولكن مع الوقت وخاصة بعد تمكن قسم منها في تبوء السلطة محلياً وامتلاكها للقوة والنفوذ والاقتصاد وبدلا من الإستفادة من التجارب المريرة للآخرين وحل مشاكلها الداخلية عبر وسائل ديمقراطية اتجهت نحو أستنساخ تجارب الأنظمة المتخلفة في المنطقة أما القوى الأخرى خارج السلطة بدورها لم تُقّدم على اأي عمل معارض بناء، بل تتحين الفرص لالتقاط الأخطاء لدى السلطة ، وبقيت على التمترس خلف شعارات كبيرة من المراحل السابقة ، وتمادو البعض منها في النفخ في قربة المسيئين للقضية الكردية من المحليين والقوى الإقليمية المتدخلة في الشأن السوري والكردي السوري ضمناً.

ومن هنا فإن تجاوز هذا الخطاب المدمر يحتاج مستويات للحل في ثلاث أطر (عالمية وإقليمية وداخلية وطنية ) والمهم، ورغم صعوبته البدء بالخاص وتوسيع الدائرة رغم الحالة السوداوية القائمة إلا أن المجتمع بمعظمه خيّر ولكن مُصادر في قراره من قبل المهيمنين على إرادته من تلك القوى التي من مصلحتها استمرار هذا الخطاب والنزاع والتمييز ،ولكن في إطار تضافر جهود الخيرين وإفساح المجال أمام قوى المجتمع يمكن التغلب على هذا الواقع، وليكن الهدف أولا وأخيراً دستور ضامن للحقوق ونظام ديمقراطي ينظم العلاقة في المجتمع.
