Parliament and parliamentarians lists and candidates By Louay Francis I am thinking of writing this article, which may be infuriated by many candidates and perhaps the owners of lists and heads of political blocs, but I find it a fact we have lived for more than 15 painful years, every four years revolve around the Iraqis under a broad banner we call it democratic elections, Its meaning in the new Iraq after 2003 because we did not find it on the ground ... Our democratic elections .... We elect representatives from whom we call a legislative parliament to approve the laws that serve the country in the face of a monitoring process on the performance of the executive authorities of the federal Iraq. The legislative aspect of the federal parliament revolves around the circle of political differences. The general legislation of the laws that serve the Iraqi citizen is stopped and legislation is enacted to destroy the areas of political differences. The so-called democracy turns into a dictatorship in the parliament. برلمان وبرلمانيون قوائم ومرشحون بقلم الكاتب (( لؤي فرنسيس)) ترددت كثيرا وانا افكر بكتابة هذا المقال الذي ربما يمتعض منه الكثير من المرشحين وربما اصحاب القوائم ورؤساء الكتل السياسية ، ولكني اجده حقيقة عشناها لاكثر من 15 سنة مؤلمة، فكل اربعة سنين تدور على العراقيين دائرة تحت يافطة عريضة نسميها انتخابات ديمقراطية ، تلك العبارة التي ربما تغير معناها في العراق الجديد بعد 2003 كوننا لم نجدها على ارض الواقع ... فانتخاباتنا الديمقراطية..... ننتخب منها ممثلين نسميهم برلمان تشريعي لاقرار القوانين تخدم البلد في الظاهر مع عملية رقابية على اداء الجهات التنفيذية للعراق الاتحادي.... فالجانب التشريعي في البرلمان الاتحادي يدور بدائرة الخلافات السياسية ويتوقف التشريع العام للقوانين التي تخدم المواطن العراقي ، ويبدأ تشريع لقرارات وقوانين تدمر مناطق (الاختلافات بين السياسيين) كون ما نسميه بديمقراطية تتحول الى دكتاتورية اغلبية داخل قبة البرلمان، وما كانت القرارات الاربعة عشر ضد الاستفتاء في اقليم كوردستان في شهر اب الماضي الا احدى تلك الهفوات والاخطاء القاتلة التي وقع بها البرلمان ليرضي به اصحاب النفوذ على القرار العراقي في الداخل والخارج، بمحاولة لتدمير امة كاملة لها حقوق دستورية ضمن دستور البلد والتي كانت الركن الاساس في صيرورة العملية السياسية منذ بدايتها في 2003 ، وايضا اثناء تشريع الميزانية السنوية يقع الظلم على غالبية المختلفين مع المتصدين للقرار وهكذا في جميع القوانين والقرارات ... ومن هنا يفقد البرلمان جانبه التشريعي العام ويتخصخص لاصحاب النفوذ دون النظر الى حقوق الشعب . اما في الجانب الرقابي فحدث ولا حرج كون البرلمان يوقع ويبصم ويقر وينفذ بحسب توجيهات اصحاب النفوذ والسلطة والمال ، وما كان حديث النائب مشعان الجبوري( رغم انه سارق بحسب قوله ) حول الرشاوى والقمسيونات والصفقات الفردية والجماعية افضل دليل على سقوط الجانب الرقابي لهذا المجلس الشكلي . واليوم نحن مقبلون على انتخابات اخرى (لهذا المجلس المستعبد ) وقد ترشح الالاف لدخول هذه الانتخابات ومئات القوائم جميعها ببرامج انتخابية متشابهة توعد المواطن بالخير والخدمة واصلاح الحال والتعايش والتاخي وقد تناست غالبية القوائم (الحزبية منها) نظامها الداخلي ونضالها الطويل وتحالفت مع قوائم اخرى تعكسها المعنى والفعل ، فتحالفت احزاب وقوائم علمانية مدنية صرف في عملها وادائها مع اخرى دينية متطرفة ، واخرى قومية شوفينية مع اممية متفتحة مايفقد ثقة المواطن باولائك المرشحين وتلك الاحزاب التي تدعي نضالا طويلا من اجل مبادئها . اما بالنسبة لما نسميها ( الكوتا ) والتي تشمل مرشحي المكونات الصغيرة مثل المسيحيين والشبك والايزدية فلهم مناطقهم وهناك من يخدمهم ويقدم لهم الخدمات والرواتب والحماية بالرغم من دخول غرباء من جنوب العراق ووسطه للمنافسة على حصتهم ، وعلى المواطن من هذه المناطق ان يعي ويفكر فالغريب مصيره الرحيل وعدم البقاء مهما طال زمن بقائه، فالفصائل العسكرية التي تمدنت من اجل الانتخابات والقوائم الانتخابية التي دخلت مناطق غير مناطقها مهما قالت ومهما ادعت ، فهدفها اضعاف المختلف عنها وحصولها على مقعد وليس في برنامجها ما يخدم المناطق المختلفة عنها ان كان مذهبيا او دينيا او قوميا، فاحذروا منها . في الختام ان كنت تريد ان تختار ومصمم للذهاب للانتخابات فكن واعيا لمن تعطي صوتك فصوتك ثمين ولاتضيعه مع الغرباء الذين سوف يتركون المنطقة حال انتهاء الانتخابات (هذا في محافظة نينوى والمناطق المتنازع عليها ) ، اما على مستوى العراق في المحافظات الاخرى فعلى الناخب ايضا ان يفكر بتحديد وتقليل نسبة دكتاتورية الاغلبية في مجلس النواب واعادته الى ما يجب ان يكون من مجلس تشريعي رقابي حقيقي يمارس مهامه بعدالة ديمقراطية ، بانتخابه اشخاص بعيدين عن القوائم التي كانت تمارس الدكتاتورية في المجلس بالدورات السابقة .
