Tension in the border between Israel and Lebanon has increased The Lebanese Army's claim that an Israeli patrol was kidnapped in a Lebanese hometown The Army Command - Direction Directorate issued the following statement: "On 28/4/2018 at 2030 hours, an Israeli enemy patrol carried out the abduction of Nihad Dali from the town of Shabaa and took her into the occupied Palestinian territories. The army units deployed in the area have taken the necessary measures, while the kidnapping is being pursued with the United Nations forces in Lebanon.

د. داود خيرالله استاذ محاضر في القانون / جامعة جورجتاون في واشنطن المشاركة الشعبيّة في الحكم هي من أبرز سمات الدولة الحديثة وما ارتقى إليه الإنسان عبر قرون طويلة من التطوّرالاجتماعي والسياسي. صَاحَبَ هذا التطوّر تبدّل في مفهوم السيادة وانتقالها من الحاكم الفرد إلى المجموعة الشعبيّة،  فأصبحت الإرادة الشعبيّة هي أساس السيادة في الدولة ومصدر الشرعيّة فيها. مع انتقال الحكم من سلطة الحاكم الفرد إلى السلطة الشعبيّة جرى تغيير أساسي في شكل الحكم ومقوّماته، وهو الانتقال من تراتبيّة سلاليّة، كانت عبر قرون طويلة أساس السلطة والإستقرار في الحكم، إلى علاقة تعاقديّة تطوّرت إلى ما بات يعرف بحكم القانون. وأصبح القانون هو السيّد الفعلي الذي يخضع لأحكامه حاكم ومحكوم. فعوضاً عن قواعد إلزاميّة أساسها ومصدرها الحاكم الفرد، أو مصادر غيبيّة يقوم صاحب السلطة، أو مأموروه بتفسيرها وتطبيقها بما يتلاءم ورغباته الشخصيّة، أصبحت القواعد الإلزاميّة  تصدر في الدولة الحديثة بموجب إجراءاتٍ أساسها عقد اجتماعي يوصف بالدستور أو القانون الأساسي في الدولة. وينصّ الدستور على إقامة سلطات متمايزة ومتكاملة  (
