1. The Transitional Authority and the RUF are committed to concluding a comprehensive, just and sustainable peace agreement that addresses the root causes of the Sudanese problem and its implications, including issues related to marginalization and the issues of war-affected peoples, within six (6) months of the formation of the National Council of Ministers Of the Transitional Authority. Peace negotiations begin within a maximum period of one month from the date of the formation of the Interim Council of Ministers.

2. The political agreement, the constitutional declaration, any transitional constitution or any law or decree should not interfere with or hamper the peace talks or the content or outcomes of the peace agreement.

3. The texts and provisions of the peace agreement to be reached later between the Transitional Authority and the Front shall prevail Of the Sudanese Revolutionary against all the conflicting provisions and provisions contained in the Political Agreement, the Constitutional Declaration or the Transitional Constitution or any other decree and law.

4. The institutions established under the Political Agreement and the Constitutional Declaration, including the Council of Ministers, the Council of Ministers, the Legislative Council, all commissions and regional and local government institutions, must be restructured to accommodate the outcomes of the peace agreement to be concluded between the Transitional Authority and the Sudanese Revolutionary Front

5. The security sector will be restructured according to the terms of the peace agreement between the Transitional Authority and the Sudanese Revolutionary Front to build the sector on a stable, professional, independent and inclusive basis, subject to civil authorities and capable of fulfilling its constitutional and legal duties. These forces must not be loyal to a party, group or population, but must be loyal to the entire Sudanese state

6. The Transitional Authority shall abide by international treaties and any relevant international standards and obligations, including compensation and restitution of property for displaced persons and refugees. The rights of displaced persons and refugees stipulated in international treaties and laws shall be guaranteed, guaranteed and guaranteed during and after the voluntary repatriation process.

7. The Transitional Authority shall ensure that no general elections are held before the achievement of a just, comprehensive and sustainable peace agreement that addresses the roots, conflicts and effects of the Sudan and prior to creating a climate for the voluntary return of displaced persons and refugees.

• Confidence-building measures

1. The Transitional Authority shall take the following confidence-building measures throughout the transitional period
(A) Allow the access of humanitarian aid, including aid and foreign assistance, to war-affected areas without hindrance;
(B) Release all convicted political prisoners and prisoners
C) enable the ICRC to organize the exchange of prisoners;
(D) Abolition of all absentee verdicts and charges against leaders and members of armed movements
(C) To guarantee political freedoms, including freedom of information, organization and assembly;
(H) To comply with the Human Rights Council's decision to open an Office of the High Commissioner for Human Rights in the Sudan;
To enforce the measures of transitional arrogance and accountability for all crimes committed against the Sudanese people, in particular crimes of genocide, crimes against humanity and war crimes. Such measures include the immediate surrender of Omar al-Bashir and other defendants to the criminal court.
(D) The conclusion of the Agreement on the cessation of hostilities in Darfur and the two ransoms with the Sudanese Revolutionary Front, which includes regional and international support mechanisms.
The cessation of hostilities agreement must include the immediate right of the RUF to practice as a political organization throughout the Sudan.

# Substantive issues to negotiate

• The Transitional Authority, when entering into peace negotiations with the Sudanese Revolutionary Front, should address the following issues, but not exclusively.
- Basic freedoms and human rights
- The specifics of war-affected areas
- Security arrangements
- Issues of the marginalized and vulnerable groups
- Identity
- Equal citizenship
- The system of government and the relationship between the center and the regions
- Land and Hawkir issues
- The justice of the distribution of power and wealth
- Fair and sustainable development
Voluntary return of displaced persons and refugees
- Reconstruction of war-affected areas
- Compensation and return of property
- Transitional Justice

1. تلتزم السلطة الانتقالية والجبهة المتحدة الثورية بابرام اتفاق سلام شامل وعادل ومستدام يعالج الاسباب الجذرية للمشكلة السودانية وما يترتب عليها من اثار, بما في ذلك القضايا المتعلقة بالتهميش ومسائل الشعوب المتضررة من الحرب, في غضون ستة (6) اشهر من تشكيل المجلس الوطني لوزراء السلطة الانتقالية. تبدا مفاوضات السلام في غضون فترة اقصاها شهر واحد من تاريخ تشكيل مجلس الوزراء المؤقت.

2. ان الاتفاق السياسي, والاعلان الدستوري, اي دستور انتقالي او اي قانون او مرسوم لا ينبغي ان يتدخل في محادثات السلام او على محتويات اتفاق السلام او نتائجها او نتائجها.

3. نصوص واحكام اتفاق السلام الذي سيتم التوصل اليه فيما بعد بين السلطة الانتقالية والجبهة الغلبة للثورة السودانية ضد كل الاحكام والاحكام المتضاربة الواردة في الاتفاق السياسي او الاعلان الدستوري او الدستور الانتقالي او اي مرسوم وقانون اخر.

4.-ويجب اعادة هيكلة المؤسسات المنشاة بموجب الاتفاق السياسي والاعلان الدستوري, بما في ذلك مجلس الوزراء, ومجلس الوزراء, والمجلس التشريعي, وجميع اللجان, والمؤسسات الحكومية الاقليمية والمحلية, لاستيعاب نتائج اتفاق السلام. ليتم ابرامها بين السلطة الانتقالية والجبهة الثورية السودانية

5. سيتم اعادة هيكلة القطاع الامني وفقا لاحكام اتفاق السلام بين السلطة الانتقالية والجبهة الثورية السودانية لبناء القطاع على اساس مستقر ومحترف ومستقل وشامل, رهنا بالسلطات المدنية وقادرة على الوفاء بذلك. الواجبات الدستورية والقانونية. هذه القوات يجب ان لا تكون موالية لحفلة او مجموعة او سكان, ولكن يجب ان تكون موالية للدولة السودانية باكملها

6. تلتزم السلطة الانتقالية بالمعاهدات الدولية واي المعايير والالتزامات الدولية ذات الصلة, بما في ذلك التعويض واعادة الممتلكات للمشردين واللاجئين. ان حقوق النازحين واللاجئين المنصوص عليها في المعاهدات والقوانين الدولية مضمونة ومضمونة ومضمونة اثناء عملية الاعادة الطوعية الى الوطن وبعد ذلك.

7. تكفل السلطة الانتقالية عدم اجراء انتخابات عامة قبل تحقيق اتفاق سلام عادل وشامل ومستدام يعالج جذور ونزاعات وتاثيرات السودان وقبل خلق مناخ من اجل العودة الطوعية للمشردين. واللاجئين.

• الهوية, والمواطنة المتساوية, والعلاقات بين الاديان, والحكم, والقوة, والثروة, واعادة هيكلة الدولة, والترتيبات الامنية المستدامة

• تدابير بناء الثقة

1. تتخذ السلطة الانتقالية تدابير بناء الثقة التالية طوال الفترة الانتقالية.
(ا) السماح بوصول المساعدات الانسانية, بما في ذلك المساعدة والمساعدة الاجنبية, الى المناطق المتاثرة بالحرب دون عائق ؛
(ب) الافراج عن جميع السجناء والسجناء السياسيين المدانين
(ج) تمكين اللجنة الدولية للصليب الاحمر من تنظيم تبادل السجناء ؛
(د) الغاء جميع الاحكام والرسوم الغائبين ضد القادة واعضاء الحركات المسلحة
(ج) ضمان الحريات السياسية, بما في ذلك حرية المعلومات والتنظيم والتجمع ؛
(ح) الامتثال لقرار مجلس حقوق الانسان بفتح مكتب للمفوض السامي لحقوق الانسان في السودان ؛
- انفاذ تدابير التكبر والمساءلة الانتقالية لجميع الجرائم المرتكبة ضد الشعب السوداني, وخصوصا جرائم الابادة الجماعية, والجرائم المرتكبة ضد الانسانية, والجرائم الحربية. وتشمل هذه التدابير الاستسلام الفوري ل عمر البشير وغيرهم من المتهمين الى المحكمة الجنائية.
(د) اختتام الاتفاق بشان وقف الاعمال القتالية في دارفور وال اثنينن مع الجبهة الثورية السودانية, والتي تشمل اليات الدعم الاقليمي والدولي.
ويجب ان يشمل اتفاق وقف الاعمال القتالية الحق الفوري للجبهة المتحدة الثورية لكي تمارس بوصفها منظمة سياسية في جميع انحاء السودان.

• ان السلطة الانتقالية, عندما تدخل في مفاوضات السلام مع الجبهة الثورية السودانية, ينبغي ان تعالج القضايا التالية, ولكن ليس حصريا.

- تفاصيل المناطق المتاثرة بالحرب
- الترتيبات الامنية
- قضايا الجماعات المهمشة والضعيفة
- الهوية
- الجنسية المتساوية
- نظام الحكومة والعلاقة بين المركز والمناطق.
- قضايا الاراضي وال hawkir
- العدالة في توزيع السلطة والثروة.
- التنمية العادلة والمستدامة
عودة طوعية للاجئين واللاجئين
